The World is in existence in tune with the laws of nature. Mankind is one of the billions of crores of life species that exist on this Planet. Despite rapid strides made by the human beings in science and technology, it is impossible to live beyond the laws of nature.
Forgetting this Truth, man is destroying the nature and often cutting the branch on which he is sitting. In the beginning there was only water and vegetation on this Planet. Human beings first started cutting the trees, for his survival. He has cleared the land of tress, levelled it to use as agriculture fields and for making shelters. Man’s survival depended on the fruits given by the trees. As the Civilization advanced man has lost the balance with the nature. He has indiscriminately destroyed the environment. This has resulted in several natural calamities like the Earthquakes, Typhoons and a steep increase in the Global warming. In the process, rivers and other water bodies fast disappearing and the human settlements have become victims of the pollution. Human Beings are in a desperate search for clean air and water. After having experienced the adverse affects of the destruction, man is now trying to find ways and means to protect the environment. All countries in the World have realised the importance of environment protection.
Environmental balance is possible if only there is 33 per cent green cover on our Planet.  However, this is not the status in our country now. According to a survey conducted by Climate Realty Project World wide, in Canada there is the highest ratio between an individual and tress at 1: 8,953, in Russia 1:4, 461, USA, 1:716, in China 1: 102 and in India 1: 28 only. On an average, per head there are only 422 trees worldwide. This has amply proved that our country is at the threshold of danger.
As far as Telangana State is concerned, the nature has given us a boon in the form of the forest cover. In the erstwhile Adilabad, Khammam, Medak, Warangal, Karimnagar, Nizamabad and Rangareddy districts we have thick and deep forests. Forestland spread over 26, 903 square kilometers in the State. Of this at one point of time, there was 25 per cent of thick forest and 50 per cent of moderate forest cover in the State. The rest 25 per cent used to be a land with shrubs and bushes. But now, only 1.06 percent of thick forest cover and about 28.95 percent of moderate forest cover is available as part of the forest land. The rest has become a barren land. Earlier governments have totally neglected the forests and allowed deforestation in a big way. They never had the vision to restore the forest cover.
The Government statistics reveal that, in the United AP State, for the protection, plantation and restoration of forests, tree planning and other such activities a meager Rs 14 crore per year was spent on an average. During 2004-2014, only Rs 130.16 Crores was spent by the forest department under the state plan expenditure. Tree plantation program was just a formality. Between 1980 and 2014 in Telangana tree plantation was limited to only 3.17 lakh hectares. In these 34 years, just 35.3 crore saplings were planted in Telangana. According to the Government statistics, the forestland of 2.94 lakh hectare was encroached upon during the same period. This has led to Telangana region paying a heavy price. Barring some regions in the erstwhile Adilabad, Khammam and Warangal districts, the rest of Telangana region has been facing a deficit rainfall every year.
Abundant rain fall is experienced where the forests are dense and drought is predominant in the deteriorating forest areas. The district of Jayashankar Bhoopalpally, Komaram Bhim Asifabad, Bhadradri Kottagudem and Nirmal where forest cover is more, the rainfall is also more. The districts where the forest cover is less such as, Karimnagar, Warangal Urban, Warangal Rural, Janagaon, Siddipet, Siricilla, Yadadri, Rangareddy, Mahabubnagar, Jogulamba Gadwal, Wanaparthi the rainfall is less than the state average rainfall. The districts Karimnagar, Gadwal, Hyderabad, Janagaon, Warangal Rural, Warangal Urban, Suryapet, Yadadri, Wanaparthi, Sangareddy, Rangareddy, Mahabubnagar, Medchal, Nalgonda where the extent of forest is less than 10 percent the situation is gruesome. In days to come, unless checked there is a chance that these districts will soon become desert. Khammam, Pedapalli, Vikarabad, Siricilla, Jagtial, Medak, Nizamabad, Kamareddy where the extent of forest is less than 30 percent, it is evident that the situation in these districts would also deteriorate.
The wildlife situation is also in chaos due to the indiscriminate destruction of forests. Forest based wild animals perturbed with the deforestation migrating to habitations in search of food.  The monkey menace is one of the problems that are being faced by the agricultural sector. There is no point in accusing the dumb animal as it is a man made mistake. Ways and means should be found out to solve the problem.
No one else but we have to be solely responsible for the grave disaster that is going to occur if we are not alert to the ground realties. Keeping this alarming problem in view, the Government of Telangana has started a massive programme of “Telangana Ku Haritha Haram”.

