I am happy to inform the August house that today, the fourth January 2017, our Government and TS Discoms are executing a MoU with Government of India at New Delhi, to join in UDAY Scheme.
Telangana State has made rapid strides in the power sector. It could overcome hurdles, problems created in this part of erstwhile AP in the power sector due to the biased and partisan power policies being implemented under the United Andhra Pradesh Government.
There was a severe power crisis in the region, when the Telangana State was formed. People were subjected to untold misery due to hours together power cuts. The industrial growth took a beating due to power holidays. The farm sector was also subjected to a lot of problems, as power supply was not adequate. When we took reigns of the State, power crisis became the single most challenge to us. When the Telangana State was formed, the power deficit was to the tune of 2,700 MW.
On the other hand, the two DISCOMs in the state were in a deep financial crisis with Rs 11,897 Crore debt. The root for the problem lay centred in the wrong policies being implemented under the United AP regime. The power policies of then regime had no direction or planning to meet the ever-increasing demand for generation and supply of power. This had directly resulted in people to take streets demanding the power supply. When people and farmers agitated for the supply of quality power and reduction in the power tariff, in Basheerbagh in the city, the then government had resorted to unprovoked lathi charge and firing which led to the killing of two farmers. This became a black spot and blemish on the then United AP regime. Against this atrocious incident the Telangana movement had surged ahead. The people’s movement for Telangana had its tremendous successes and a separate Telangana State was formed. The moment we came to power, we have focussed on the power crisis.
We have prepared the long term, medium term and short term plans to increase the power generation capacity. Initially we have concentrated more on increasing the capital generation. We have reduced the losses in supply and distribution from 16.83 per cent to 15.98 per cent. We have increased the generation capacity of Genco many fold. We have made short-term power purchase agreements.
We have expedited the process of setting up of power plants, which were at a snail’s speed.  Through these measures, 600 MW from Bhoopalpally KTPP, 1200 MW from Jaipur Singareni plant, 840 MWs from Thermal Power Tech, 550 MW from Central Generating Systems (CGS), 240 MW from Jurala Hydro Power Project, 30 MW from Pulichintala, 1080 MW Solar power, 99 MW wind power was added.  In all in the short span of two years, we have brought in an additional 5039 MW was brought into availability to the existing 5863 MW Capacity registered as on June 2, 2014. As on date, in the Telangana state, the generation capacity is to the tune of 10,902 MW. However, a point is to be clarified here. Of the 10,902 MW power generations, 3531 MW come from the Hydel, Solar and wind energy. But these three forms of power generation are not reliable. In other words, though the capacity is of the order of 10,902 MW, in effect it is only 7371 MW that is steadily available. As on date, the maximum demand is for 8284 MW in the State.
This would mean, there is still a gap of little over 1000 MW between the demand and supply in the State. My government is providing quality power without any interruption in the State. From Nov 20, 2014, six months after the formation of the State, people were given power supply without any cuts. We are supplying power 24 hours for the industry, domestic and commercial sectors.  For the farm sector, we are supplying three-phase power for nine hours. All the consumers are happy that the Power sector was revitalized and quality of power is being supplied. The use of captive generators reduced and invertors replaced with investors in the State.


