           సుమారు 28 సంవత్సరాల సర్వసత్తాక, సామ్యవాద, లౌకిక, ప్రజాస్వామ్య భారతదేశంలో ఒక చీకటి అద్యాయానికి తెర లేచిన చీకటి రోజులు, అప్పట్లో దాదాపు అదే వయసున్న నాకు ఇప్పటికీ చాలా స్పష్టంగా జ్ఞాపకం వున్నాయి. అప్పటి సంగతులు ఎప్పటికప్పుడు గుర్తుకు వస్తూనే వుంటాయి. 1975 జూన్‌ 26న (25వ తేదీ అర్ధరాత్రి) అలనాటి ప్రధానమంత్రి (స్వర్గీయ) ఇందిరాగాంధీ చేసిన సిఫార్సుతో, అప్పటి రాష్త్రపతి ఫక్రుద్దీన్ అలీ అహ్మద్ దేశంలో ఎమర్జెన్సీని ప్రకటింఛారు. 1977లో తిరిగి ఎన్నికలు జరిగే వరకూ, 21 నెలలపాటు దారుణమైన ఎమర్జెన్సీ పాలన కొనసాగింది. సామ్యవాద, ప్రజాస్వామ్య మార్గంలో ఇందిరాగాంధీ నియంతగా వ్యవహరించిన ఆ  సందర్భంలో ఎన్నో అనుభవాలు, మరెన్నో జ్ఞాపకాలు.

ఎమర్జెన్సీ విధింపు నేపధ్యంలో, రాయబరేలిలో గెలుపుకోసం ఇందిర అనేక అక్రమాలకు పాల్పడ్డారని, కాబట్టి ఎన్నికను రద్దు చేయాలంటూ ఆమె చేతిలో ఓడిపోయిన అభ్యర్థి రాజ్‌ నారాయణ్‌ అలహాబాద్‌ హైకోర్టులో పిటిషన్‌ దాఖల్ చేశారు. ప్రధాని ఇందిరా గాంధీ లోక్ సభకు ఎన్నిక చెల్లదని, అలహాబాద్ హైకోర్టు న్యాయమూర్తి జస్టిస్ జగ్ మోహన్ లాల్ సిన్హా జూన్ 12, 1975 న చారిత్రాత్మక తీర్పు ఇచ్చారు. ఆరేళ్ల పాటు ఎన్నికల్లో పోటీ చేయడానికి కూడా ఇందిర అనర్హురాలిగా న్యాయస్థానం ప్రకటించింది. ఆమె తక్షణమే రాజీనామా చేయాలని ప్రతిపక్షాలు ముక్తకంఠంతో డిమాండు చేశాయి. రాజీనామా ప్రసక్తే లేదని తేల్చి చెప్పడమే కాకుండా, యావత్ పాలనా యంత్రాగాన్ని తన గుప్పిట్లో పెట్టుకునే దిశగా అడుగులు వేసింది ఇందిరాగాంధి.

యోధాన యోధులైన రాజకీయ నాయకులను నిర్బంధించే ప్రక్రియకు నాంది పలికింది. అలనాటి పశ్చిమ బెంగాల్ ముఖ్యమంత్రి, ఆమె అనుంగు సహచరుడు సిద్ధార్థ శంకర రే సలహా మేరకు దేశ సమగ్రత-సమైక్యతలకు తీవ్రమైన ముప్పు వాటిల్లనున్నదన్న కారణం చూపుతూ, జూన్ 25, 1975 అర్థరాత్రి అత్యవసర పరిస్థితిని ప్రకటించింది ఇందిరా గాంధీ ప్రభుత్వం రాష్ట్రపతి ద్వారా. స్వతంత్ర భారత దేశంలో చీకటి రోజులకు తెరలేపింది ఇందిరా గాంధీ. అలహాబాద్‌ హైకోర్టు తీర్పుతో నియంతగా మారిన ఇందిరా గాంధీ ప్రజాస్వామ్య వ్యవస్థనే ఖూనీ చేస్తూ పలువురు ప్రజాస్వామ్య వాదులు ముందే హెచ్చరించినట్లుగా అత్యవసర పరిస్థితిని ప్రకటించింది.

వాస్తవానికి 1971లో పాకిస్తాన్‍తో యుద్ధాన్ని బూచిగా చూపి, విధించిన ఎమర్జెన్సీని రద్దుచేయకుండానే, దేశానికి ఆంతరంగికంగా ముప్పు ఏర్పడిందంటూ 352 ఆర్టికల్‌ కింద తిరిగి ఇందిరాగాంధి ఎమర్జన్సీని ప్రకటించింది. దీనిపై కోర్టుకు వెళ్లటానికి వీలులేకుండా రాజ్యాంగానికి 39వ సవరణ తెచ్చింది. అసాధారణ అధికారాలను చేజిక్కించుకుని, పౌర హక్కులను కాల రాసింది. అంతర్గత భధ్రత చట్టం కింద వందల, వేల సంఖ్యలో అరెస్టులు చేయించింది.

అలహాబాద్‌ హైకోర్టు తీర్పు, జూన్‌ 24న సుప్రీం కోర్టు ఇచ్చిన మధ్యంతర తీర్పును దృష్టిలో పెట్టుకుని ఇందిరాగాంధీ కేంద్ర ప్రభుత్వం దేశ రాజధాని ఢిల్లీలోను, ముఖ్యమంత్రి వెంగళరావు పాలనలోని అలనాటి ఉమ్మడి ఆంధ్రప్రదేశ్‍లోను ఎమర్జెన్సీ దురాగతాలు పెద్దఎత్తున చోటుచేసుకున్నాయి. ప్రభుత్వ యంత్రాంగాన్ని ఇష్టానుసారంగా దుర్వినియోగం చేశారు. పోలీసు నిఘా విభాగాన్ని తమ గుత్త సంస్థగా మార్చేశారు. దేశ వ్యాపితంగా కాంగ్రెస్ పార్టీకి చెందిన కొందరితో సహా, జయప్రకాష్‌ నారాయణ, మొరార్జీ దేశాయ్ వంటి ప్రతిపక్ష పార్టీల నాయకుల నుండి సాధారణ కార్యకర్తల వరకు వేలాది మంది పేర్లతో జాబితాలు తయారు చేసి విచ్చలవిడిగా అరెస్టులు చేయసాగారు.