In the process of everlasting and great efforts put forth worldwide to increase the green cover, “Telangana Ku Haritha Haram” is the third largest such programme attempted by human being. The first programme took place in China where people planted trees along 4500 kilometers and built the green wall of China. The Second biggest effort that took place was in Brazil. To conserve the forests along Amazon River, 100 crore trees were planted under the programme “One Billion trees for Amazon”. Telangana State Government’s Haritha haram will soon surpass the first two-programme worldwide.
The objective of Haritha Haram is to improve the green cover to 33 percent in the state. The goal is to plant about 230 Crore seedlings. About 120 Crore seedlings are being planted in villages, along roads in towns, open areas, along banks of lakes, canal, and fields, in the premises of Government, private Organizations, colonies, and in every house. Plans and implementation is in progress to rejuvenate by way of planting 100 crores saplings in the forest area to replace the trees that were lost due to inappropriate care. We are planting 10 Crore seedlings within the limits of GHMC. As part of this programme which started on July 3, 2015, about 15.86 Crore seedlings during first year and 31.67 Crore seedlings this year were planted. We are planning to plant another 40 Crore seedlings next year. The programme of planting on an average 40,000 seedlings in every village and 40 lakh seedlings in every constituency is being implemented on a massive scale. The programme of planting 5 Crore Eetha seedlings on banks of lakes in order to save the toddy tappers profession is going on. This year about 50 lakh Palm trees (Eetha) seedlings were planted.
The Government is aware that its responsibility does not end with Planting of saplings. Follow up action is taken to water the seedlings and to save them. Water is being supplied to seedlings with the help of 3200 Tankers. The programme for the conservation of seedlings is continuing in Gram Panchayats, Municipalities under supervision of District Collectors. Forest Department is undertaking responsibility of conservation of seedlings in the forestlands.
At the time of formation of the Telangana State, in the past 35 years 35 crores of seedlings were planted as per the Government statistics. After our Government came to power, 47.98 Crores of seedlings were planted in two and half years. In the past 35 years efforts were made for renewing forest in 3.17 lakh hectares of the forestland only. But in these 2 years in 4.31 lakh hectares plantation was done. In order to keep the seedlings easily accessible to the people, 4000 nurseries are developed statewide. Today one nursery is available and accessible to the people for every two villages on an average in the state.
Comprehensive measures were taken in order to strengthen and expand the forest department, which was neglected in the past. Increased the allocation of funds in the State’s Budget for the forest department and also increased number of employees.
            All out efforts have been made to strengthen the forest department that was neglected earlier. Our Government has allocated Rs 1243 Crores for Haritha Haram since the inception of the Telangana State to till date whereas only Rs 14 Crores was spent by the earlier government on plantation. This will mean, on an average, the Telangana Government is spending Rs 400 Crores for extending the green cover. This is 30 times more when compared to the allocations made by the previous Governments in the then United AP.
In tune with the needs, requirements and necessities, the Forest Department has been reorganized. For the first time, in the Telangana State about 28 District Forest Officers were appointed. Earlier there were 28 Forest Divisions, and we have increased them to 37. Forest Ranges have also been increased from 106 to 185. About 469 sections were increased to 831. Regular Beats have been increased from 1428 to 3132. Accordingly numbers of employees were also increased. 2058 fresh posts have been created and would be filled up in the department. We have sanctioned additional 67 Range Officers Posts, 90 Section Officer Posts, 1857 Beat Officer posts and 44 other posts.
The initiatives taken by the government for conserving forestlands and curb teakwood smuggling are yielding good results. We have succeeded in preventing to a larger extent felling of trees in the forests. In the past, on an average, 15000 tree-cutting incidents took place and this year the number is reduced to about 5000. Five notorious teak smugglers were arrested under the PD Act and were sent to Jail. In the past there were no sufficient numbers of vehicles to do the patrolling in forests. In the past forest department had only 237 vehicles in total. After our Government came to power, we have provided 2143 new vehicles to the Forest department. Among them were 26 Cars, 124 Jeeps and 1993 Motor Cycles.
I would like to clarify regarding the rights of people who live depending on forests. In the past, the Government accorded Recognition of Forest Rights (R.O.F.R) under which, the people living in the forests have a right to procure the forest produce and make a living. But they don’t have any right to level the forest or cut trees. This right is intended not to disturb the living style of Adivasis. I would like to clarify through this house that this right does not extend to right over the forest land.
Telangana Ku Haritha Haram is a continuous programme and not mere Government programme routine in nature. Haritha haram is a movement with the partnership of people. I gave the slogan, “Rains should return” and “Monkeys should go back” and it had touched hearts of the people. During the rainy season, every one had planted saplings in all available and suitable places by obtaining from local Nurseries. People have responded enthusiastically to the slogan given by the government and turned up in thousands and planted seedlings on a massive scale along the highways of Vijayawada and Bengaluru.
Let me assure this August House that the great endeavour for increasing the green cover on Telangana soil will continue uninterruptedly and voluntarily. Let me convey to the people through this House that despite political differences, all sections should come forward and unveil the Green Telangana.

ఆధునిక సాంకేతికత ఎంతగా అందుబాటులోకి వచ్చినా మన దేశంలో రోడ్డు ప్రమాదాల సంఖ్య ఏటేటా ఆందోళనకరంగా పెరుగుతోంది. అనునిత్యం జరిగే రహదారి ప్రమాదాల వల్ల ప్రాణాలు కోల్పోతున్న, అంగవైకల్యం పొందుతున్న వారి సంఖ్య చూస్తుంటే ఎవరికైనా ఒళ్లు గగుర్పొడుస్తుంది. అధికారిక గణాంకాల ప్రకారం భారత్‌లో 1994- 2004 మధ్య కాలంలో రోడ్డు ప్రమాదాల్లో మృతుల సంఖ్య 3.7 శాతం, 2005- 2015 మధ్య 4.4 శాతం మేరకు పెరిగింది. రోడ్డు ప్రమాదాల నివారణకు, బాధితులకు తక్షణ సహాయ సహకారాలు అందించేందుకు సమగ్ర ప్రణాళికను రూపొందించాలని నిపుణులు చాలాకాలంగా ఘోషిస్తున్నారు. ప్రమాదాల్లో మరణాల సంఖ్యను తగ్గించడానికి, క్షతగాత్రులకు తక్షణ వైద్య సహాయం అందించడానికి, బీమా క్లెయిమ్ పత్రాలను సకాలంలో పరిశీలించడానికి తగు చర్యలు తీసుకోవాలని వివిధ సంస్థలు కేంద్ర ప్రభుత్వానికి గతంలోనే సిఫార్సులు చేశాయి. అయితే- ఈ సూచనలు, సిఫార్సులు ఆచరణలో అమలు జరగడం లేదన్నది కాదనలేని కఠోర వాస్తవం.

