Political Tremors with Hyderabad as epicenter
CM KCR in TRS Plenary at Hyderabad on 27th April 2018

            “It’s 17 years since we started our party and movement for separate Telangana. When we launched the party on April27, 2001 many aired their doubts about our intentions and literally discouraged us. We however marched ahead and after 14 years of relentless struggle achieved the Telangana State. Notwithstanding umpteen criticisms from different corners, Telangana State has become today the number one state in the country and also a unique one in several aspects. TRS is the only party in the country which has implemented the election manifesto promises in toto. The state today is on top of all states in the country”.

            “Against this background the plenary has entrusted me with the responsibility of deciding on TRS playing a key role in national politics. We were very happy when we achieved the state. We are developing and progressing in such a way that the whole country astonishes by seeing it. We have also become a model to other states in many ways. Having worked in many important positions at the national level and state level for nearly 40 years as MLA, MP, Deputy Speaker, State and Central Minister as well as Chief Minister for nearly 4 years and having experienced the developments in the country, I strongly feel that there is a big gap in the country and what exactly needs to happen is not happening. This is very important, and we need to glimpse in to this. I am not saying anything just like that and for fun”.

            “Several harsh realities are before us. I am 64 years old now…I have achieved Telangana…. we have been progressing well…...we are in a great advantageous situation and had grown as a powerful state. Maybe I am fragile in physique. Nevertheless, we need to think big. We need to think firmly. This is what has been in my mind and in tune with this I had a plan to launch something great and good for our country from this Telangana soil. Accordingly, I made an announcement and in fact it was not just a simple announcement but something like a tremor. The antagonists to this announcement started shivering and getting frightened. A simple announcement from a frail and fragile physique made from this Telangana soil reverberated in such a way that Rahul dubs KCR as an agent of Modi! Does this mean that only Congress and BJP are eligible to speak on behalf of this country and its politics? Should none speak? Don’t I have the authority to speak?”

            “If I am an agent of BJP according to Rahul Gandhi, then for BJP my front has no tent! Why and what for both are scared? When there is no tent for my front where is the point for them to be frightened? Yes…they are all scared of KCR who is a stubborn and determined person. Once he lifts a flag he does not look back and pulls it down come what may. That is their fear”.

            “Friends…let me confess with a heavy hurt having been born and brought up in this country that something must be done for the nation and for its improvement. We should contribute our share. Come what may and let anything happen…with the encouragement from you all, I shall leave no stone unturned for working towards the progress of our country and I shall pledge all the strength that God gave me for this. I shall repeat the same spirit and zeal with which I made it a reality in achieving the Telangana State and as a representative of you all people I shall strive hard in enhancing the prestige of you all. No need to be scared of anyone and no need to look back but to march ahead”.

            “It is unfortunate that some people are talking as they like, and it is shameful. Who ruled this country all these years and who is ruling this country now? 71 years have passed. You should all understand the harsh realities about this country and the way they ruled this nation for 71 years. Congress ruled for 55 years and BJP for 11 years. Except for a small period of 5-6 years it was these two parties who were at the helm of affairs. Whether it was Chandrashekhar or VP Singh or Deve Gouda or Gujral who were Prime Ministers for a short period of 5-6 years all put together, were not allowed to govern properly by these two parties-Congress and BJP. They were put to several hurdles”.

            “Congress and BJP are confident that it is only either of them who would make it to the government. If people are vexed with BJP, then they vote for Congress and when they are angry on Congress they would choose BJP. This has become the order of political scenario. It is by default one of them win in this country’s prevailing political situation. This is not healthy for this country. The people must come out of this state of affairs and understand the realities. I may be able to reveal now, from this dais, only few of the harsh realities that the country is placed in, but there are many more. If one can try to understand clearly, then we will be able to know about the low-level respect and dignity that this country commands in international arena”.

            “Let me for instance cite the example of the so-called water wars in our country. Why should they be there at all? It’s because of absolute incompetency and inefficiency of the governance of these two parties as well as their political bankruptcy. The country has a capacity of 70,000 TMC of water thanks to the nature’s endowment. This includes river water, rain water, water from Himalayan sources, water from Nepal and North East etc. This entire amount of water has never been put to optimum use by any of the Governments. Let the present Prime Minister Modi or his predecessor Prime Minister Manmohan Singh or to that matter any former PM, before criticizing me, should reply to my question as to why this water has not been put to use for agriculture the way it should have been? The cultivable land in the entire country is 40 crores of acres and the available water is 70,000 TMC which is much more the required quantity. Even if the entire land is brought under cultivation it requires 40,000 TMC and still we are left with another 30,000 TMC. We may probably require another 5-6 thousand TMC for industrial and drinking purposes out of this. The present and earlier governments could not think about this unfortunately because of their inefficiency and incompetency”.


