High Power Chinese Delegation with Chief Minister

Two MoUs were signed between the visiting Chinese companies led by Sany Group from China and Telangana State Government. First MoU is for establishing a Prefab concrete manufacturing factory, signed by Sany Group represented by Haijen Deng, Secretary of Sany International Housing and M. Dana Kishore, Secretary Housing Department, Government of Telangana.  Another MoU is for implementing the Dry Port Solutions, signed by Secretary Industries and Commerce Jayesh Ranjan and Chairman of the port of Sany Heavy Industry Wengen Liang. A high powered delegation from China consisting of Chinese companies led by Sany Group had a joint meeting for cooperation on Telangana development with Government of Telangana  on 16th October evening at Falaknuma Palace, Hyderabad.

Chief Minister Sri K. Chandrashekhar Rao attended the meeting as Chief Guest. Speaking on the occasion CM thanked members of the visiting delegation for accepting his invitation to visit Telangana. He also welcomed them for their preparedness to invest in Telangana. CM also mentioned about the State Industrial Policy and about various welfare measures taken by his Government for the benefit of the poor like construction of Two Bed Room houses for the poor.  He recalled his visit to China and also the love and affection shown by the Chinese people wherever he went. He told them to make best use of Telangana for investments.

Minister for Industries Jupally Krishna Rao, Minister for Panchayat Raj and Information Technology K. T. Rama Rao, Minister for Housing Indrakaran Reddy, Minister for Finance Etela Rajendra, Minister for Energy G. Jagadish Reddy, Senior officers of the State Government participated in the meeting.

The  45 member delegation from 14 Chinese companies consisted of investors, Infrastructure Corporation Heads, Heads of construction corporations and others having interest in the development activities in the state of Telangana.  Delegation included among others Chairman, President and Vice-President Sany Group Liang Wengen, Tang Xiuguo and Duan Dawei respectively; Sany India Director and CEO Deepak Garg; Vice-President CCTEG Shenyang Engineering Company Zhang Keshu; Vice-President China Minsheng Investment Corporation Chen Guogang; Chairman China Coal Mine Construction Group Corporation Xhao Shibing; Vice-President Power Construction Corporation of China Zeng Xingliang; Chairman CHINT Group Company Nan; Vice-Chairman and Vice-President Golden Concord Holding Limited Shu Hua and Tzou Sean respectively; Vice-President Lianyungang Port Holding Group Companies Li Chunhong; Vice-President State Power Investment Corporation Ma Lu and CEO Tebian Electric Apparatus Stock Company. Others include Xue Jian from Chinese Embassy, Siddhartha Anand and Priya Rawat from Invest India.


Secretary Industries and Commerce Jayesh Ranjan introduced the Chief Minister, Cabinet Ministers and Officers of Telangana to the visiting delegates. Special Chief Secretary K. Pradeep Chandra welcoming the guests said that within a month after CM visited China the delegation has come here indicating the keen interest of Chinese companies in Investing in Telangana State. A Short video presentation on the advantages of Telangana for investment was shown to the delegation.  As a part of video 9 areas of opportunities for investment in Telangana namely Dry ports, Power Generation, Power distribution, Coal Mining, Social Housing, Road Development and Logistic parks in HMDA were explained to the delegates. Details of the Road Development plan in Hyderabad City were also explained. He said that Dry Port is a high priority project and consolidation of cargo at state level will help optimise costs for exporter and importers. He also said that once a dry port comes the state’s economy will get a boost.


Chief Minister, Ministers present and the officials of Telangana Government and the delegates of the Chinese companies had dinner together after the meeting.

Sany Group has total assets of USD 18 Billion and has branches in 100 countries all over the globe. It has its presence in manufacturing and R and D facilities in India also. Sany was established in 1989 and is the Chinese number one and the world’s number five construction machinery manufacturer. Its products include concrete machinery, excavators, pile driving machinery, wind turbines etc. Sany was established in 2002 and is the second largest entity of Sany globally.

CCTEG Shenyang Engineering Company is the first professional coal design company in China. It was established in 1952. As part of its global presence it has project cooperation countries in USA, Poland, Australia, Russia, Belgium, Sweden, Japan and Germany. China Minsheng Investment Corporation has total assets in USD amounting to 12. 5 billion is a global private financial investment company. With Head Quarters in Shanghai it has branches in Hong Kong, Singapore and London. It has also formed a global advisory council in January 2015. It is a leading international private financial investment group with 50 billion Yuan in registered capital. It was established in 2014. It has launched 59 prestigious enterprises.


The China Coal Mine Construction Group Corporation was established in 1989 and is a leading company in the mine construction industry. It has projects in Laos, Vietnam, Turkey and India. It has a registered office in Kolkata since 2015. Power Construction Corporation of China was founded in 2011. They provide comprehensive and full range of services from planning, investigation, designing, consulting, civil works construction to M & E installation and manufacturing services in the field of hydropower, thermal power, new energy and infrastructure. Their business also extends into real estate and investment. It is Head quartered in Beijing.

Chint Group with total assets of USD 34 billion has its Head Quarters in Wenzhou, Zhejiang. It deals with low voltage apparatus and power transmission. The group has promoted its products to more than 100 countries and areas and it ranks one of the top 500 Chinese enterprises in terms of the overall strength. Chint group was founded in 1984. It is China’s leading enterprise in the industrial electrical equipment sector as well as in the new energy sector. From 2011 the group has cooperated to build 11 huge solar power plants in India with a significant rise from 2013. Golden Concord Holding Limited which is in the field of energy and with Head Quarters in Hong Kong was established in 1990. Being China’s largest non-public electric power holding company it is also the world’s largest manufacturer of photovoltaic material. Its industrial park program in India is in the process.

Lianyungang Port Holdings Group is into Transportation industry and has its Head Quarters in Lianyungang. It has interest in cooperation with Indian Ports. State Power Investment Corporation is into Power Industry and has its headquarters in Beijing. It has its presence in 35 countries including Japan, Turkey, Pakistan and Brazil. It is said to be the only integrated energy group in China that holds assets of hydropower, thermal power, nuclear power and new energy. It is also one of three nuclear power developers and operators in China. TBEA Energy India is a Heavy Machinery industry and has branches in many countries with headquarters in Liaoning, China. It manufactures high voltage transformers, wires and new energy material. It is established in 2010. It is the first green energy park in India.    


It may be recalled that during his visit to China to attend world economic forum meeting, Chief Minister had a series of bilateral meetings with leading Chinese Industrial Companies and prospective investors. He also addressed a meeting organized by CII and Government of Telangana to explain the investment opportunities in the state in which more than 65 Chinese entrepreneurs and companies participated. Then the Chief Minister also briefed the representatives of these companies in detail about the facilities available in Telangana for them to invest in their respective fields of operation. In return they have shown keen interest in the state and expressed their willingness to visit the Telangana State as early as possible for further discussions. Accordingly the delegation is visiting in Telangana and met the CM. End