దేశవ్యాప్తంగా అరెస్టయిన వారిలో, కాంగ్రెస్ పార్టీలో ఆమెను బలంగా వ్యతిరేకించిన ఒకరిద్దరితో సహా, సీపీఎం, జనసంఘ్, సంస్థాగత కాంగ్రెస్, ఇతర కాంగ్రేసేతర రాజకీయ నాయకులను చాలామందిని అరెస్ట్ చేయించింది. విమర్శలను లెక్క చేయని ఇందిర రాజ్యాంగాన్ని తిరగ రాసి, తనకు వ్యతిరేకంగా వచ్చిన అలహాబాద్ హైకోర్టు తీర్పునుంచి ఊరట పొందింది. విమర్శకుల నోళ్లు మూయించే ప్రయత్నం చేసింది. దేశ సమైక్యతకు-సమగ్రతకు ముప్పు వాటిల్లిందని, రోగికి చేదు మందిచ్చి బ్రతికించిన విధంగానే, అత్యవసర పరిస్థితి విధింపు తాత్కాలికమే అని నచ్చచెప్పే ప్రయత్నం చేసింది. ఆర్థిక, రాజకీయ సుస్థిరత కొరకు, జరగాల్సిన సార్వత్రిక ఎన్నికలను ఒక ఏడాది వాయిదా వేసింది. విదేశీ బూచిని చూపించడం పదే పదే చేయసాగింది. మీడియాపై మరిన్ని ఆంక్షలు విధించింది.

పలువురు ముఖ్య నాయకులు అజ్ఞాతంలో ఉండి పని చేయాల్సిన పరిస్థితి ఏర్పడింది. జూన్‌ 25న అర్థరాత్రి విధించిన ఎమర్జెన్సీ వార్త ప్రముఖ పత్రికలలో రాకుండా ఉండేందుకు కూడా ప్రభుత్వం విద్యుత్ సరఫరా ఆపుచేసే చర్యలకు పూనుకుందని ఆరోపణలొచ్చాయి. సంబంధిత అధికారులకు అలాంటి ఆదేశాలు అందాయని 'షా' కమీషన్‌ ముందు తరువాత సాక్ష్యాలిచ్చిన వారున్నారు.  క్రమంగా అన్ని పత్రికా వార్తలపైనా సెన్సారు వచ్చేసింది. ప్రభుత్వానికి వ్యతిరేకంగా ఎవరూ రాయటానికి వీలులేదు. మీసా వంటి చట్టాలను కాంగ్రెస్‌ అధిష్టానం యథేచ్ఛగా తమ కనుకూలంగా వాడుకుంది.

భారత రాజ్యాంగం హమీ ఇచ్చిన వ్యక్తి స్వాతంత్య్రాన్ని ఇందిరా కాంగ్రెస్‌ నిలువునా కాలరాచింది. ప్రముఖ నాయకుల ఫోన్‌లను ట్యాప్‌ చేయించింది. ప్రభుత్వంలో ఏ హోదాలేని ఇందిరాగాంధీ కొడుకు సంజయ్ గాంధీ రాజ్యాంగేతర శక్తిగా అవతరించాడు. ఢిల్లీ నగరంలోని తుర్కమన్‌గేటు, ఇతర ప్రాంతాలలో పెద్ద సంఖ్యలో ఉన్న మురికివాడలను బుల్డోజర్లు పెట్టి కూల్చివేశారు. అలాగే పేదవాళ్లు ఎక్కువగా పిల్లలను కనడం వల్లనే దేశానికి సమస్యలొస్తున్నాయని చెప్పి మురికివాడలలో నిర్బంధంగా కుటుంబ నియంత్రణ ఆపరేషన్లు చేయించాడు.

ఇందిరా గాంధి విధించిన ఎమర్జెన్సీ పుణ్యమా అని, 1975-1977 మధ్య కాలంలో, న్యాయ వ్యవస్థకున్న స్వతంత్ర అధికారాలకు కూడా భంగం వాటిల్లింది. ‘ముందస్తు నిర్బంధ చట్టాల’ కు అనుగుణంగా అరెస్టు చేయబడి జైళ్లలో నిర్బంధించిన పౌరుల రాజ్యాంగ పరమైన హక్కులు కాల రాయబడ్డాయి. దరిమిలా హెబియస్ కార్పస్ పిటీషన్ల రూపంలో చాలా మంది డిటెన్యూలు రాష్ట్ర హైకోర్టులను ఆశ్రయించారు.వివిధ హైకోర్టులు, భిన్నాభిప్రాయాలను వెల్లడించాయి.

రాజ్యాంగపరమైన మౌలిక అంశం ఇమిడి వున్నందున సమస్య సుప్రీం కోర్టుకు చేరింది. మెజారిటీ న్యాయమూర్తులు ప్రభుత్వ ఉత్తర్వులకు అనుకూలంగా తీర్పు ఇస్తూ ఆసక్తికరమైన వ్యాఖ్యలు చేశారు. ఎమర్జెన్సీ అమల్లో వున్నప్పుడు ‘కార్యనిర్వాహక వ్యవస్థ’ దేశాన్ని కాపాడే బాధ్యత స్వీకరిస్తుందని, ఆ వ్యవస్థ చేపట్టిన చర్యలు, వ్యక్తి స్వేచ్ఛకు భంగం కలిగాయనో, మరేదో కారణానో సవాలు చేయడం సరికాదని, ‘వ్యక్తి స్వేచ్ఛ చట్ట పరిధికి లోబడి, నియంత్రించబడి’ వుంటుందని న్యాయ మూర్తులు అన్నారు. స్వేచ్ఛ "చట్టం ఇచ్చిన కానుక" లాంటిదని, అదే చట్టం ఆ కానుకను వెనక్కు తీసుకోవచ్చునని వారంటారు.

అలనాటి అత్యున్నత న్యాయస్థానం బెంచిలోని ఐదుగురు న్యాయమూర్తుల్లో ఒకరైన జస్టిస్ ఖన్నా, మిగిలిన నలుగురు సహచర న్యాయమూర్తుల మెజారిటీ తీర్పుతో ఏకీభవించకుండా ‘హెబియస్ కార్పస్ ఆదేశం’ అనేది రాజ్యాంగంలో ప్రధానమైన అంతర్భాగమని, అలాంటి ఆదేశాలను ఇచ్చే రాజ్యాంగపరమైన హైకోర్టుల అధికారాన్ని రద్దుచేసే నిర్ణయాధికారం ఎమర్జెన్సీ విధించినప్పుడు కూడా, రాజ్యాంగం ఎవరికీ దఖలు చేయలేదని తన తీర్పులో పేర్కొన్నారు.

కంచే చేనును మేసిందని, పౌరుల ప్రాధమిక హక్కులను పరిరక్షించాల్సిన అత్యున్నత న్యాయస్థానమే(సుప్రీం కోర్ట్ ఆఫ్ ఇండియా) వాటి ఉల్లంఘనకు మార్గం సుగమం చేసిందని, దాదాపు పాతికేళ్ల విరామం తర్వాత, జనవరి 2011 మొదటి వారంలో, ఒక రివ్యూ పిటీషన్లో ఇచ్చిన తీర్పులో అదే అత్యున్నత న్యాయస్థానం అంగీకరించింది. ‘హెబియస్ కార్పస్ ఆదేశం’ అనేది రాజ్యాంగంలో ప్రధానమైన అంతర్భాగమని, అలాంటి ఆదేశాలను ఇచ్చే రాజ్యాంగపరమైన హైకోర్టుల అధికారాన్ని రద్దుచేసే నిర్ణయాధికారం ఎమర్జెన్సీ విధించినప్పుడు కూడా, రాజ్యాంగం ఎవరికీ దఖలు చేయలేదని, ఖన్నా వెలిబుచ్చిన అభిప్రాయాన్ని న్యాయమూర్తులు పేర్కొన్నారు.