          హైదరాబాద్ వేదికగా ఇటీవల నాలుగు రోజుల పాటు ‘ఇండియన్ రోడ్ కాంగ్రెస్’ సదస్సు జరిగినా, ఆ సందర్భంగా ఏం చర్చించారన్నది ప్రచారం కాలేదు. రహదారి ప్రమాదాల నివారణకు, నియంత్రణకు తీసుకోవాల్సిన ముందస్తు జాగ్రత్తలపై అధ్యయనం చేసి, ఉభయ తెలుగురాష్ట్రాలను కలుపుతున్న జాతీయ రహదారిని పైలెట్ ప్రాజెక్టుగా ఎంచుకుని ప్రమాదాలను అరికట్టడంలో ఎలాంటి వ్యూహాలను అమలు చేయాలన్న అంశాలను రోడ్ కాంగ్రెస్ సదస్సులో ప్రస్తావించక పోవడం బాధాకరం. జాతీయ రహదారులను, రాష్ట్రాల పరిధిలో ప్రధాన రహదారులను అనుసంధానం చేస్తూ, ‘సమీకృత అత్యవసర సహాయ సేవా కేంద్రాల’ (ఐఇఆర్‌సి)ను ఏర్పాటు చేసేందుకు సమగ్ర వ్యూహాన్ని అమలు చేయాలని ‘108 అంబులెన్స్ సర్వీసుల’ రూపశిల్పి డాక్టర్ ఎ.పి. రంగారావు ఇచ్చిన సూచనలు ప్రభుత్వాలకు శిరోధార్యం. రహదారి ప్రమాదాల నివారణకు చర్యలు తీసుకోవాలంటే ‘సమీకృత అత్యవసర సహాయ సేవా కేంద్రాల’ ఏర్పాటును కేంద్ర, రాష్ట్ర ప్రభుత్వాలు తమ ప్రాధాన్యతాంశాలలో ఒకటిగా తీసుకోవాలి. బహుళ ప్రయోజన లక్ష్యంగా ఏర్పాటైన ‘హైవే ఎమర్జెన్సీ రెస్పాన్స్ అండ్ యాక్సిడెంట్ మిటిగేషన్’ (హెచ్‌ఇఆర్‌ఎఎం) అనే వ్యవస్థ విజయవంతంగా చేపట్టి అమలు చేసిన ‘పైలెట్ ప్రాజెక్టు’ ఆధారంగా రూపొందించిన నివేదికలో ఈ విషయాన్ని స్పష్టంగా పేర్కొన్నారు. భారత ప్రభుత్వ ఆధ్వర్యంలో నడుస్తున్న ‘ఇన్సూరెన్స్ రెగ్యులేటరీ డెవలప్‌మెంట్ అథారిటీ’ (ఐఆర్‌డిఎ), ‘జనరల్ ఇన్సూరెన్స్ కౌన్సిల్’ సంయుక్త భాగస్వామ్యంలో హెచ్‌ఇఆర్‌ఎఎం ఈ నివేదికను రూపొందించింది. డాక్టర్ ఎ.పి. రంగారావు సారధ్యంలో ఈ సంయుక్త భాగస్వామ్య బృందం అధ్యయనం చేసి, శాస్ర్తియ గణాంకాలతో నివేదికను కేంద్రానికి సమర్పించింది.

          2014తో పోలిస్తే 2015లో దేశవ్యాప్తంగా రోడ్డు ప్రమాదాలు 2.5 శాతం మేరకు పెరిగాయి. మృతుల సంఖ్య 4.6 శాతం, క్షతగాత్రుల సంఖ్య 1.4 శాతం పెరిగింది. 2014లో జరిగిన 4,89,000 రోడ్డు ప్రమాదాల్లో 1,39,671 మంది మరణించగా, 4,93,474 మంది గాయపడ్డారు. 2015లో జరిగిన 5,01,423 రోడ్డు ప్రమాదాల్లో 1,46,133 మంది ప్రాణాలు కోల్పోగా, మిగతావారు గాయపడ్డారు. ప్రతిరోజూ ప్రతి గంటకూ సగటున 57 రోడ్డు ప్రమాదాలు జరుగుతుండగా కనీసం 17 మంది మృత్యువాత పడుతున్నారు. గత ఏడాది రోడ్డు ప్రమాదాల మృతుల్లో 15- 34 ఏళ్ల లోపువారి సంఖ్య 54.1 శాతం అని తేలింది. 2015 నాటి గణాంకాల ప్రకారం మొత్తం ప్రమాదాల్లో జాతీయ రహదారులపై 28.4 శాతం, రాష్ట్ర రహదారులపై 24 శాతం, ఇతర రోడ్లపై ప్రమాదాలు 47.6 శాతం అని తేలింది. గత ఏడాది జరిగిన ప్రమాదాల్లో మృతుల సంఖ్యను చూస్తే జాతీయ రహదారులపైనే 35 శాతం మంది ప్రాణాలు కోల్పోయారు. ప్రణాళికా సంఘం అధ్యయనం ప్రకారం 2002లో రోడ్డు ప్రమాదాలకు లోనైన వారి మూలంగా సామాజికపరమైన వ్యయం 55 వేల కోట్ల రూపాయలని తేలింది. ఇది స్థూల జాతీయోత్పత్తి (జిడిపి)లో 3.5 శాతంగా విశే్లషించారు.