            “Another example to cite is the Krishna River Water Tribunal known as Brijesh Kumar Tribunal constituted in 2004. We are into 2018 which means 14 years have passed. The dispute is yet to be cleared. Maybe it takes another four years. Later we may have to approach Supreme Court. This means one generation is gone and no water to use. Can’t the central government instruct the tribunal to decide within six months? It doesn’t do this but resort to creating interstate water disputes and name it as water wars! This state of affairs thanks to the attitude of these two parties, led to severe distress among farming community and pushed them to commit suicides. The People’s Front that I am proposing to launch will announce the agenda with a slogan “Every Acre Water…Every land Water…Every farmer Water”. The Front will ensure water to all the 40 crores acres of land in the country and we will expose the past and present central governments for their failure to do this. When we come to power we shall show how that can be realized and implemented. I am making it very clear that both BJP and Congress have outlived their utility. The Regional Parties Coordination Front with true federal spirit shall strive hard to do complete justice to the entire farming community of this country. I am cautioning from this Hyderabad TRS plenary dais that both BJP and Congress that they be careful and watchful”.

            “Let me cite few more live examples of these two parties’ inability to compete with the globe. For any country to progress priority should be given to infrastructure development and proper facilities are to be provided. If anyone listens to dialogues of Congress and BJP leaders it will lead them to convulsions and fits. The facts that are public and available on net reveal that the country is lagging behind in many areas when compared to other countries. Trucks and lorries which transport goods internationally in other countries move with a speed of 80 kilometers per hour on the excellent express highways built there, whereas, in India due to the ineffective and inefficient highways thanks to the 70-year misrule of the BJP and Congress governments, they move with a speed ranging from just 26 to 30 kilometers. As against 1,23,000 kilometers express highways in China, we in India after 70 years of independent governance we have just 2000 kilometers express highways. Is it in any manner a great achievement? Should we hail them for this? Do we need to salute them and praise them for this? If they have courage I demand the Congress and BJP leaders to respond to this inefficiency. Whose inefficiency is this? Whose incompetency is this? Who is cursing this nation? Are not the Congress and BJP?” 

            “Friends, in China the goods trains move with a speed of 80 kilometers per hour whereas in India they move with just 24 kilometers per hour. This also is a performance indicator of inefficient governance of BJP and Congress rulers. India has abundant coastline spread over 7500 kilometers. There is an admirable island in Lakshadweep known as “Bangaru Island” which is known for its best clear water. Unfortunately, Indians prefer to go to Bali in Indonesia or to England or Switzerland. The reason is the governments failed to develop tourism in India and they never bothered to attract international tourists. Foreigners fund some of our so-called NGOs and encourage them to file Public Interest Litigations to stall tourism development and the Government remains silent spectator by not developing tourism spots or islands. This results our people spending crores of rupees in other countries”.

            “The situation is similar in ports also. Singapore is a country which is half in its size compared to Hyderabad. Its coastline is a meagre 193 kilometers. But, in their ports, they handle 4 crores of containers. Our neighboring country China handles 19.59 crores of containers. We in India with 7500 coastline and excellent ports could hardly handle a crore of containers due to lack of intelligence of our great Congress and BJP rulers. This is what is our greatness. How can this country progress with this background? If people still continue to believe them and their leadership will this country be able to develop and progress? We need to examine how other countries have been developing when compared to ours. Its all sad state of affairs and at time painful too. Both these parties have been cheating people with false promises and slogans like “Garibee Hatao” for decades together. This demands us to place before the people and the entire world the realities”.

            “China is our neighboring country and it is on the other side of Himalayas whereas we are on this side. I don’t think that they consume Gold or eat more than us. What were they earlier and what are they now? In 1968 when the GDP of India was 180 billion dollars, then that of China was just 134 billion dollars, less than us. But in 2016 China touched a GDP of 9504 dollars whereas India is still at 2465 billion dollars only. This means we are just one fourth of China in GDP. In the last four decades when China is progressing we are static. What is that our honorable governments were doing? What they are supposed to do they don’t do and what they are not expected to do they will do”.