హఠాత్తుగా, జనవరి 1977 లో ఎన్నికల నిర్ణయం ప్రకటించింది ఇందిరా గాంధీ. ప్రజలపై, ప్రజా శక్తిపై తనకు అపారమైన విశ్వాసం వుందని, మార్చ్ నెలలో ప్రజల నిర్ణయం కొరకు ఎన్నికలు జరుగుతాయని అన్నది. జైళ్లలో నిర్బంధించిన వారందరినీ విడుదల చేయించింది. ఎమర్జెన్సీ దురాగతాలను ఎదుర్కోవాలని జైలు నుంచే జయప్రకాష్‌నారాయణ 'సంపూర్ణ విప్లవం' అంటూ ఇచ్చిన పిలుపు దేశ రాజకీయాల దిశను మార్చివేసింది. అప్పటి వరకు చిన్న చిన్న పార్టీలుగా ఉన్న అనేక పార్టీలన్నీ ఒకే గొడుగుక్రిందకు వచ్చి జనతాపార్టీగా ఏర్పడ్డాయి. ప్రతిపక్షాలన్నీ ఏకమయ్యాయి. ఆమె అనుంగు సహచరుడు జగ్జీవన్ రామ్ కూడా బాంబు పేల్చాడు. ప్రతి పక్షాల సరసన చేరాడు.

లోక్ నాయక్ జయప్రకాశ్ నారాయణ నాయకత్వంలో జనతా పార్టీ ఆవిర్భవించింది. వామపక్షాల మద్దతు కూడా లభించింది. కాంగ్రెస్‍లోని యంగ్ టర్క్స్ కూడా వారితో జత కట్టారు. నియంతృత్వ పాలనకు స్వస్తి చెప్పాలని, మకుటంలేని మహారాణిని ఓడించాలని జనతా పార్టీ ఎన్నికల్లో పిలుపిచ్చింది. నియంతృత్వానికి, ప్రజాస్వామ్యానికి మధ్య పోరాటంగా, జనతా పార్టీ ఓటర్ల ముందుకు పోయింది. మార్చ్ 20, 1977 న జరిగిన లోక సభ ఎన్నికలలో ఇందిరా గాంధీని ఆమె నియోజక వర్గంలోను, ఆమె సారధ్యంలోని కాంగ్రెస్ పార్టీని దేశంలోను దారుణంగా ఓడించారు. ప్రప్రధమ కాంగ్రేసేతర ప్రభుత్వాన్ని అధికారంలోకి తెచ్చారు ఓటర్లు. కలగాపులగం లాంటి కాంగ్రేసేతర పార్టీల కలయికతో ఏర్పడిన జనతా ప్రభుత్వానికి, ఇందిరా గాంధీ మంత్రి వర్గంలో ఉప ప్రధాన మంత్రిగా చేసి, ఆ తర్వాత రెండేళ్లు ఆమెచే జైల్లో నిర్బంధించబడిన మొరార్జీ దేశాయ్ ప్రధాన మంత్రిగా సారధ్యం వహించారు. ప్రజల తీర్పును శిరసావహిస్తానని, ప్రజల సేవలోనే గడుపుతానని అంటూ పదవికి రాజీనామా చేసింది ఇందిరా గాంధీ.

అప్పట్లో వార్తలు వినాలంటే రేడియో తప్ప వేరే ఆధారం లేదు. అప్పటికే మా స్నేహితుడు, బంధువు భండారు శ్రీనివాస రావు రేడియోలో పనిచేస్తున్నాడు. దూరదర్శన్ వచ్చినప్పటికీ ప్రజాబాహుళ్యానికి ఇంకా అందుబాటులోకి రాలేదు. మేం ఇందిరాగాంధీ తన నియోజకవర్గంలో ఓటమి పాలైనప్పుడు, సుదీర్ఘంగా ప్రకటించకుండా ఆపిన ఆ ఎన్నికల ఫలితాన్ని, హైదరాబాద్ బాకారంలో నివాసం వుంటున్న ఒక అద్దె ఇంట్లో తెల్లవారుజామున నాలుగు గంటల ప్రాంతంలో విన్నాం. అలా ఒక అధ్యాయం ముగిసింది భారత దేశ చరిత్రలో!

ఓటమిని చవిచూసినా, రాజకీయాల నుండి విరమణ తీసుకోలేదు ఇందిరాగాంధీ. ఆమె తరువాత ప్రధాని అయిన మొరార్జీ దేశాయ్ అవిశ్వాస తీర్మానం కారణంగా రాజీనామా చేయడం, ఆయన స్థానంలో ఇందిర మద్దతుతో చరణ్ సింగ్ ప్రధానిగా పదవిని చేపట్టడం, రాజీనామా చేయడం, దరిమిలా జరిగిన ఎన్నికల్లో ఓడిపోవడం తెలిసిన విషయమే. లోక్‌సభ ఎన్నికలలో 529 స్థానలకు గాను 351 స్థానాలు గెలుచుకుని తమ సత్తాను నిరూపించుకున్న ఇందిరాగాంధీ తిరిగి ప్రధాని అయింది.

ఆపరేషన్ బ్లూ స్టార్ పేరుతో అమృత్‌సర్ లోని గోల్డెన్‌ టెంపుల్-హర్మందిర్ సాహిబ్ పై జరిగిన సైనిక దాడికి నిరసనగా, అంగరక్షకులు సత్వంత్ సింగ్, బియాంత్ సింగ్ లు జరిపిన కాల్పుల్లో ఇందిరా గాంధి హత్యకు గురై 38 సంవత్సరాలు నిండాయి. అక్టోబర్ 31, 1984 న ఐరిష్ టెలివిజన్ కు, ఇంటర్వ్యూ ఇచ్చేందుకు నివాసంలో నడుచుకుంటూ గేటును సమీపించే సమయంలో, గేటు వద్ద నున్న అంగరక్షకులు హఠాత్తుగా తుపాకీ గుళ్ల వర్షం కురిపించారు ఆమె మీద. కొన వూపిరితో వున్న ఆమెను అఖిల భారత వైద్య విజ్ఞాన సంస్థ ఆసుపత్రికి తరలించగా, తక్షణమే శస్త్ర చికిత్స చేసి, ఆమె మరణించినట్లు నిర్ధారించారు వైద్యులు.