          రహదారులు రక్తమోడుతున్న నేపథ్యంలో ప్రమాదాల నివారణకు ఒక సమగ్ర ప్రణాళిక రూపొందించాల్సిందిగా ఐఆర్‌డిఎ, జిఐసిలను కోరడం జరిగింది. అత్యవసర సహాయ సహకారాలను అందించడంతో పాటు మరణాల సంఖ్యను తగ్గించడానికి, బీమా పత్రాలను పరిశీలించడానికి, ప్రాణాపాయం నుంచి కాపాడడానికి ఏయే చర్యలు తీసుకోవచ్చనే అంశాలను పరిశీలించాల్సిందిగా కోరారు. డాక్టర్ ఎ.పి. రంగారావు నేతృత్వంలో అధ్యయన బృందం ఒక ప్రాథమిక నివేదికను రూపొందించి 2012 సెప్టెంబర్ 1న ఐఆర్‌డిఎకు అందించారు. ఈ ప్రాథమిక నివేదికలో నాలుగు కీలక ప్రతిపాదనలున్నాయి. ఇందులో మొదటిది- డ్రైవింగ్ లైసెన్స్‌ల మంజూరులో నిబంధనలను కచ్చితంగా పాటించడం, వాహన వేగాలను నియంత్రించడం. రెండవది- వాహన చోదకులు మద్యం, మత్తు పదార్థాలను సేవించకుండా చూడడం, సీటు బెల్టులు, హెల్మెట్‌లు ధరించడం వంటివి ఉన్నాయి. ప్రమాదం జరిగిన స్థలానికి వెళ్లి తక్షణ వైద్య సహాయం అందించేలా అంబులెన్స్‌లను ఉంచడం, వాటిని కొన్ని కీలక పాయింట్ల వద్ద సిద్ధంగా ఉంచడం, ప్రాణాపాయాన్ని నివారించేలా క్షతగాత్రులను సమీప ఆస్పత్రులకు తీసుకువెళ్లడం, అన్నిరకాల వైద్య సేవలు లభించేలా సమాచార మాధ్యమాలను వినియోగించడం, ప్రమాదాలకు సంబంధించిన సమాచారాన్ని జాప్యం లేకుండా ఆస్పత్రులకు, పోలీసులకు, అంబులెన్స్‌లకు అందించడం వంటి చర్యలు తీసుకోవాలి. ప్రజలు గుర్తుంచుకునేలా టోల్ ఫ్రీ నెంబర్లను ఏర్పాటు చేయడం, నిరంతర వైద్య సేవలకు కాల్ సెంటర్లు నెలకొల్పడం వంటి ఏర్పాట్లు చేపట్టాలి. 

జిఐసి బృందం ఈ ప్రాథమిక నివేదికను పరిశీలించి విజయవాడ-హైదరాబాద్ జాతీయ రహదారిపై ప్రయోగాత్మకంగా అమలు చేసేలా ఐఆర్‌డిఎకు సమర్పించింది. డాక్టర్ ఎ.పి. రంగారావును ప్రధాన సలహాదారుగా ఎంపిక చేసి పథకం అమలు బాధ్యతను అప్పగించింది. ఐఆర్‌డిఎ అనుమతి పొందిన ఈ ప్రాజెక్టు కోసం 885 లక్షలు కేటాయించగా ఇప్పటికి 574 లక్షలు ఖర్చు చేశారు. ఈ ప్రాజెక్టులో భాగంగా సమీకృత అత్యవసర సహాయ సేవా వ్యవస్థను రూపొందించి, 1033 నెంబర్‌తో టోల్ ఫ్రీ సర్వీస్‌ను జాతీయ రహదారుల ఉపయోగానికి కేటాయించారు. ప్రమాదాల్లో ప్రాణనష్టాన్ని నిరోధించడంలో ఈ వ్యవస్థ తోడ్పడుతోంది. ప్రతి 50 కిలోమీటర్ల దూరానికి ఒక అంబులెన్స్, శిక్షణ పొందిన టెక్నీషియన్లు, కాల్‌సెంటర్, వైద్యాధికారి నియామకం, పోలీసులను, ఆస్పత్రులను అప్రమత్తం చేయడం వంటివి ఈ వ్యవస్థలో భాగాలయ్యాయి. ఐఇఆర్‌సి అమలుతో 2014- 2015 మధ్య కాలంలో ప్రమాదాల తీవ్రత తగ్గింది. ఈ పైలెట్ ప్రాజెక్టు అధ్యయనంలో పలు ఆసక్తికరమైన అంశాలు వెలుగు చూశాయి. 14.8 శాతం ప్రమాదాలు మత్తు పదార్థాలు సేవించడం వల్ల, 27.3 శాతం ప్రమాదాలు అతి వేగం వల్ల, 29.19 శాతం ప్రమాదాలు నిద్రమత్తు వల్ల జరుగుతున్నట్లు తేలింది. వీటిలో 70 శాతం ప్రమాదాలను నిరోధించే ఆస్కారం ఉంది. జాతీయ రహదారి వెంబడి మద్యం అమ్మకాల వల్ల ప్రమాదాలు ఎక్కువగా జరుగుతున్నాయి. ప్రమాదాల నివారణకు అధికారులు, ప్రజల్లో మరింత అప్రమత్తత పెరగాలి. ఇన్సూరెన్స్ కంపెనీలు ప్రమాద బీమా క్లెయిమ్‌లను త్వరిత గతిన పరిష్కరించాలి.