Appreciating the good work done by the Power department, institutions like REC, PFC have decreased the interest rates from 12 per cent to 9.95 per cent. This has directly resulted in Power plants getting a benefit of Rs 2000 Crore.
In the days to come, we will make the State self-sufficient in power generation and make it a power surplus State by increasing the generation capacity multi-fold. We are going forward with an objective to make the new Yadadri, Bhadradri, and Kothagudem plants to generate about 5880 MW. Under the AP Bifurcation Act, NTPC is setting up power plants to generate 4000 MW in Ramagundam.  Recently, Prime Minister Sri Narendra Modi laid foundation stone to the first phase of 1600 MW plant. In the next three years, through CGS, we will get 595 MW. Singareni is setting up another plant at Jaipur with a capacity of 800 MW. In the next three to four months, we will be getting 1000 MW from Chattisgarh State. In addition to this, 3920 MW Solar Power will be added by 2017-18. Another 90 MW will be added from Pulichintala Hydel Power plant. With all this, by 2019, the State will have to a tune of 27187 MW power generation capacities. By then, the State will not only be self-sufficient to meet its power demands but will also be able to generate an additional power over and above our requirement.
The State is making another landmark step to better the power sector and strengthen the DISCOMs. I am happy to inform this August House that today, our government is signing a MoU with the centre to join under the Uday scheme. Due to the faulty policies of the previous regimes, the DISCOMs pushed in the debt to the tune of Rs 11,897 Crore. TSSPDCL has Rs 7392 Crore while TSNPDCL has Rs 4505 Core debt. By joining the Uday Scheme, 75 per cent of these debts that is Rs 8923 Crore will be borne by the State government and the rest Rs 2974 Crore would be given as bonds by the DISCOMs with the State’s guarantee. As a result, the DISCOM s will be come debt free. Since the government is servicing the debts, DISCOMs need not pay Rs 890 Crore towards interests and they will be able to raise fresh loans. This year, the State government is giving Rs 4584 Crore as Subsidy to the DISCOMs. This will greatly benefit the end consumer.
Power Sector in the State could make these rapid strides, thanks to the contributions made by employees working in various wings of electricity department. Among these employees, the State government has taken a sympathetic view on those working on Outsourcing basis. Hence, the government decided to regularise about 20,000 outsourcing employees in the department. About 1175 Contract JLMs have already been regularized. Besides regularising the Oursourcing employees, job security and better salaries will be paid to them.

I am making a humble submission on the floor of this House that uninterrupted and quality power will be supplied in the state and we will make this state, self sufficient and surplus in the power generation. I will also assure this House that we will bring in light among the people’s lives with assured and uninterrupted power supply with quality in the State.

Telangana Chief Minister K Chandrasekhar Rao lays roadmap for development of the stagnant fisheries sector to generate Rs. 11,000 crore.

Chief Minister K Chandrashekhar Rao on Tuesday laid out a blueprint to develop the torpid fisheries sector in the State into a vibrant industry with potential to reap rich dividends for the fisher folks.

Replying to a short discussion on fisheries in the State Legislative Assembly, he said fisheries in Telangana had cried for attention of the rulers in the undivided State, when it was as one of the most neglected sectors. “The sector which was neglected till 2014 is now expected to generate Rs 3,500 crore during 2016-17, and our objective is to raise it to Rs 11,000 crore once the State realizes the full potential in due course of time,” he said.

Asserting that the government will come out with a new fisheries policy and make adequate allocation for the sector in the next budget, the Chief Minister said an all-party meeting will be convened before formulating the new policy. All stakeholders would be taken into confidence as the benefits should reach genuine beneficiaries, he said.

He also assured that a meeting would be convened soon at Janahita block at Pragati Bhavan to discuss the key issues that need to be addressed for promoting it as lifeline of the dependent communities. “The Government is ready to spend any amount on the sector after streamlining the societies and their membership,” he said.

While marketing and export of fisheries would be given a push by ensuring hygienic conditions at all levels, he said equal attention would be paid to research and production of seedlings in a big way.

The Chief Minister also announced that two colleges exclusively on pisciculture besides two fisheries research centers would be set up in the State soon. The Fisheries Department would be strengthened by recruiting about 400 to 500 additional employees. The State would also set up more fish farms to grow fish seedlings in a big way, he said, adding that kin of fishermen killed in accidents would be paid Rs 6 lakh as assistance and ex gratia.

Pointing out that despite being a landlocked state, it was endowed with splendid opportunity in the form of a largest network of small irrigation sources, thanks to the Kakatiya kings and the Nizams who developed irrigation tanks in a big way.

Though the State has 46,000 irrigation tanks, 28 crore fish seedlings were released in only 3,939 tanks wherein the water storage lasts for a minimum period of six months a year.

More funds to develop Telangana fisheries industry: KCR

CM said the Government will provide equipment such as nets, modern motor bots and other tools to fishermen. Telangana Chief Minister K Chandrasekhar Rao on Tuesday said the state government will take necessary steps to fully utilize the potential of fisheries and aquaculture.

He said the Government would allot necessary fund in the upcoming budget so as to reap the potential which is pegged at Rs 5,000 crore and also set up two specialised colleges for fisheries sciences.