జనవరి 1966-మార్చ్ 1977 మధ్య, తరువాత  జనవరి 1980-అక్టోబర్ 1984 మధ్య సుమారు పదహారేళ్ల పాటు సర్వేపల్లి రాధా కృష్ణన్, జకీర్ హుస్సేన్, వరాహగిరి వెంకట గిరి, ఫకృద్దీన్ అలీ అహమ్మద్, నీలం సంజీవరెడ్డి, జ్ఞానీ జైల్ సింగ్ లు రాష్ట్రపతులుగా వున్నప్పుడు ప్రధాన మంత్రిగా పనిచేశారు ఇందిరా గాంధీ. సామ్యవాద, ప్రజాస్వామ్య మార్గంలో ఆమె నియంతృత్వ పోకడలను పక్కనపెడితే, అలీన ఉద్యమ నాయకురాలిగా, మహిళా ప్రధానిగా, అరుదైన వ్యక్తిత్వం కలదానిగా ప్రపంచ స్థాయిలో ఇందిరాగాంధీకి ప్రత్యేకమైన గుర్తింపు వున్నదనడంలో మాత్రం సందేహంలేదు.

(The past precedent of toppling governments for ideological reasons has now transformed into bribing and buying lawmakers of non-BJP ruled states and then destabilizing state governments in the recent past-Editor.)

The recent developments in Telangana State where, as reported extensively in media supported by evidence-based audio tapes conversations, pertaining to a poaching episode, wherein four MLAs of ruling Telangana Rashtra Samithi Party were conspicuously offered Rs 100 crore each as bribe for shifting loyalties, taking the name of a national party, is atrocious and by all means a severe blow to parliamentary democratic institutions. This is thus a classic case of abetting and attempting destabilization of a duly elected popular government. In this way, ‘if democracy is bought in India, what next’ is the million-dolor question now that every right-thinking person is pondering over.

As the saying goes, there cannot be smoke without fire. Amidst fiercely contested by-elections for Munugodu assembly segment, possibilities of large-scale luring of voters are not uncommon. But such attempts of poaching legislators are a perilous development. Irrespective of what turn ultimately it takes, the accused party is up in arms and started hurling challenges at the TRS leadership for an inquiry by CBI or a sitting Supreme Court Judge and for swearing before the deity of Yadadri Laxmi Narasimha Swami. Finally, the whole issue landed in court.

Notwithstanding all that happened in Telangana, the newest state formed after 14 years of peaceful struggle led by K Chandrashekar Rao, India uninterruptedly witnessed the unfortunate game of destabilizing and toppling of duly elected state governments by the Center, no matter which party was in power – Congress or BJP. In some cases, indiscriminate dismissal and imposition President's Rule took place and in other cases defections were engineered. Except in very few cases, ideology-based loyalty shifting seldom takes place.

For instance, many switched loyalties to TRS, both in the first and the second terms of KCR governance, as they were fascinated by the welfare and development schemes and the way CM was guiding the State towards the path of Golden Telangana. Some left their parties for the TRS as they failed to play the role of true opposition. However, it was hundred per cent a fact that all of them shifted their loyalty of their own volition. Thus, all those sections seeking development and welfare of the State came together to work hand in hand. Telangana State has now achieved political and economic stability.

Against this backdrop, it is unfortunate that attempts are being made now to stall further progress by some elements, as in the case of the current poaching episode. Fortunately, the attempts failed at the right time. India, which is celebrating 75 years of Independence as its Golden Jubilee, in its post-independence history of checkered but sustained democracy by holding periodical elections, has had its strange drawbacks too. Seeds were sown for unhealthy conventions of toppling elected governments during Nehru premiership of congress rule. This is a harsh reality, but a bitter fact. People (voters) in this country, though lured, seduced and misled; protected, preserved and defended democracy from all sorts of tribulations. Democracy has come to stay with aberrations.

Back again to what has happened in Telangana. The history of toppling duly elected state governments enjoying a majority in Legislature, time and again, offers many lessons to political analysts, since the attempt made in Telangana is more or less on similar lines as had happened in Arunachal Pradesh, Madhya Pradesh, Manipur, Goa, Sikkim, Bihar, Karnataka, Puducherry, Maharashtra, Uttarakhand, Jammu and Kashmir. In Rajasthan, attempts were made in vain to destabilize the congress government. Ashok Gehlot, the Chief Minister managed to thwart it. The latest example was that of Maharashtra, where Eknath Shinde was instigated to rebel against Uddhav Thackeray. Since 2014, the focus of BJP seems to be to bring down the elected governments in states. Fortunately, the attempt made to destabilize KCR government in Telangana, too, has obviously failed.

Delhi Chief Minister Arvind Kejriwal recently claimed that the BJP has been spending crores of rupees on 'poaching' other parties' MLAs and on toppling governments of other parties in the country. He said they have spent Rs 6,300 crore so far on toppling governments. He called the BJP a serial killer of state governments.

The toppling or dismissal of state governments, which started during the Congress rule mainly for political considerations, slowly evolved into the shape of buying lawmakers for engineering defections. For the first time in 1953 when Nehru was Prime Minister, the government headed by an independent, Gian Singh Rarewala, of Patiala and East Punjab States Union was suspended by using Article 356 and President's Rule was imposed. Then in 1959, when Indira Gandhi was AICC president, and Burgula Ramakrishna Rao from Telangana was Governor, the first ever communist government came to power through ballot in the world. That was in Kerala, headed by EMS Namboodiripad. It was dismissed and President's Rule was imposed. Toppling NTR's TDP government and restoring him back is also part of history during the Congress rule.

The first non-Congress Party coalition Janata government headed by Morarji Desai, immediately upon taking office in 1977, undemocratically pressured as many as ten state governments where the Congress was in power to dissolve the state assemblies and hold fresh elections despite the fact that they enjoyed a comfortable majority. That was again for political reasons. The argument of Janata party was that the ruling parties there had been resoundingly rejected by voters and would need to win a new mandate from the people of the states. In the elections, the Congress was defeated in all the states, and the Janata party took power in seven states, namely, Uttar Pradesh, Bihar, Haryana, Orissa, Madhya Pradesh, Rajasthan and Himachal Pradesh as well as majority seats in Jammu and Kashmir.

After Congress Party came to power again in 1980, following the collapse of Janata government, citing the dangerous precedent set by the Janata Party, Prime Minister Indira Gandhi opted for dismissal of governments in nine states. They were the Janata Party-ruled Bihar, Gujarat, Madhya Pradesh and Rajasthan, the Lok Dal's Orissa and Uttar Pradesh, the AIADMK-run Tamil Nadu, and Maharashtra, run by a coalition headed by the 'Parallel Congress'. She, through her trouble-shooters could engineer defections in only four others, namely, Karnataka, Sikkim, Haryana and Himachal Pradesh. These were all, for right or wrong, political decisions.

PV Narasimha Rao, while he was Prime Minister, too dismissed elected the governments of Rajasthan, Madhya Pradesh and Himachal Pradesh and suspended the BJP Chief Ministers for reportedly failing to carry out a ban on religious extremist groups. His dismissal of the state governments came just over a week after he used similar constitutional powers to sack the BJP-led government in Uttar Pradesh.

The earlier precedent of imposing President's Rule adopted by Congress and later Janata, and adopted by Congress again, has transformed into bribing, buying lawmakers of non-BJP ruled states and then destabilizing state governments in the recent past. Both are anti-democratic. Hence, the country needs a new direction, a momentous change and a new political system as 75 years have passed since independence and politics of destabilization are still rampant in the country. Politics shall be treated as an honorable task and not a dirty game as some see it and follow.