Economically Weaker Sections Housing scheme was in vogue for the past several decades offering permanent shelter to the shelter less. In the erstwhile Andhra Pradesh State till 2003, about 17 Lakh 34 thousand and 826 houses were constructed at an estimate cost of Rs 1805. 26 Crore as part of this scheme
The then AP Government records state that between 2004 and 2014, about 24 lakh 91 thousand and 870 houses were constructed for the poor at a cost of Rs 9075 Crore.  Under Rajiv Swagruha, at a cost of Rs 1621 Crore about 12089 houses and under Rajiv Gruhakalpa, at a cost of Rs 392 Crore about 37217 houses were also constructed as per the records.
Within the GHMC vicinity, under JNURM Scheme, 46519 houses and as part of VAMBAY scheme 6608 houses were constructed as per the government records. This would mean by the time Telangana state was formed, in Telangana 43 Lakh 29 thousand and 124 houses were said to have been constructed for the economically weaker sections in the State. If this be true, there would not have been any family left in the State without any house! Therefore there would not have been any need for construction of any new house for the poor! But the ground realities are different. Even now, lakhs of poor people are applying to the government for provision of houses. This has amply proved that the construction of houses did not happen as per the records and the money spent for the so-called construction of houses for the poor went into the pockets of the corrupt.
The housing Scheme, which had its roots as a welfare measure for the needy people changed its path and ended up becoming a source of exploitation and illegitimate income for the leaders and activists of political parties. This was particularly on the increase during 2004 and 2014 in the United AP State if one examines the amount of corruption took place during the same period. The number of houses that were said to have been constructed according to the bills passed was not found on the ground. There were umpteen numbers of incidents where people have claimed bills on the construction of houses which were more than the entire household in a village.
For instance, in Manthani Assembly Constituency, bills for the construction of houses stood at 40 percent more the actual families! These overestimated houses were sanctioned and bills were paid. This is a classic example of wild corruption. The then government itself had ordered an inquiry into the nexus between the politicians and the officials and the inquiry established the irregularities and corruption. A Third party inquiry was also held.
Between 2004 and 2014, criminal cases were registered against 225 persons for committing irregularities under Indiramma Housing Scheme. Among the accused, there were 122 officials, 133 middlemen and politicians.  One ZPTC member, three MPTC members, 14 Sarpanches, three Single window Chairmen were proved to be partners of the scam as per the then government findings. 1, 94, 519 ineligible persons found to be allotted houses under the scheme. About Rs 235.90 Crore was paid to about 1, 04, 000 persons. 512 officials from the Housing Department were dismissed from the service and another 140 were suspended. Of this 122 officials were convicted and about Rs 2.86 Crore were recovered. In order to bring out the corrupt practices took place under the united AP State, the Telangana state government had ordered a CBCID inquiry on July 26, 2014 on the scam which is still going on.
While the inquiry was on, on the houses constructed under Indiramma Housing Scheme, we have decided not to harm the poor people who have constructed houses under the scheme. Hence we have instructed the District Collectors to conduct a survey and identify the genuine beneficiaries. The revenue officials conducted a survey in the villages and found that there were about 1, 19, 00 bogus beneficiaries. About 2, 46,170 were listed as genuine beneficiaries. Of this, about 56,059 houses were totally constructed and about 2, 04,000 houses are in various stages of completion. We paid Rs. 369.48 Crores of rupees for Indiramma houses till now since we came to power. After completion of Indiramma houses Rs. 1,159.85 crores are to be paid. Government is ready to pay them. We would like to place this information before the House that the Government is paying bills to the houses which are in construction stage and which were sanctioned prior to 2014.
The Government has resolved to implement this scheme without giving scope to political corruption and to accomplish the desires of poor people in the state of Telangana, which was carved only through people movement. It is troublesome for entire family to live in one room. In these houses the problems that are faced by women are beyond description. With the intention that this situation should not be there, we gave an assurance to give constructed Double bed room houses to poor in our Election Manifesto. Our Government set aside the policy of construction of houses by way of some amount as subsidy by Government and rest to be borne by beneficiary. Our Scheme was designed in such a manner that not a single penny will be spent by beneficiary. Government took the entire responsibility of constructing houses. Due to this, the expenditure for construction of houses for weaker sections grew many folds compared to the expenditure that is incurred by erstwhile Governments. For the construction of double bedroom houses in 560 square feet Rs. 5,04,000/- was allocated in villages, Rs. 5,30,000/- was allocated in towns and within GHMC limits Rs. 7 lakhs was allocated.