            “We have in our Constitution three lists…State, Central and Concurrent. Why this concurrent list at all? It is just to control the states and degrade them to a level of municipalities. Why should the central government hold on to agriculture subject? Why education subject to be with center? Why health should be with them? So also, why drinking water subject to be with center? Why rural development, urban development etc. are to be with center? I am asking these questions. There are different climatic conditions in different states in our country. Depending upon these conditions in different states farmers have a typical pattern of cropping as per the needs. And hence why agriculture subject should be with center?”

            “For instance, in our Telangana state, why should the union government be interested in a private school in a remote village in Gattu Mandal of Mahbubnagar district? Where is the need?   There is a scheme called “Pradhan Mantri Gram Sadak Yojana” through which the Prime Minister is supposed to directly supervise the road laying activity in six lakhs villages of this country! Ridiculous this is! For this work there is a village sarpanch…there is a Mandal President…there is Zilla Parishath…there is state government…there is an MP, MLA. Why the central government should come into picture at all? Why do you need to control states from top? The party in power at center speaks of transparency and democracy. We have governments which under the National Rural Employment Guarantee scheme pays to the labor directly in Delhi. Is this democracy? Is this the way to respect local bodies? When we have governments that pay wages to NREGA labor works in Delhi, how can we believe that this is democracy?”

            “In Kashmir daily, we see bombings and people dying. Pakistan provokes every day. Daily hundreds of army men die. Five lakhs of army are posted in Kashmir and they are put to lot of hardships. The Government at the center lacks wisdom in international diplomacy. Both BJP and Congress miserably failed in this regard. In fact, this is the area where exactly the center has to show its mettle. Instead of doing this they think of paying wages directly to labor from Delhi. Is this what they are expected to do?”

            “Today in several areas China progressed phenomenally. We should feel ashamed in several aspects. In 1968 the percapita income of India was 340 dollars whereas that of China it was only 172 dollars. But today, they have grown 40 times wherein as against China’s percapita income of 6893 dollars ours is just 1861 dollars. Similarly, in the case of Foreign Direct Investment (FDI). No one shows interest in India. Simple reason is we have neither ships nor ports nor road connectivity nor trains. If one sees the fate of Secunderabad Railway Station its horrible. Toilets in New York Railway Station are better than our station. The party in power does not care for this. For decades together, this is the situation. In spite of all this they tell us to treat these stations as heavens and suggest that we live with them and bear with them! The slogan of BJP and Congress is same…. vote for one of them. If voters are angry on Lotus they vote for Hand or the other way.”

            “Nothing in this country is worth mentioning…neither the port nor the airport. If you fly to Delhi you need to spend an hour in the flight waiting for your turn to land in Delhi airport. This is their intelligence. Same is the case with any airport. Today, we in this country are infamous for inefficient or no ports, uncertain flying experience, inadequate roads, inadequate rail system, absence of express highways, inability to create required infrastructure and things like that. If we continue to listen to them, we will be left with no option except to bear all these inadequacies. We just cannot compare ourselves with any country and we are placed in a disgraceful situation. Another deficiency area is life expectancy. In the international level it stands at 70.5 years of age. In china it is 76 years. India’s life expectancy is 68 only”.

            “With either Congress or BJP at the helm of affairs we cannot expect any change in the situation. They neither allow others to work nor they do themselves. For example, we may take the inland water issue. Are there no rivers in the country?  Ganges has a length of 2599 kilometers, that of Godavari is 1465 kilometers, Krishna 1400 kilometers, Yamuna 1376 kilometers, Narmada 1312 and Brahmaputra 916 kilometers. These are fabulous rivers and perennial in nature. In these rivers we don’t find even a single ship or vessel. May be one or two somewhere near Rajahmundry or near Papi Hills. Nowhere in the country we can find inland transport or support. In which arena are we better? And why not? When Congress is in power we see Deerendra Brahma Chari or Chandra swami……when BJP is in power in their place we see Asharaam Bapu or Deraa Ram Raheem Baba or Neerab Modi or Lalit Modi. Should this be the fate of this country?”

            “People across the country are deprived of their own money that is kept in the banks. But Modis can escape un checked. Unfortunately, we should keep on bearing and experiencing all this nonsense. On the other hand, we should continue to praise Congress or BJP as there is no alternative for them. Gone those days. This state of affairs shall not continue. The statistics that I revealed are only few among many. If all are placed before the public, they will be shocked to know”.  