Election expenditure and malpractices, normally and predominantly in by-elections, as is observed by print and electronic media in the Munugod Assembly elections in Telangana, have become extremely alarming. One contesting candidate announcing that he would get Rs 1,000 crore from the Center for development works, while also securing Rs 18,000 crore of contract is ridiculous.

India holds the world's largest national elections, well known to be also globally the second most expensive polls. According to a study -- ‘Poll Expenditure: The 2019 Elections’ -- by the Centre for Media Studies (CMS), a pioneer in development research, a staggering Rs 55,000-60,000 crore was spent in the 2019 Lok Sabha elections. According to SY Quraishi, the former Chief Election Commissioner of India, the huge expenditures signal threats to representative form of the government and reveal the linkages between election expenditure and the exorbitant levels of corruption that citizens have to bear while availing basic public services.

The CMS termed it as the ‘most expensive election ever, anywhere’ with an estimated Rs 100 crore spent in each Lok Sabha constituency. This is multiple times more than the expenditure limit (Rs 70 lakh) mandated by the Election Commission of India. Interestingly, the ruling Bharatiya Janata Party (BJP) spent about 45 per cent of the total amount. The CMS feels that despite ECI having an elaborate system of surveillance and tracking at all levels, except symbolic confiscations, no stern initiative was taken. It seldom demonstrated its powers, and remained a silent spectator when parties and candidates did not observe its directives.

Despite these startling revelations three years ago by the CMS which has 30 years of active and hectic pursuits as an independent institute, nothing seems to have been initiated to check such expenditure in elections by the ECI.

Unfolding Indian Elections - Journey of the living democracy’, a book published by Election Commission of India in January 2017, documented several interesting facts about Indian elections. Independence to India heralded universal adult suffrage and the first general elections were held for the Lok Sabha and State Legislative Assemblies simultaneously during 1951-52. Every citizen above 21 years (now it is 18 years since 2014 elections) of age was eligible to vote. It was an enormous task to enroll every adult citizen. The whole process was fairly a grand success. Spending money or buying votes in the elections was an anathema. The whole process of election took place from September 10, 1951 to June 4, 1952. The global community witnessed the elections with great interest. The first CEO of India Sukumar Sen oversaw the elections. The indelible ink for application on voter’s fingers was developed by Indian Council of Scientific and Industrial Research. Metal boxes numbering 24, 73, 850 and 1, 11, 095 wooden boxes were used to receive ballots. Each candidate was assigned one box then.

Some voters regarded ballot boxes as objects of worship and dropped flowers and some dropped papers, hurling abuses to a particular candidate. Later, a common ballot paper system was introduced and used successfully until EVMs were introduced.  The Electronic Voting Machines (EVMs) are the new ballots. The usage has trimmed the bulk and the cost of election material, lessened manpower requirements, eliminated invalid voting and accelerated the counting process. Voter Verifiable Paper Audit Trail (VVPAT) was first used in Noksen Assembly segment in Nagaland in September 2013, enabling voters to verify that their vote has gone to the intended candidate only, and has come into use all over subsequently.

Election abuses have become a characteristic feature steadily. Unless an IT-enabled technology solution in the form of ‘Anytime, Anywhere Voting’ is introduced by the Election Commission of India (ECI), survival of democracy will be at stake. With the ever-changing scenario, it is convinced that ECI is practically powerless, helpless and incapable of regulating the poll expenditure of candidates and parties running into crores, particularly in by-elections. The major reason for huge expenditure is the lengthy prolonged election and electioneering process that we exercise now. Hence, it is high time that a thought is given moving from the EVM form of voting to ‘Anytime, Anywhere Voting’, reducing steeply the entire election process and cutting short the campaign time considerably.

As of now the election process commences with announcing schedule followed by Model Code of Conduct, which again is a stumbling block for carrying developmental and welfare programs sometimes months together, which is absurd. Political parties announcing their candidates followed by nominations and submitting B-forms to Returning Officers, scrutiny, withdrawals, campaign, voting, counting, declaring winning candidate etc. form part of long-lasting electoral process. This propels exorbitant expenditure on political parties and candidates, often multiple times over and above mandated by the polling body, absolutely unchecked by ECI.

This whole process needs an urgent immediate change through electoral reforms by introducing the ‘Anytime, Anywhere Voting’ system. Voters instead of going to a polling booth and waiting in queues for longer hours till their turns come to vote needs to be changed. He or she should have the choice to vote anytime, anywhere and not in a specified polling booth. Voters should be enabled to vote during the prescribed couple of days and on inserting the card, the ballot connected to the voter’s constituency should appear. Cards also should be programmed in such a way that, other than the voter, and that too only after inserting the card, none will be able to enter the booth.

Campaign time should be cut short and be made almost nil since these days of proliferation of electronic media they can make use of them to reach the voter. Direct contact with voters during elections to be totally curtailed or may be zeroed down. Political leaders or elected representatives, by this arrangement, will more frequently meet the voters, instead of the present tradition of luring them only during election time.

As of now, poll irregularities commence the moment elections are announced and for by-elections from the day the seat falls vacant. Better to hold elections maximum within a week from the date of nominations, including filing nominations along with B-form, scrutiny, withdrawal, brief campaign, voting, counting and announcement of results. When the campaign time is reduced, the possibility of spending huge amounts to buy votes will be minimized at least.

Voting may take place for more than a day. The ECI should design a ‘Permanent Social Security Number Card’ in such a way that except the voter no one can use it. And the voter too can use it only once in a particular election. Electoral Machines are to be arranged at as many places as possible with proper security arrangements. When we could move from using separate boxes for each candidate to a common ballot box and from there to EVMs, the voter can easily adapt to this. When it is possible to use a credit or debit card from anywhere, anytime and withdraw or deposit money, including abroad, why isn't ‘anytime, anywhere voting’ possible?

Rishi Sunak has been chosen to replace Liz Truss as British Prime Minister. Following resignation of Liz Truss, Rishi Sunak after winning the Conservative leadership race would become the first Indian-origin British Prime Minister. He will also be the first British Prime Minister of South Asian heritage, the first Hindu to hold the post and the youngest for 200 years. His only rival, Penny Mordaunt, conceded and withdrew after failing to get the support of one hundred Conservative Lawmakers required to stay in the race.

When this Richmond MP Rishi Sunak lost to outgoing Prime Minister Liz Truss in a seriously fought election just a month and half ago, no one might have thought even remotely, that he will be back at Downing Street so soon. Rishi Sunak now on becoming PM faces the huge task of stabilizing the party and country at a time of economic and political turbulence.