When compared to earlier stage constructions long ago, the expenditure for house construction increased many times. In addition to budgetary allocation we sought financial assistance from various financial institutions. I am submitting to the house that State Government has mobilized Rs. 17,660 Crores required for house construction. In two years, we allocated Rs. 1433 Crores of rupees in state Government Budget. From centre also, Rs. 333 Crores were sanctioned for house construction schemes. Central and State Government pooled Rs. 1766 crores of rupees, HUDCO agreed to give Rs. 3344.76 crores last year and this year Rs. 12,549 Crores, totaling 15,893.76 Crores. All together Rs. 17,660.40 Crores were pooled and are ready for construction of houses. While the erstwhile Government spent Only Rs. 11000 Crores for house construction till Telangana was formed, we in two and half years allocated Rs. 17,660 Crores.
If we analyze deeply the policy followed by earlier Governments in the matter of house construction for Weaker Sections, it is evident that, the poor were not largely benefited. It was only as namesake that the Government built the houses and allotted to poor and in effect the entire burden was on weaker sections only. In the incurred expenditure, the beneficiary spent huge amounts than the amount actually spent by Government. These facts will be clearly seen if we observe the Housing Scheme from the beginning.
In 1974, Hutting Scheme was in Vogue. Then for construction of Hut, Government gave Rs. 400. By 1978, it gave Rs. 1000/- under semi permanent House Scheme per house. In 1983, construction of pucca houses started. From this the stage began wherein the Government gave some amount as subsidy, and the rest of expenditure was to be borne by the beneficiary. In 1983, in rural areas, Rs. 6000/- expenditure was estimated for the construction of every house. Out of this amount Government used to subsidize Rs.2750/- as its share. The beneficiary had to bear to Rs. 3250/- i.e., Rs. 3000/- by way of Bank Loan and Rs. 250/- by way of his own contribution. That shows that 54% of cost was to be borne by beneficiary and that of Government was only 46%. The burden on the beneficiary increased from then onwards. In 2004, unit cost was Rs. 22,500/-. In this, the subsidy of Government was Rs. 7000/- the beneficiary had to borne Rs.15, 500/-. This would mean that the beneficiary was bearing 68.8% while Government was contributing only 31.2%. In 2014, the unit cost was decided at Rs. 70,000/-. In this, Government subsidy was Rs. 20,500/-. The beneficiary had to borne Rs.49, 500/-. That means the beneficiary was bearing 70.7% while Government was contributing only 29.3%.
The erstwhile Government proudly declared that it had constructed houses with Rs. 1 lakh cost for SC’s, and Rs. 1, 05,000/- for ST’s. In case of both SC’s, ST’s also, the burden was on beneficiary. In case of SC’s, the unit cost per house was Rs. 1 lakh and Government borne only Rs. 20,500/-.  The remaining burden i.e., Rs. 79,500/- fell on the beneficiary. That means SC beneficiary borne 79.5% while the subsidy given by Government was only 20.5%. In case of ST’s same policy was implemented. In unit cost of Rs.1, 05, 000/- the beneficiary borne Rs. 84,500/- while the subsidy from the Government was Rs. 20,500/-. That means 80.47% burden was on ST beneficiary while Government borne only 19.53%. From 1983 to 2014, in rural areas the Weaker Sections borne 72% of expenditure for their house and Government gave only 28% in form of subsidy. While the situation in rural areas was like this, the burden that fell on beneficiaries in urban areas was much more. From 1983 to 2014 the burden that fell on beneficiary in urban areas was 90% while the subsidy given by Government was only 10%. If we analyze the whole issue it is clearly seen that more burden was on people and the publicity was that they were weaker sections housing built by Government.
Unable to understand the above facts, the poor people came forward with a hope that Government is constructing houses for them. By bearing additional burden, they were pushed in to debts. The poor were in dilemma, as they had to pay the interest along with actual amount. For recovering the Bank Loans, the Government officials used to take away the doors. We were all witness to the incidents where people used to lock their houses on hearing that officials were coming. The housing scheme instead of providing shelter to the poor had made them debtors and the scheme had become to defame them. Against this background our Government decided that these problems should not be there for the poor people. In the double bed room scheme the Government is constructing houses and giving it to poor with Government bearing 100% expenditure and not a single penny has to be borne by the poor. At this juncture, this August House should note that, if this scheme also slips in to the hands of corrupt people, there is every danger that large amount of public money being misappropriated.
Hence, the State Government initiated many reforms in this whole process. Without giving scope to corruption stringent Rules were framed. The modalities were formulated in such a way that selection is to be done in transparent way. Earlier there used to be different quotas namely, in-charge Minister Quota, MLA quota and so on. This quota system is now done away. With this we also have done away with political intervention completely. MLA will select the village in their respective constituencies, while the beneficiaries in villages will be decided by district administration under the chairmanship of Collector.
The process begins with receiving of applications, their thorough scrutiny followed by discussion with people in Grama Sabha for approval of beneficiaries. If the applications received are more than the houses sanctioned in a village, then lottery system will be followed.
Construction of houses will be done with quality parameters. The ideals of Government would be adhered. For this purpose, we requested the Collectors to handover the construction of houses to experienced and capable construction engineering sections. The Collectors had selected the suitable places for double bedroom houses colony. So far we had sanctioned 2, 60,000 houses. The tender process is going on. Tenders were finalized for 14,224 houses. 1217 houses were constructed. People are residing in them. At present 9588 houses are in construction stage at various places in the state.
I would like to present before the august house one fact. The contractors are hesitating to file tenders for double bedroom houses, because of two reasons. One reason is that the Mission Kakatiya, Mission Bhagiratha, Irrigation projects, Roads construction implemented by State Government are going on full-fledged and these contractors are involved in them. Many other working agencies in the state are also involved in these activities. Secondly, the scope for profit in construction of Double Bed Room house is not enough. Hence they are hesitating a bit.

In order to overcome these situations, Government has initiated suitable measures. We are exploring alternatives. We are supplying sand necessary for house construction free of cost. Without concern about Market prices, we entered into MOU with 31 companies to give cement at Rs.230/-. This Government is with strong resolve to complete the construction as contemplated. I would like to tell the house that Government is fully committed to construct the houses that will showcase the self respect of people in Telangana State which itself was achieved to upkeep the same self respect.

The State Government has enacted the Telangana State Industrial Project Approval & Self Certification System (TS-iPASS) Act - 2014. Under this Act, Telangana is the only State in the country that has accorded a legal right for the investor to get industrial clearance, provided all compliances are in order.

TS-iPASS is implemented through an end-to-end interactive online system. While the approval for MEGA projects (investment of more than Rs.200 crores. or an employment potential of more than 1000) is accorded within 15 days, the approval for all other projects is granted within 30 days. To make the system accountable, there is a provision of levying a penalty of Rs. l, 000 per day on any officer delaying the process and approval is deemed to have been granted after the stipulated period is over. TS-iPASS obviates the need to meet any official and gives all approvals in a time bound manner. Thus it is a graft free industrial approval process.