“As per the expert reports our state has the potential to get Rs 4,500 crore to Rs 5,000 crore worth of fisheries. We will allot more funds in the upcoming budget and ensure that the state exploits the full potential,” Rao said during a debate on ‘Development of Fisheries in the State’ in the Legislative Assembly.

“We will also plan to set up two fisheries colleges in the state – one in southern Telangana and one in Northern Telangana,” he added.

KCR bets big on aqua-based sectors

The net income generated by the sector today (Rs 500 crore) would go up ten folds in the coming years. Chief Minister said fish production in the State was projected to yield over 3.5 lakh tonnes this year, against two lakh tonnes last year.

Pisciculture taken up by adopting an integrated approach would help raise the production to 11 lakh tonnes eventually, he said, adding that the net income generated by the sector today (Rs 500 crore) would go up ten-fold to cross the Rs 5,000 crore mark in the coming years.

“The potential of the fisheries is so high that every community can be assured of its due. Once Kaleshwaram and Palamoor lift irrigation schemes are completed, the State would have enormous scope for development of fisheries and its export to other land-locked States,” he said.

Pointing out that Telangana was known for its red shrimp before merger with AP, he said it was unfortunate that it had almost vanished from the region because of neglect of the fisheries sector by successive governments in the undivided State. “The government is now firm on reviving the red shrimp, along with the past glory of the State,” he assured.

Stating that cage-culture of fish which was a big success in States such as Jharkhand, he said it was taken up on pilot basis in some places in the State. “The tanks and reservoirs in these places have come alive with cage-culture. Once the lift irrigation schemes taken up by the government is completed, they would create a large water-spread on Godavari and its tributaries, enhancing the scope for development of fisheries,” CM said.

Our Government has been successful in ending the darkness in the state by providing uninterrupted power supply. I thank all employees of power sector who have worked tirelessly to make this happen.
In recognition of their efforts our Hon’ble Chief Minister has decided to regularize the services of around 20,000 out sourced personnel working in TS GENCO, TS TRANSCO and Distribution companies. Further the Government has already ordered for regularization of services of 1175 contract JLMs.
v On the day of formation of Telangana State, there was a peak-demand shortage of 2700 MW and 4-8 hours of load relief to domestic and other consumers and 2-day power holiday to industries.
v Due to the neglect of Telangana in the erstwhile united Andhra Pradesh, lack of proper planning in forecasting the demand and non-scheduling of 1559 MW power by AP, Telangana state inherited huge deficit resulting in acute shortage of power.
v After bifurcation of the state, power utilities have undertaken number of measures such as
o   Reduction of T&D Losses from 16.83% to 15.98%
o   Staggering of loads to 24 hrs of the day
o   Increase in generation by TSGENCO plants
o   Entering into short term power purchase agreements
o   Purchase from exchange
v As a result of the above measures there is substantial improvement in power supply position in the State. There is no load relief from 20.11.2014 onwards in the State to any category of consumers and quality power is being supplied to all the consumers.
v Further, 600 MW Kakatiya Thermal Power Project, 1200 MW Singareni Colleries Company Ltd Plant 240 MW Jurala Project and 30 MW Pulichintala Projects are commissioned 913 MW of Solar Power and 99 MW Wind Power connected to the grid enabling the State to maintain satisfactory power supply.
v 24 hours power supply is being extended to all categories of consumers except agriculture.
v 9 hours 3 phase supply is being extended to agricultural consumers.
v As directed by the Hon’ble Chief Minister all the pending 94735 Agricultural connections will be released by May, 2017.
v Transmission and Distribution System is made ready to meet the peak demand of 9500 MW during the ensuing Rabi Season. To meet this Rs.2394 crores are invested towards strengthening of Transmission and Distribution System.