Rishi Sunak previously served as Chancellor of the Exchequer from 2020 to 2022 and Chief Secretary to the Treasury from 2019 to 2020. He was also a member of the Privy Council. Sunak was born in Southampton to parents of Punjabi Indian descent who migrated to Britain. Sunak was elected to the House of Commons for Richmond in North Yorkshire at the 2015 general election. Sunak who is a Hindu, took his oath as an MP at the House of Commons on the Bhagavad Gita. He married Akshata Murty, the daughter of NR Narayana Murthy, the founder of Infosys.

The long history of British Prime Ministers is very interesting. The Prime Minister of the United Kingdom, the mother of Parliamentary Democracies, is the Principal Minister of the Crown of His or Her Majesty's Government, and the head of the British Cabinet. There is no specific date for when the office of Prime Minister first appeared, as the role was not created but rather evolved over a period of time through a merger of duties. How Great it was!!!

The term was regularly, if not informally, used of Robert Walpole by the 1730s. It was used in the House of Commons as early as 1805 and it was in Parliamentary use by the 1880s. In 1905, the post of Prime Minister was officially given recognition in the order of precedence. Modern historians generally consider Robert Walpole, who led the Government of Great Britain for over twenty years from 1721, as the first Prime Minister. Walpole was also the longest-serving British Prime Minister by this definition.

However, Henry Campbell-Bannerman was the first and Margaret Thatcher the longest-serving Prime Minister officially referred to as such in the order of precedence. The first to use the title in an official act was Benjamin Disraeli, who signed the Treaty of Berlin as "Prime Minister of Her Britannic Majesty" in 1878.

In fact, the first Prime Minister of the United Kingdom of Great Britain and Ireland was William Pitt the Younger. The first Prime Minister of the current United Kingdom (the United Kingdom of Great Britain and Northern Ireland), was Bonar Law, although the country was not renamed officially until 1927, when Stanley Baldwin was the serving prime minister.

Due to the gradual evolution of the post of Prime Minister, the title is applied to early Prime Ministers only retrospectively. This has sometimes given rise to academic dispute. Lord Bath and Lord Waldegrave are sometimes listed as Prime Ministers. Bath was invited to form a ministry by George II when Henry Pelham resigned in 1746, as was Waldegrave in 1757 after the dismissal of William Pitt the Elder, who dominated the affairs of government during the Seven Years' War. Neither was able to command sufficient parliamentary support to form a government. Bath stepped down after two days and Waldegrave after four days. Modern academic consensus does not consider either of them to have held office as Prime Minister.

Before the Union of England and Scotland in 1707, the Treasury of England was led by the Lord High Treasurer. By the late Stuart period, the Treasury was often run not by a single individual but by a commission of Lords of the Treasury, led by the First Lord of the Treasury.

Following the succession of George, I in 1714, the arrangement of a commission of Lords of the Treasury became permanent. After the death of Stanhope in February 1721 and resignation of Sunderland two months later, Townshend and Robert Walpole were then invited to form the next government. From that point, the holder of the office of First Lord also usually (albeit unofficially) held the status of Prime Minister. It was not until the Edwardian era that the title Prime Minister was constitutionally recognized. The prime minister still holds the office of First Lord by constitutional convention with few exceptions.

William Pitt, Arthur Wellesley, Charles Grey, William Lamb, Robert Peel, Lord John Russell, Henry John Temple, Benjamin Disraeli,             William Ewart Gladstone, David Lloyd George, Ramsay MacDonald, Stanley Baldwin, Winston Churchill, Clement Attlee, Harold Macmillan, Harold Wilson, Edward Heath, James Callaghan, Margaret Thatcher, John Major, Tony Blair, David Cameron, Theresa May, Boris Johnson etc. among others are some of the popular Prime Ministers of UK.

Just to mention one or two Prime Ministers who had high reputation in the world, Winston Churchill perhaps tops the list. He served as Prime Minister of the United Kingdom from 1940 to 1945, during the Second World War, and again from 1951 to 1955. Apart from two years between 1922 and 1924, he was a Member of Parliament (MP) from 1900 to 1964 and represented a total of five constituencies. Ideologically an economic liberal and imperialist, he was for most of his career a Member of the Conservative Party, which he led from 1940 to 1955. He was a member of the Liberal Party from 1904 to 1924. He was known as war Prime Minister.

Clement Attlee served as Prime Minister of the United Kingdom from 1945 to 1951 and Leader of the Labor Party from 1935 to 1955. He was Deputy Prime Minister during the wartime coalition government under Winston Churchill, and served twice as Leader of the Opposition from 1935 to 1940 and from 1951 to 1955. He is often ranked as one of the greatest British prime ministers. Attlee's reputation among scholars has grown, due to his creation of the modern welfare state. It was during his tenure India got Independence. 

Margaret Thatcher was Prime Minister of the United Kingdom from 1979 to 1990 and Leader of the Conservative Party from 1975 to 1990. She was the first female British Prime Minister and the longest-serving British Prime Minister of the 20th century. As Prime Minister, she implemented economic policies that became known as Thatcherism. She was dubbed as the ‘Iron Lady’, a nickname that became associated with her uncompromising politics and leadership style. On becoming Prime Minister after winning the 1979 general election, Thatcher introduced a series of economic policies intended to reverse high inflation and an oncoming recession. Her political philosophy and economic policies emphasized deregulation the privatization of state-owned companies, and reducing the power and influence of trade unions.

And there are many more who excelled as Prime Ministers, some though were in office for a short period. Now that Rishi Sunak will be the Prime Minister in that order of high profile as well as low profile persons, the time will tell how his term runs. An Indian heading Britain, that ruled India for 200 years, that too when India is celebrating its Golden Jubilee Celebrations of Independence, is really GREAT. Let us wish Rishi Sunak all the BEST.

"వేంకటాద్రి సమం స్థానం బ్రహ్మాండే నాస్తి కించన, వేంకటేశ సమోదేవో న భూతో న భవిష్యతి"… ఆ కలియుగ ప్రత్యక్ష దైవ దర్శనం ఒక్క క్షణ కాలంపాటు కలిగినా చాలని, వందల-వేల కిలోమీటర్ల దూరం ప్రయాణం చేసి, లక్షలాది మంది భక్తులు, పవిత్ర పుణ్య క్షేత్రమైన తిరుమల కొండకు నిత్యం వెళుతుంటారు. స్వామిని దర్శించుకున్న సామాన్యులు కాని, అసామాన్యులు కాని, గంటల తరబడి క్యూలో నిలుచున్న వారు కాని, సరాసరి వైకుంఠ ద్వారం గుండా లోనికి వెళ్లగలిగిన వారు కాని, ఒక్క టంటే ఒక్క దర్శనం చాలనుకునేవారు కాని, వీలై నన్ని దర్శనాలు కావాలనుకున్నవారు కాని, ఒక్క రూపాయి హుండీలో వేయలేని వారు కాని, కోట్లాది రూపాయలు సమర్పించుకోగలిగే వారు కాని, ఎవరైనా, కారణమేదైనా, ఎలా వెళ్లినా, వచ్చినా....తృప్తి తీరా, తనివితీరా దేవుడిని చూశామంటారే కాని, అసంతృప్తితో ఎవరూ వెనుదిరిగిపోరు. వెళ్తూ....వెళ్తూ, దర్శనంలో పడ్డ ఇబ్బందులేమన్నా వుంటే పూర్తిగా మరచి పోతూ, ఏ భక్తుడైనా, ఏం కోరినా-కోరకున్నా, తప్పకుండా కోరేది మాత్రం ఒకటుంటుంది.....అదే, "స్వామీ, పునర్దర్శన ప్రాప్తి కలిగించు" అని. అలా తన భక్తులను తన వద్దకు రప్పించుకుంటాడా కలియుగ దైవం!