TS-iPASS has been a revolutionary step in the Ease of Doing Business (EoDB). The number of documents to be attached to an Industrial Application has been brought down from 110 to just 10, without compromising on the quality of the information. A system of self certification is introduced in Labor, Boilers, Factories, Pollution Control Board and Industries departments which not only cuts time but also instills a greater sense of trust and responsibility on the Industry.


So far, a total of 2929 industries have been accorded approvals involving an investment of Rs.49, 463 crores including investments of TSGENCO. The total direct employment potential in these industries is estimated to be 1, 95, 390 and the indirect employment will be another 3 lakhs, thus a total of about 5 lakhs employment potential has been created. So far, 1138 industries have actually commenced commercial production, 405 are in advance stage of completion and balance is under various stages of construction.

Ease of Doing Business

In addition to the above, as a part of State's initiative to create a Business friendly eco-system, we have made several systemic changes in the manner business is done in the State. For example, under a system of Joint Inspection, a unit that used to be inspected 30 times in a period of 5 years will now be inspected only once in five years by a Joint Team of all concerned departmental officers. Further, 57 registers that used to be maintained are now consolidated to 2 Registers and 14 Returns are now consolidated to just one Return. HMDA has introduced a "Development Permission Management system" (DPMS) which is also being implemented by DTCP & GHMC, wherein the building permissions are now being given in 14 days which earlier used to take several months. Likewise, the "PCB license" which used to be valid for 1 year has been made valid for 5 years and "Factory license" is made valid for 10 years, which earlier required renewal every year. Thus, Government of Telangana has created a business friendly environment that would benefit not only the new investors, but also the existing businesses at all stages of their operations and the state thus is truly an investment friendly state.

Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry (M o C&I), Government of India (GoI) has taken up evaluation of all States on a 340-point "Business Reform Action Plan" which aims at increasing the "Ease of Doing Business". As a part of this Action Plan, to enhance transparency and accountability and ensure graft free administration, we have launched 113 online services across 22 Government Departments. As a result of all these efforts, I would like to inform this August house with a sense of great pride that Telangana, the youngest State of the Country secured 1st Rank in "Ease of Doing Buisness-20 16" and has been declared by Ministry of Commerce, Government of India as the National Topper with a score of 98.78%.

రావణుడి ప్రేరణతో ఆయన ఆజ్ఞానుసారం ఇంద్రజిత్తు హనుమంతుడి మీదకు యుద్ధానికి పోతాడు. ఆ యుద్ధంలో ఇంద్రజిత్తు బ్రహ్మాస్త్రానికి హనుమంతుడు నందీ అవుతాడు. బందీగా వున్న హనుమంతుడిని రాక్షసులు తాళ్లతో కట్టి రావణాసురుడి దగ్గరకు తీసుకుపోతారు. సభలో వున్న రావణాసురుడిని హనుమంతుడు చూస్తాడు. అలానే హనుమంతుడిని చూసిన రావణుడు ఆలోచనలో పడిపోయాడు. ప్రహస్తుడి ప్రశ్నలకు హనుమంతుడు సమాధానంగా తన వృత్తాంతమంతా చెప్తాడు. తాను లంకకు వచ్చిన కారణం తెలియచేసి రావణాసురుడికి బుద్ధి చెప్పే ప్రయత్నం చేశాడు. వాస్తవానికి ఇంద్రజిత్తు బ్రహ్మాస్త్రానికి క్షణకాలం మాత్రమే హనుమంతుడు పట్టుబడ్డాడు. తనకు హిత బోధ చేసిన హనుమంతుడిపై రావణుడు మండిపడతాడు. కోపంతో హనుమంతుడిని చంపమని ఆజ్ఞాపించాడు. అది విన్న తమ్ముడు విభీషణుడు, తాను పండితుడైన కారణాన, రాజాజ్ఞ నీతికి విరోధమనీ, దోషమనీ అంటాడు. రావణాసురుడి మేలుకోరి హితోక్తులతో-మంచి మాటలతో, రాజుకు నచ్చచెప్పే ప్రయత్నం చేస్తాడు. విభీషణుడి హితోక్తులను కవి "పంచచామరము", "సుగంధి" వృత్తాలలో వివరించారు.

పంచచామరము:
          క్షమింపు రాక్షసేంద్ర! ధర్మ సంయుతంబు నా నుడిన్
        శమంబుతోడ నాలకింపు చంపరాదు దూతఁ గా

తాత్పర్యం:    
రాక్షసరాజా! నీ మాటకు ఎదురు చెప్తున్నానని కోపబడవద్దు. నేను ధర్మం ప్రకారమే చెప్తున్నాను. కోపం మాని విను. దూతను, దూత కార్యం చేస్తున్నప్పుడు చంపకూడదు. ఈ నిబంధన, మర్యాద   అన్ని జాతులలో, అన్ని ప్రదేశాలలో వుందని పండితులు చెప్తారు. నిన్ను జయించగలవాడెవ్వడూ లేడు. వీడేడో అన్నాడని కోపగించుకోవాల్సిన పని లేదు. వీడు పగవాడే. అందులో సందేహం లేదు. వీడు అపకారం చేశాడు కాబట్టి దండించాల్సిందే. నేను వద్దనడం లేదు. క్షమించి విడిచిపెట్టమనీ అనడం లేదు. దూతనెలా దండించాల్నో, ఆ విధంగానే-ఆ ప్రకారంగానే దండించమంటున్నాను. ఆ పద్దతులలో దేహబాధ కలిగించడానికి కొన్ని మార్గాలు చెప్పారు పెద్దలు. అలానే దండించు. ధర్మ బద్ధంగా వాదించడంలో కానీ, లోక వ్యవహారం నడపడంలో కానీ, సకల శాస్త్ర జ్ఞానమందు కానీ, చదివిన విషయం ధారణ చేయడంలో కానీ, దేవదానవులలో నీకు సరైన వాడు లేడు. నీకు నీవే సాటి.