v There are 283 EHT sub-stations, 2536 33/11 KV sub-stations and 597561 distribution transformers in the State. All the sub-stations, lines and distribution transformers are maintained as per the schedule. 4% of rolling stock of distribution transformers is available in all the 188 SPM sheds. Unlike in the past when the farmers were agitating for replacement of transformers delays and loss of crops, after formation of the State, the transformers are replaced within 6 hours in the urban areas and 24 hours in the rural areas. The transformer failures are also brought down to less than 10% from 30% and above with proper maintenance.
v  There are 1, 31, 19, 902 number of consumers existing in the 2 Discoms of the State.   Almost 25% of the energy is consumed by 21 lakhs agricultural consumers. I am happy to state that there are no agitations by any section of the consumer, especially from the farming sector.
v To meet the agriculture and increasing demand in the State, 6988 MVA of transmission capacity has been augmented at 132 KV and 220 KV level to meet the 9 hours power supply to agriculture. After formation of the State 50 EHT sub-stations, 381, 33/11 KV sub-stations and 1, 28, 884 distribution transformers are commissioned.  1798 circuit kilometre (CKM) of EHT lines and 29954 CKM of distribution lines are added to the system after formation of the State. With the above measures satisfactory power supply is maintained in the State.
v TSGENCO is adding 5880 MW of thermal capacity at Manuguru, Kottagudem and Damaracherla with an investment of Rs.37, 600 Crores for which financial closure has been achieved.
v NTPC is putting up 2x800 MW project in the first phase at Ramagundam. The work has already been grounded.
v Further 2215 MW of Solar Power would be commissioned by 2017-18.
v In order to facilitate lift irrigation schemes formulated by the government, transmission network is being further augmented to cater to additional load requirement of around 7500 MW of power.
v To cater the additional load in the next 3-4 years, the transmission and distribution network in the State is being strengthened with 18 Nos. 400 KV sub-stations, 34 Nos. 220 KV sub-stations, 90 Nos. 132 KV sub-stations and 937 Nos. 33/11 KV sub-stations with required transmission and distribution lines with an investment of Rs.42,000 crores.
v With the strengthening of transmission and distribution and pro-active industrial policies of the government, there is a steep increase in peak demand. The state grid has met a peak demand of 8284 MW on 09.09.2016 and it is expected to go upto 9500 MW during this Rabi season for which the utilities are already geared up.
v Appreciating the performance of the utilities REC and PFC have reduced the interest rates to 9.95% from 12% benefiting Rs.200 crores interest per annum.
v The Government is extending Rs.4584.50 crores subsidy to the power sector for providing free power to the agriculture and other subsidised categories.
v  987 Assistant Engineers have been recruited by power utilities in a transparent manner. The Hon’ble Chief Minister has agreed for absorbing the outsourced personnel working in the utilities.
v To maintain un-interrupted power supply to the twin cities as per the directions of the Hon’ble Chief Minister a 400 KV Ring System has been established around GHMC Area by erecting 142 CKM of 400 KV lines interlinking the substations and building 6 Nos. of 220 KV sub-stations around the city.
v Further, to monitor interruptions on real time basis, Supervisory Control and Data Acquisition (SCADA) Centre is commissioned and integrated 25 sub-stations out of 228 sub-stations in Hyderabad and the balance will be integrated within 6 months.
v DISCOMS have developed a mobile App for better consumer services with the following facilities:
1)     Knowing the bill amount
2)     Billing History
3)     Bill Payment
4)     Interruptions if any, and lodging the complaints
5)     Information on outages and complaints
6)     New service status
7)     Energy saving

Government is committed to provide quality, quantity and reliable power to all the categories of consumers in the State.

