SCENARIO IN TELANGANA

Our Government has
been successful in ending the darkness in the state by providing uninterrupted power
supply. I thank all employees of power sector who have worked tirelessly to
make this happen.
In recognition of
their efforts our Hon’ble Chief Minister has decided to regularize the services
of around 20,000 out sourced personnel working in TS GENCO, TS TRANSCO and
Distribution companies. Further the Government has already ordered for
regularization of services of 1175 contract JLMs.
v On the day of
formation of Telangana State, there was a peak-demand shortage of 2700 MW and
4-8 hours of load relief to domestic and other consumers and 2-day power
holiday to industries.
v Due to the
neglect of Telangana in the erstwhile united Andhra Pradesh, lack of proper
planning in forecasting the demand and non-scheduling of 1559 MW power by AP,
Telangana state inherited huge deficit resulting in acute shortage of power.
v After
bifurcation of the state, power utilities have undertaken number of measures
such as
o
Reduction of T&D Losses from 16.83% to 15.98%
o
Staggering of loads to 24 hrs of the day
o
Increase in generation by TSGENCO plants
o
Entering into short term power purchase agreements
o
Purchase from exchange
v As a result of the above measures there is
substantial improvement in power supply position in the State. There is no load
relief from 20.11.2014 onwards in the State to any category of consumers and
quality power is being supplied to all the consumers.
v Further, 600 MW Kakatiya Thermal Power
Project, 1200 MW Singareni Colleries Company Ltd Plant 240 MW Jurala Project
and 30 MW Pulichintala Projects are commissioned 913 MW of Solar Power and 99
MW Wind Power connected to the grid enabling the State to maintain satisfactory
power supply.
v 24 hours power supply is being extended to
all categories of consumers except agriculture.
v 9 hours 3 phase supply is being extended to
agricultural consumers.
v As directed by the Hon’ble Chief Minister
all the pending 94735 Agricultural connections will be released by May, 2017.
v Transmission and Distribution System is
made ready to meet the peak demand of 9500 MW during the ensuing Rabi Season.
To meet this Rs.2394 crores are invested towards strengthening of Transmission
and Distribution System.
v There are 283 EHT sub-stations, 2536 33/11
KV sub-stations and 597561 distribution transformers in the State. All the
sub-stations, lines and distribution transformers are maintained as per the
schedule. 4% of rolling stock of distribution transformers is available in all
the 188 SPM sheds. Unlike in the past when the farmers were agitating for
replacement of transformers delays and loss of crops, after formation of the
State, the transformers are replaced within 6 hours in the urban areas and 24
hours in the rural areas. The transformer failures are also brought down to
less than 10% from 30% and above with proper maintenance.
v There
are 1, 31, 19, 902 number of consumers existing in the 2 Discoms of the
State. Almost 25% of the energy is
consumed by 21 lakhs agricultural consumers. I am happy to state that there are
no agitations by any section of the consumer, especially from the farming
sector.
v To meet the agriculture and increasing
demand in the State, 6988 MVA of transmission capacity has been augmented at
132 KV and 220 KV level to meet the 9 hours power supply to agriculture. After
formation of the State 50 EHT sub-stations, 381, 33/11 KV sub-stations and 1, 28,
884 distribution transformers are commissioned.
1798 circuit kilometre (CKM) of EHT lines and 29954 CKM of distribution
lines are added to the system after formation of the State. With the above
measures satisfactory power supply is maintained in the State.
v TSGENCO is adding 5880 MW of thermal
capacity at Manuguru, Kottagudem and Damaracherla with an investment of Rs.37, 600
Crores for which financial closure has been achieved.
v NTPC is putting up 2x800 MW project in the
first phase at Ramagundam. The work has already been grounded.
v Further 2215 MW of Solar Power would be
commissioned by 2017-18.
v In order to facilitate lift irrigation
schemes formulated by the government, transmission network is being further augmented
to cater to additional load requirement of around 7500 MW of power.
v To cater the additional load in the next
3-4 years, the transmission and distribution network in the State is being
strengthened with 18 Nos. 400 KV sub-stations, 34 Nos. 220 KV sub-stations, 90
Nos. 132 KV sub-stations and 937 Nos. 33/11 KV sub-stations with required
transmission and distribution lines with an investment of Rs.42,000 crores.
v With the strengthening of transmission and
distribution and pro-active industrial policies of the government, there is a
steep increase in peak demand. The state grid has met a peak demand of 8284 MW
on 09.09.2016 and it is expected to go upto 9500 MW during this Rabi season for
which the utilities are already geared up.
v Appreciating the performance of the
utilities REC and PFC have reduced the interest rates to 9.95% from 12%
benefiting Rs.200 crores interest per annum.
v The Government is extending Rs.4584.50
crores subsidy to the power sector for providing free power to the agriculture
and other subsidised categories.

Assistant Engineers have been recruited by power utilities in a transparent
manner. The Hon’ble Chief Minister has agreed for absorbing the outsourced
personnel working in the utilities.
v To maintain un-interrupted power supply to
the twin cities as per the directions of the Hon’ble Chief Minister a 400 KV
Ring System has been established around GHMC Area by erecting 142 CKM of 400 KV
lines interlinking the substations and building 6 Nos. of 220 KV sub-stations
around the city.
v Further, to monitor interruptions on real
time basis, Supervisory Control and Data Acquisition (SCADA) Centre is
commissioned and integrated 25 sub-stations out of 228 sub-stations in
Hyderabad and the balance will be integrated within 6 months.
v DISCOMS have developed a mobile App for
better consumer services with the following facilities:

Government is committed to provide quality, quantity
and reliable power to all the categories of consumers in the State.