ఛందస్సు:      సుగంధికి "ర, , , , " గణాలు. తొమ్మిదింట యతి. పంచచామరానికి "జర, జర, జగ" గణాలు. తొమ్మిదింట యతి.

సీతాన్వేషణకు లంకకు వెళ్లి వచ్చిన హనుమంతుడు, ఆ వృత్తాంతమంతా, తోటి వానరులకు వివరించిన దానిని, ఒక సుదీర్ఘ "దండకం" రూపంలో రాశారు వాసు దాస కవి. ఆ దండకం ఇలా సాగుతుంది.

The importance of the Road network is the index of the development of any region. The status of the roads is very much significant in the economic & social development of any region. Realizing this fact our Government has accorded highest priority to the development of Road Network. I am happy to inform the Honorable House that a never seen before momentum has been generated in the way of massive road development programme which should be an obvious index to the development of the state. I believe that the ample impetus given by the Government for development of road-network to realize the “Bangaru   Telangana”.
As this Telangana region was subjected to discrimination in every sector in the erstwhile combined Andhra Pradesh regime, the road sector has had its share of sufferings. At the time of formation of Telangana State, the condition of Road Net work was bad. Out of the total road length of 24250 Km, about 16864 Km length i.e 70%  of the road length was single lane only, and even the single lane  roads condition was poor as it was neglected resulting in number of road accidents, more travel time and more consumption of   fuel.
After formation of Telangana State our Government has taken the challenge of the development of this neglected road sector. I am proud to announce before the august House that we will develop the road network to higher statndards.
Out of the 16864 Km of Single lane roads, about 12000 Km   has been taken up for development, which is accounting for 50% of the   total   length. I humbly   submit   to   the   House   that   this development has been taken up with a whopping budget of Rs 13,380 Crores. This involves construction of 357 Bridges. This huge budget provision is alone the standing example of the commitment of this Government. This development of road network   is taken up under the following programmes.
1.    Providing double lane connectivity between Mandal Headquarters to District Headquarters.
There is no program in the country which is like similar to our double lane connectivity between Mandal Headquarters to District Headquarters. Out of 459 Mandals (prior to reorganization of districts), 143 Mandals were not connected with a double lane road. The works have been taken up in 139 Nos at a cost of Rs. 2,466 Cr covering a length of 1,848 Kms. The works are in progress and proposals for providing double lane connectivity for some more Mandals out of newly created 125 Mandals are under consideration of the Government.
2.    Doubling  of  Some Major District Roads/State Highways
Apart from the above, our Government has taken up for widening to double lane at a cost of Rs. 5634 Cr covering length of 4058 Kms connecting important towns and places of the state. We are committed to change the state of roads. This is a never-seen development as no earlier Government has given this importance   and sanctions.
3.    Construction of Bridges
The Government having realized that a road without bridging the gaps across streams and rivers would not serve the purpose during the rainy  season, has  taken up a programme  to   construct 357 bridges at accost of Rs. 1538  Cr. Some of these are major bridges. There are four bridges across river Godavari, Five bridges across Manair River, Two bridges across river Manjeera, One bridge across river Pranahita near Gudem, Two bridges across river Krishna (Mattampally in Nalgonda district, Somasila in Nagarkurnool district). For the first time in south India, two suspension bridges are being planned on river Godavari at Parnasala and river Manair at Karimnagar.


As a novel idea bridge cum check dam construction has been taken up at certain locations of these bridges. This would facilitate in storage of water upstream side of bridge which would help in increasing the ground water level in surrounding areas.
4.    Renewals
Due to discrimination in the erstwhile combined state of Andhra Pradesh most of the road length was not renewed as per the requirement of periodic cycle of 5 years resulting in deterioration of road network over the years. The Government immediately after formation of Telangana State sanctioned renewals for 5500 Kms at a cost of Rs. 1800 Crores. All the works are completed.
5.    Road Safety Engineering Works
For 69 Road Safety Engineering Works Rs.123.00 Crores were sanctioned. As a part of Haritha Haaram Program saplings were planned on both sides of the roads for a length of   7,000 KMs, whose safety is being taken care of  well.
6.    GODAVARI & KRISHNA PUSHKARAM WORKS
Government have taken up and completed works for Godavari Pushkaras for a length of 284 KMs costing Rs. 232 Crores.  Similarly we have sanctioned 63 works for a length of 564 Km costing Rs 359 Crores for Krishna Pushkaras and completed in   very less time.
Thus, as a result of the efforts of the government there has been  marked  improvement  in  the  condition  of  the  road  network after formation of the Telangana State. In the last 50 years, no Government had sanctioned such large number of works for development of road network.
7.    Achievements
·     Construction of state roads on par with the standards of National Highways
·     Construction of environmental friendly green-roads
·     Construction of suspension bridges at Parnasala on Godavari and at Karimnagar on Manair
·     Groundwater  augmentation  with  construction  of Bridges  with  Check-dams  for  preserving  water  for human and animal consumption
·     7500 Km length completed at a cost of Rs 4000 Crores
·     60 Bridges/ROBs completed at a cost of 250 Crores
·     754 Km length of roads improved under Godavari & Krishna Pushkaram at  cos of   Rs 591 Crores
·     4000 Km Length of road works in progress

·     280 Bridges/ROBs are in Progress