HE Governor Sri ESL Narasimhan on Sunday has showered praises on Honorable Chief Minister Sri K Chandrashekhar Rao, his team and good governance of TRS government for the past 31 months. The Governor was speaking at Raj Bhavan, when the Chief Minister along with Cabinet colleagues, bureaucrats, Legislators, and other senior officers, met him to greet him on the occasion of New year.
Reeling out a series of achievements and innovations that the KCR government has ushered in the Telangana State, Sri Narasimhan said,” I have not heard of any Chief Minister who listens to the advice of others if it is for the benefit of the State and its people. Moreover, once KCR makes up his mind, there is no going back, come what may.”
Wishing that the Telangana state will stand as No 1 in the country in all aspects, the Governor said under the dynamic leadership of Sri Chandrashekhar Rao, 2017 would be the year of achievement.
Tracing the 31 months progress of the TS Government, the Governor has expressed his happiness over the planning and execution of various programmes. “We have completed 31 months in the government. Our targets and priorities are well defined. Our planning and execution of many welfare programmes for the poor are commendable,” he said.
Referring to the Mission Bhagiratha Programme, the Governor said the programme is aimed at providing drinking water to every household, “To fetch a pail of water.” The Mission Bhagiratha programme has received several compliments. Prime Minister Modi has inaugurated the first phase of the project. By this New Year end, Mission Bhagiratha may well reach its target. This is something that should be complimented,” Sri Narasimhan observed.
On Mission Kakatiya, the Governor said the benefits of several irrigation schemes; projects and programmes launched by the government will bear fruit shortly. “Thankfully, the nature is also kind to us. There is abundant water. Mission Kakatiyas two phases are over. The State will have adequate water for the irrigation,” he said.
The rapid strides that the Telangana State made in the power sector is something the Governor found to be amazing. “This is a spectacular development. There were apprehensions that the new State of Telangana would experience darkness due to the crisis in the power generation and supply. But KCR has turned it around and to everyone’s disbelief; he could tide over the crisis and make the State without power cuts. He did what our ancient wisdom says: Tamasoma Jyothirgamaya!” (Lead from darkness to light). In other words, KCR has redefined the meaning of the word “Darkness”, the Governor remarked.

On the Information Technology front, Sri Narasimhan has all praise for the rapid innovations and policies made by the government. “I particularly compliment IT Minister Sri KT Rama Rao for making the State as No1 in the Information Technology sector. It was often thought that the IT technology is meant for elite class and elitist. But the State government policies have turned it around and made IT available for the common man. IT is being used by common man for several day-to-day requirements. It is also used effectively in several social welfare measures and policies. IT is helping the benefits of the government reach to the genuine beneficiaries. It also helps monitoring the programmes that they reach the last mile.
On the T-Hub, the Governor said it is one of its kinds in the world and it is talked about in several other countries including the US. “People have brilliant ideas and the T Hub will help innovators to realize their dreams and put their ideas to practice. I am sure by this year end, some of the innovators and their ideas from the T Hub will reach to the world.”
Expressing his total satisfaction over the law and Order front, the Governor has complimented the TS police for their yeoman services, dedication and commitment.  With the help of latest Technological advances, the TS police not only maintained the law and order in the State but also made Hyderabad as tension-free.
The Governor also has a word of praise for the state government’s industrial policy and the Ease of Doing Business. “The pro active policies have attracted huge investments into the State. These investments will now create more jobs for the unemployed.

In his entire impromptu address to the visiting dignitaries, the Governor has particularly picked upon the team spirit with which the entire government is functioning from the Chief Minister to the lowest rung employee. “I appreciate KCR for imbibing team spirit among his colleagues, bureaucrats and others. The entire government is working and functioning as a good team. KCR and his team are like one family discharging their duties with utmost commitment and dedication,” Sri Narasimhan said,

The Governor also has a word of advice. He wanted eradication of corruption at every level in the government and in society. “This is what exactly, the state government is doing. Once the corruption is eradicated, people will get the benefit. Projects will be completed on time and in an expeditious way. Everyone involved in the government should work towards a corrupt free society, which is non-negotiable,” the Governor said.
Urging the bureaucrats to the rise to the occasion, the Governor said,”What the good you do today, you will be doing for the next several decades. It is laying a strong foundation for decades to come. All should cooperate with the Chief Minister and help him realize his goals for the State”

The Governor also wished people in the T State a splendid and fantastic New Year ahead, congratulated and thanked the Chief Minister for his wonderful leadership.