నాకు ఊహ తెలియక ముందు, తెలిసీ-తెలియని రోజుల్లో, తెలిసినప్పటి నుంచీ గత ఏబై-అరవై ఏళ్లుగా తిరుమల వెళ్లి రావడంలో చాలా మార్పులు స్వయంగా చూస్తూ వస్తున్నాను. దర్శనానికి వచ్చిన వేలాది-లక్షలాది యాత్రీకులందరికీ, వారివారి స్థోమతకనుగుణంగా, వుండడానికి వసతితో పాటు, కావలసిన వారికి ఉచిత భోజన సౌకర్యం కూడా తిరుమలలో కలిగించిన విధంగా ప్రపంచంలో ఎక్కడా, అదీ అనునిత్యం కలిగిస్తున్న దాఖలాలు లేవనాలి. ఏమిటీ కొండ మహాత్మ్యం? ఏముందీ దైవంలో? ఎందుకిన్ని ఆర్జిత సేవలు? ఒక్కో సేవకున్న ప్రత్యేకత ఏమిటి?పొరపాటునన్నా, లేదా, ఏమరుపాటునన్నా ఏనాడైనా ఏదైనా సేవ ఆగిందా? ఏ సేవ, ఎప్పుడు, ఎంతసేపు జరపాలన్న విషయంలో ఏవన్నా నియమ నిబంధనలున్నాయా? గతంలోను, ఇప్పుడు సేవల వేళల్లో కాని, పట్టే సమయాల్లోకాని, మార్పులు చేర్పులు జరిగాయా? జరగడానికి శాస్త్రీయ కారణాలే మన్నా వున్నాయా? ఆర్జిత సేవలకు అనుమతిచ్చే భక్తుల సంఖ్యలో పెంచడం-తగ్గించడం జరిగిందా? ఇవన్నీ ఆసక్తికరమైన విషయాలు.

మార్పులకు కారణాలుండే వుండాలి. ఇవన్నీ భక్తులు తెలుసుకోవాలనుకున్నా, ఏ కొద్దిమందికో తప్ప అందరికీ వీలుండదేమో! ఒకప్పుడు ఎల్ 1. ఎల్ 2. ఎల్ 3, బ్రేక్ దర్శనాలు వుండేవి. వాటిని రద్దు చేసి వాటి స్థానంలో ఒకే ఒక బ్రేక్ దర్శనం పెట్టారు. కాకపోతే ముందుగా ప్రోటోకాల్ దర్శనాలు, తరువాత శ్రీవాణి ట్రస్ట్ దర్శనాలు, చివరగా వీఐపీ దర్శనాలు ఏర్పాటు చేశారు. తోపులాట అన్నిటికీ వున్నా కొద్దిగా తేడా వున్నది.

          ఇవన్నీ కాక శ్రీ వేంకటేశ్వరుడికి అను నిత్యం జరిపించే ఒక్కో సేవకు ఒక్కో ప్రాధాన్యం వుంది-విశేషముంది. ప్రతి సేవలో అనుసరించే ఒక్కో విధానానికి విశేష ప్రాముఖ్యత వుంది. ఉదాహరణకు "సన్నిధి గొల్ల" అని పిలువబడే ఒక యాదవ వ్యక్తి బంగారు వాకిళ్ల తాళాలు తీయడం. ప్రతి నిత్యం తొలి దర్శనం అతడికే కలుగుతుంది. సుప్రభాత సేవ సమయాన పొర్లు దండాలు మరో విశేషం. ప్రతి నిత్యం స్వామివారికి ఇలా అనేకం జరగడం ఆనవాయితీ.

          బాల్యంలో మా నాన్నగారి ఆధ్వర్యంలో చాలా అట్టహాసంగా సుమారు పాతిక మందికి పైగా ఒక జట్టుగా కలిసి వెల్లేవాళ్ళం. ఎద్దుల బండ్లలో సమీపంలోని రైల్వే స్టేషన్ కు చేరుకుని, అక్కడ నుంచి పాసింజర్ రైల్లో విజయవాడ వెళ్లి, అక్కడ ఒక సత్రంలో బస చేసి, మర్నాడు సాయంత్రం తిరుమలకు ప్రయాణం చేసేవాళ్లం. ఇప్పటి లాగా హోటెల్ భోజనం కాదు. వంట చేసుకుని తినడమే. మినరల్ వాటర్ బాటిల్స్ వుండేవి కాదు. ఏ నీరు లభ్యమవుతే అదే తాగే వాళ్లం. బయల్దేరిన మూడో రోజు ఉదయం తిరుపతి రైల్వే స్టేషన్‌లో దిగి, ఒక పూట తిరుపతి సత్రంలో బస చేసి, వంటా-వార్పూ కానిచ్చి, స్థానికంగా వున్న దేవాలయాలను దర్శించుకుని, మర్నాడు తిరుమలకు బస్సులో పోయేవాళ్లం. ఆ రోజుల్లో తిరుమల-తిరుపతి దేవస్థానం వారే బస్సులు నడిపేవారు. రూపాయో-రెండో టికెట్ ధర వుండేది. తిరుమల వెళ్లడానికి-రావడానికి ఒకే ఘాట్ రోడ్డుండేది.

బస్సు మొత్తం ప్రయాణం  పూర్తయ్యేంతవరకు, గోవింద నామ స్మరణతో మారు మోగేది. అప్పట్లో సెక్యూరిటీ చెకింగులు అసలే లేవు. తిరుమలలో ఇప్పటి లాగా టిటిడి వారి వసతి గృహాలు అంతగా వుండేవి కావు. ఎన్నో ప్రయివేట్ సత్రాలుండేవి. వాటిలో "పెండ్యాల వారి సత్రం" చాలా పేరున్న సత్రం. తిరుమల చేరుకోగానే, బస, వంటా-వార్పూ అన్నీ అక్కడే. దాదాపు మూడు రోజులు వుండేవాళ్ళం. దర్శనానికి ఎన్ని సార్లు వీలుంటే అన్ని సార్లు, ఏ దర్శనం కావాలనుకుంటే ఆ దర్శనానికి, ఎవరి సహకారం లేకుండానే వెళ్లొచ్చాం. ఏ నియమ నిబంధనలుండేవి కావు. నాకు గుర్తున్నంతవరకు ప్రధాన ద్వారం గుండా సరాసరి వెళ్లొచ్చాం. కాకపోతే, శ్రీవారి దర్శనానికి ముందు వరాహ స్వామి దర్శనం చేసుకున్నాం. పక్కనే వున్న స్వామిపుష్కరణి-కోనేరులో  స్నానం చేసే వాళ్లం. అప్పట్లో అందులో నీరు శుభ్రంగా-కొబ్బరి నీళ్లలా వుండేది. తిరుమల సమీపంలోని పాప నాశనానికి తప్పనిసరిగా వెళ్లే ఆచారం వుండేది అప్పట్లో. అక్కడ నిరంతరం ధారగా నీరు పడుతుండేది.