            “I continue to consult many more leaders across the country. When I had been to Kolkata it was commented that “Good Bye to KCR Front”. I never mentioned that ours is KCR front.  Will there be anything like KCR Front? His is a process launched by KCR. For definite I can confess that I have enough of patience. I have intelligence. I am strategic. I have been consulting many leaders daily. Recently a group of DMK representatives met me. I am going to Chennai on 29 April to meet DMK Leader Stalin. Later, on 2 May former UP Chief Minister and Samajwadi party leader Akhilesh Yadav is coming to meet me in Hyderabad.  We continue this dialogue with many more. On the lines KCR created tremors with unequivocal courage and determination to achieve Telangana State, by convincing the entire country’s political set-up, all the regional parties in the country will now be united by undertaking a whirl wind tour of the whole country in the next couple of months, to bring a qualitative change in the political system. It is indispensable that there need to be a qualitative and crucial change in the country. The percapita income of Indians has to go up. People should be happy and prosperous. Unemployed youth shall get job opportunities. Country’s GDP shall go up”.

            “The country should achieve all-round development. Telangana is also a part in this country. It is a responsible state. Certainly, we will start a movement for the betterment of the nation. I can understand the hardships of people at large. I know about the backwardness. Today 130 crores of Indians are enthusiastically waiting for a change and alternative. There is a gap. When I had been to Delhi in the recent past I met many friends including journalists. Many expressed the opinion that the graph of Narendra Modi is fast declining. I agreed with them and said he is in for a defeat in the next elections. When he is defeated what would be the next outcome in the present situation? The Congress and its front would come on to the scene”.

            “Journalists told me that mere changing from BJP to Congress will not make any difference. It’s like Dindayal name is replaced by Rajiv Gandhi name! In place of Shyam Prasad Mukherjee name Indira Gandhi name will come for schemes. There will be name changes of schemes, but the scams shall remain the same. The fate of the people remains the same”.

            “Friends…I am making an appeal from this dais. After achieving Telangana State, those Diamond like leaders, who were part of that, are ready to take-up the responsibility of the qualitative change in the country. You all gave me a responsibility that I should fight with all my energy and strength for the cause of the country. Don’t think that I leave Hyderabad and settle in Delhi for this. From Hyderabad wherever I go, to come back, it just takes little over an hour and half. I shall not leave Hyderabad. I shall create an earthquake like tremors with Hyderabad as epicenter. From here only I shall influence the national politics. With all your blessings I shall proceed to take forward the state and simultaneously the fragrances of rose flower will be sprinkled all over the country to every nook and corner. In the process, I shall certainly liberate this country from the clutches of BJP and Congress parties and proceed to convert this country as a tremendous one, with marvelous infrastructure facilities, excellent ports and airports, great express highways, drinking water to all etc.”

            “Don’t we have resources? Don’t we have funds? In this country youth comprises of 60%. Hot blood is flowing in them. Tremendous rivers are there in the country. Potential land is there. Adequate agriculture facilities are there. Hardworking people are there. Unfortunately, the rulers lack commitment and responsiveness. They don’t have courage to do things. They cannot think out of box. They don’t have the capacity to study to leverage the Indian Economy. Their incapacity has become a curse to this country. We have already lost 70 years of priceless time. Let us not wait any longer”.

            “With the inspiration bestowed on me by you all today, and with all your valuable blessings, I shall play a key and crucial and influential role in national politics, the way I did in achieving Telangana State and shaping Bangaru Telangana, and in the process, the name and fame of Telangana will be made to rise high all over the country. The Telangana’s self-respect shall be hoisted not only on this soil but will be part of hoisting Nation’s self-respect and for this I shall proceed with all your blessings”.

POST PLENARY MEET
KCR called on DMK president M Karuna Nidhi and his son Stalin in Chennai on 29th April 2018. CM later said that, “This is not the beginning and not the end. We have been discussing and it will take 2-3 months to reach a consensus”. CM had a meeting on 2nd May with Akhilesh Yadav former UP CM and Samajwadi Leader who later told media persons that only the regional parties could "stop" the saffron party which has "not fulfilled" its promises in the past four years of its rule. CM KCR said that "I have been saying from the beginning that it is not a forum of political parties. This is a major effort to unite India's farmers and Indian people towards a new direction. The agenda would be prepared in the coming months for the proposed coalition in consultation with others”.