క్రూరుఁ డా! శూరుడా నీవు? చోరుండవై నాదు నాధుండు లేనప్డు నన్దెచ్చి ముచ్చట్లు వాక్రువ్వగా వచ్చితా? రామచంద్రుండు సంగ్రామశూరుండు సత్తోక్త్యుదారుండు యజ్ఞప్రచారుండు నీ వా మహాభావు దాసుండగా నైన నర్హుండవా? కావు కావన్న నన్నాతివాక్యంబు లాలించి కోపించి యంతం, జితాస్థాగ్ని చందంబున న్మండి పెన్గ్రుడ్డులం ద్రిప్పి నద్దేవినిం గ్రుద్ది చంపంగఁ  గేలెత్తనయ్యో యయో యయ్యయో యంచు దైత్యాంగనల్ గూయ స్త్రీ మధ్యమందున్న మండోదరీ నామ్ని దానడ్డమై శూరుఁ డా! యేమి ఈ సేఁ త? యీసీత నీకేల నేనుండగా? లేరె యీయక్ష దేవాంగనల్? చాలరే వీరు? లీలావిలాసంబులం దేలఁ గా రాదె, రమ్మంచువారెల్లఁ గోపంబు చల్లార్చి యా రాక్షసుం దోడు కొంచేగి ర ట్లేగ సీతాసతిం గాచు ఘోరాస్యలౌ రాక్షసస్త్రీలు తద్దేవినిం జూచి గర్జించి భర్జించి, తర్జించి కర్జంబుగా నెన్నియో దారుణాలాపముల్ పల్కఁ గా వాని నా చానయున్ గడ్డిపోఁ చంబలెం జూచె, నా యింతి స్థైర్యంబు నారక్కెసల్ గ్రక్కునం బోయి దేవారికిం జెప్పి యా యంగనన్ లొంగఁ గాఁ జేయ దుస్సాధమం చెంచి యందంద నిద్రించిరా మైథిలీ దేవియున్ రామ! రామా! యటం చేడ్చుచుండం ద్రిజాటాఖ్య దా నిద్దురన్ లేచి రక్షస్సతీసంఘముం గాంచి మీరేటికే జానకిం జూచి బక్షింతుమా తిందుమా యంచుఁ దర్జింపగా? నే విందుగా విందు, శ్రీరాముతోఁ జెల్మి నీ కెట్లు చేకూరె? భాషింపవే యన్న నా యన్నుతో విన్నపం బిట్లు నేఁ జేసితిన్, దేవి! నీ నాధు మిత్రుండు మిత్రాత్మజుండుండు సుగ్రీవనాముండు, నే నా మహాశూరుబంటన్ హనూమంతుఁ  డన్పేరివాడన్, నినుం గాన నా ఱేఁ డు శ్రీరాముఁ డంపెజుమీ, నీ కభిజ్ఞానమాత్మాంగుళీయంబు దా నిచ్చెఁ గైకొమ్ము, నా కిమ్ము నీవానతిన్, రామ సౌమిత్రులన్  డాయ ని న్గొంచు నేఁ బోయెదన్ వచ్చెదే? యన్న  నాగోలలన్ మిన్న యోయన్న శ్రీరాముడే రావణుం జంపి నన్గొంచుబో వత్తు నన్నన్ సతీ! నాకు జిత్తప్రమోదావహంబైన గుర్తేమియే నిచ్చెదే? యన్నఁ  గానిమ్మటం చింద మీ దివ్యచూడామణిం గొమ్ము, నా ప్రాణనాధుండు నిద్దాని వీక్షించినంతన్ నిజం బెచ్చుగా నిన్ను మన్నించు నం చిచ్చి తా వెండియుం గొన్ని సందేశవాక్యంబులం జెప్పె, నే నా సతీరత్నమున్ మ్రొక్కి నే నిందురాఁ  జూచుచుండంగఁ , దా వెండియున్ నన్ను వీక్షించి యో యంజనానందనా! యెట్లు వ్రాకుచ్చినన్ రామసౌమిత్రి సుగ్రీవు లిచ్చోటికిన్ వేగ రాఁ  జూతురో యట్లు భాశింపు, మిం కేను మాస ద్వయంబే చుమీమేనఁ  బ్రాణంబులం దాల్తు నీలోన శ్రీరామచంద్రుండు న న్జూడ రాఁ డాయెనా నాయనా! నే నా యనాథాకృతిం జత్తు, మీయిష్ట మం చన్న నాకన్నె దీనోక్తు లాలింపఁ గాఁ గింక యంకూర మెత్తెం జుఁ డీ, యంత గొండంత దేహంబుతో యుద్ధకాంక్షన్ వనంబెల్లఁ  జీకాకుగాఁ బీకి నిర్మూలముం జేయ యారద్దునన్ నిద్దురన్ లేచి యద్దైత్యకాంతల్ మదిన్ భీతి గొల్పంగ నల్దిక్కులం బాఱి యిం దారినిం జేరి యోవైరివిద్రావణా రావణా!