గుళ్లో తిరగని ప్రదేశం లేదు. ఏ రకమైన కట్టుబాట్లు లేవు. ఇక లడ్డులకు కొదవే లేదు. కళ్యాణోత్సవం చేయించిన వారు బస చేసే చోటికి, ఆలయ నిర్వాహకులు, ఒక పెద్ద గంప నిండా పులిహోర, దద్ధోజనం, పొంగలి, పెద్ద లడ్డులు, వడలు, చిన్న లడ్డులు వచ్చేవి. కళ్యాణం చేయించినవారికి ప్రత్యేక దర్శనం వుండేది.

          తిరుగు ప్రయాణంలో ఇప్పటిలాగే అప్పుడూ, అలి మేలు మంగాపురం పోయాం. అక్కడ అమ్మవారి దర్శనం చేసుకున్నాం. అంతకంటే ముందు అక్కడి కోనేట్లో స్నానం చేశాం. స్థానికంగా వున్న గోవింద రాజ స్వామి దర్శనం కూడా చేసుకున్నాం. తిరుపతి నుంచి ఒక పూట శ్రీ కాళహస్తి వెళ్ళి దైవ దర్శనం చేసుకున్నాం. ఆ మర్నాడు విజయవాడకు బయల్దేరాం. ఆ రోజుల్లో ఒక పద్దతి ప్రకారం దైవ దర్శనం చేసుకునే ఆచారం వుండేది. వరాహ స్వామి దర్శనం, వేంకటేశ్వర స్వామి దర్శనం, అలి మేల్ మంగ దర్శనం, గోవింద రాజ స్వామి దర్శనం, శ్రీ కాళహస్తి దర్శనం తిరుగు ప్రయాణంలో విజయవాడలో ఆగి కనకదుర్గ దర్శనం చేసుకునే వాళ్లం. సుమారు వారం-పది రోజుల యాత్ర అలా సాగేది అప్పట్లో. ఇక ఇప్పుడు విమానంలో తిరుమల పోయి దొరికిన దర్శనం చేసుకుని, 24 గంటల్లో తిరిగి వస్తున్నారు.  

ప్రత్యేక ప్రవేశ దర్శనం రు. 25 లతో ప్రారంభమైనట్లు జ్ఞాపకం. క్రమేపీ సిఫార్సు ఉత్తరాల సాంప్రదాయం మొదలైంది. ఆర్జిత సేవలకు కోటా మొదలైంది. అయినప్పటికీ మొదట్లో అంతగా ఇబ్బంది కలగలేదనాలి. ఎలాగో ఆలాగ అప్పటి పరిస్థితులకు అనుగుణంగా ఉత్తరాలు దొరికేవి స్వామివారి దయవల్ల. అప్పట్లో సర్వ సాధారణంగా చేసుకునే మంచి దర్శనం అర్చనానంతర దర్శనం. ఎప్పుడైతే కళ్యాణం చేయించిన వారికి మామూలు దర్శనాలు మొదలయ్యాయో చాలా మంది అవి చేయించడం మానుకున్నారు. తరువాతి కాలంలో అర్చనానంతర దర్శనాలు రద్దయ్యాయి. ఒకప్పుడు రు. 25 వుండే బ్రేక్ దర్శనం అంచలంచలుగా పెరిగి ఇప్పుడు రు. 500 కు చేరుకుంది.

ఎన్నాళ్ల బట్టో మాకు స్వామివారికి అభిషేకం చేయించాలన్న కోరిక వుండేది. ఆ కోరికా తీరింది అర్చన, సుప్రభాతం, అభిషేకం, కళ్యాణం లాంటివి చేయించిన మాకు "వస్త్రం" సేవ చేయించాలనే కోరిక కలిగింది. ఆ ముచ్చటా తీర్చుకున్నాం. ఒక సారి మాజీ సీఎం మర్రి చెన్నారెడ్డితో, ఒక సారి ప్రస్తుత సీఎం కేసీఆర్ తో బ్రహ్మాండమైన దర్శనాలు కలిగాయి. అప్పటి ముఖ్యమంత్రి స్వర్గీయ మర్రి చెన్నారెడ్డి దగ్గర పీఆర్వోగా పనిచేస్తున్నప్పుడు కూడా నాకిలాంటి దర్శనమే లభించింది. అప్పట్లో అమల్లో వున్న నిబంధనల ప్రకారం, సీఎం వెంట వున్న వారందరినీ ముఖద్వారం నుంచే లోనికి అనుమతించినట్లు జ్ఞాపకం.

సీఎం కేసీఆర్ ఆభరణాలు స్వామివారికి సమర్పించిన తరువాత ఎస్వీబీసీ ఛానల్ తో మాట్లాడుతూ తన స్వానుభవం ఒకటి వివరించారు. కొన్నేళ్ల క్రితం తిరుమలకు వచ్చి కూడా, దర్శనం చేసుకోకుండా తిరిగి పోవాల్సిన పరిస్థితి ఏర్పడిందని, స్వామి అనుజ్ఞ లేనిదే దర్శనం జరగదని, "దర్శనం స్వామి ఇస్తేనే దొరికేది" అనీ, అందుకే ఆభరణాలు ఇవ్వడానికి ఇంత కాలం పట్టిందనీ, అన్నారు. ఇది నూటికి నూరు పాళ్లు వాస్తవం. 

కాలం మారింది. ఏబై-అరవై ఏళ్ల క్రితం పరిస్థితులు ఇప్పుడు లేవు. సరాసరి దైవ దర్శనానికి పోయేందుకు ఇప్పుడు వీలు లేదు. ఇప్పటి నియమనిబంధనలు పాటించక తప్పదు. భక్తులను ఇలా నియంత్రిస్తేనే అందరికీ దర్శనం దొరికే అవకాశం వుంటుంది. ఒకనాడు విఐపి లకు వున్న ప్రాముఖ్యత ఇప్పుడు లేదే! గతంలో లాగా వీఐపీలకు హారతి ఇచ్చే ఆచారం ఆగిందే! ఆ రోజుల్లో లాగా అన్నీ-అందరికీ ఇప్పుడు జరగడం లేదే! కాకపొతే ఇంకా, ఇంకా వసతులు శాస్తీయంగా పెరగాల్సిన అవసరం వున్నది.

అందుకే బహుశా, రాబోయే రోజుల్లో ఏం జరగ బోతోందో ఎవరూ ఊహించలేరేమో.
