{He (Chandrababu Naidu) transformed an orphan like IOA (Institute of Administration), renaming it as Dr MCR HRD Institute after the demise of former CM Channa Reddy, and placing it on top of global training centers. He leveraged Information Technology (IT), initiated e-governance, established e-Seva centers, streamlined government services, and presented good and smart governance and public service delivery facility. His IT initiatives provided incredible opportunities to youth in large numbers in obtaining lucrative employment with better placements abroad, especially in USA.} – Editor Hans India Note.

Nara Chandrababu Naidu, on assuming charge as Chief Minister of Present Andhra Pradesh, second time, in a brief meeting with IAS, IPS Officers who came to greet him, subtly reprimanded and admonished his predecessor YS Jaganmohan Reddy's Governance.

Frankly Speaking, by being not at all harsh, he established an innovative convention while criticizing previous Government. He emphasized that, it led to a significant decline in administrative values and ethics, undermining the very integrity and efficiency of officers, including those who perhaps were in service, when he was CM of erstwhile AP. It was but natural to a person of Chandrababu Naidu’s moral principle, to remark so. People familiar with his SMART Governance (Simple, Moral, Accountable, Responsive and Transparent) initiative, during his two terms as CM of Erstwhile AP, will only understand his style.

My 9 years stint as Faculty and Additional Director in Dr Marri Channa Reddy Human Resource Development (MCR HRD) Institute {Earlier Institute of Administration or IOA}, provided me an insight and opportunity to observe Chandrababu Naidu demonstrating extraordinary interest, aptitude, and ability with remarkable commitment to SMART Governance, and ‘Systematic Training.’ Supported by DG PVRK Prasad, ADG Urmila Subba Rao etc. he transformed an Orphan Like IOA, renaming it as Dr MCR HRD Institute after the demise of former CM Channa Reddy, and placing it on top of World ‘Training Centers.’ He leveraged Information Technology (IT), initiated e-governance, established e-Seva centers, streamlined government services, and presented ‘Good and SMART Governance’ and ‘Public Service Delivery Facility.’ His IT Initiatives provided incredible opportunities to youth in large numbers, in obtaining lucrative employment with better placements abroad, especially in USA.

Chandrababu Naidu, apportioned significant time, to place strong emphasis on ‘Training and Capacity Building for Government Employees’ as per National Training Policy (NTP) guidelines. Once, when I accompanied ADG (IOA Still) Urmila Subbarao with ODA (DFID) delegation in 1996-year end to meet CM Chandrababu Naidu, he shrewdly seized the opportunity to request the delegation, to fund IOA in identifying best practices and develop replicable models for Good Governance. Urmila Subbarao drafted initial proposal. Little did we realize then, that our meeting would lead to establishment of ‘Centre for Good Governance (CGG)’ in 2001, in the sprawling campus of HRD Institute, in collaboration with Department for International Development (DFID) and World Bank. UK Prime Minister Tony Blair inaugurated CGG and spent quality time in the campus, including one-to-one meeting in the Guest House with CM Chandrababu Naidu.

In a subsequent meeting of ours with him, CM Chandrababu Naidu approving ADG Urmila Subbarao’s suggestion, mooted the idea of ‘Training Need Analysis’ of Five Lakh Government Employees, through OMR (Optical Mark Reader) sheets, first of its kind, to realize NTP concept of ‘Training for All’ (TFA). Until then IOA training was not systematic. Immediately on PVRK assuming charge as HRD Director General (DG), by which time the OMR format based ‘Training Needs Analysis’ was half way through, I accompanied PVRK to meet CM Chandrababu Naidu on receiving a call from him, who despite being busy watching exit polls of Lok Sabha Elections, wanted to know the progress of OMR activity. PVRK who just joined and being not aware of OMR activity, discussed with me on the status (ADG Urmila Subbarao was on leave then), and provided details to CM.

That was the genesis for massive ‘State Training Initiative’ (STI), that not only changed the entire complexion of ‘Capability Building,’ but also, ‘Capacity Building.’ STI was to build capacities of providing at least 60 hours of training to each State Government Employee. Dr MCR HRD Institute, was entrusted with the mandate of developing human resources, to fulfil manpower requirements of State Government. Institute’s infrastructural facilities like Training Rooms, Video Conference Hall, Building Complex Extension to three floors, World Class Auditorium, Guest Houses, Hostel facilities, Microsoft IT Academy etc. were completed, and brought to the ‘State of Art’ level. The Institute, transformed into ‘Centre of Excellence,’ has the imprint of Chandrababu Naidu, DG PVRK Prasad and ADG Urmila Subbarao.

Systematic Identification of Individual, Functional and Organizational Training Needs was completed. Training Modules including video based were developed. District Training Centers were established. Separate Training Budget Head (1.5% of salary budget) was made.

In this context, the saga of Administrative Reforms’ initiative in India, in which Chandrababu Naidu played vital and practical role was motivating. On the threshold of ‘Fifty years of Indian Independence’ a conference of CMs presided over by the then Prime Minister Gujral was held on May 24, 1997. It discussed an Action Plan for providing ‘Effective and Responsive Government’ ensuring Responsive, Accountable, Transparent and Citizen Friendly Administration at all levels. Before him, Deve Gowda initiated a National Debate in Chief Secretaries’ Meet in 1996. Formulation of ‘Citizen Charters’ and ‘Grievance Redress Mechanism’ were prioritized in the Action Plan.

The National Agenda for Governance announced by Vajpayee, who succeeded them, included paragraphs exclusively on reforms. Brain behind all the three initiatives was Chandrababu Naidu. With his three years’ experience by then as CM, besides pushing them at National Level, he bestowed personal attention, evinced keen interest, and implemented in AP in letter and spirit. Formulation and zealous implementation of Citizen Charters, and initiating Effective and Speedy Public Grievance Redress Mechanism were made mandatory in all government departments. Board of Governors of Dr MCR HRD Institute, headed by CM, decided on 26th November, 1998, that the Institute would coordinate and facilitate formulation of Charters. DG PVRK Prasad, ADG Urmila Subbarao and ADG Sethy who joined later, converted the intention of Babu in to Effective and Efficient Action Plan. I was involved in the whole process, especially in Module Design.

At a time when MCR HRD launched STI and was in search of high-profile Master Trainer, DG PVRK Prasad, processed a proposal to bring MP Sethy the ‘Top Ranker Master Trainer’ who had undergone training in Thames Valley University (UK) and responsible for designing many Trainer Training Programs in the country and associated in drafting ‘National Training Policy’ on deputation from his parent ‘Indian Naval Stores Management Service’ where he was in a senior position.  

At one stage, PVRK preferred intervention of CM Chandrababu Naidu, to speak to Defense Minister George Fernandez to expedite the process. That clicked positively and Sethy, joined the Institute in a Senior Position and soon Institute’s Capacity and Capability function touched sky high. The message was, in times of need, that was how Chandrababu intervened in accomplishing the task, which paid rich dividends in training. Sethy, currently Advisor to IIM Calcutta, even after completion of his term in MCR HRD, and after his retirement, accepted visiting assignment in the Institute.   

When Training was recognized as an identified priority area, to seek commitment of HoDs, who included senior IAS Officers, a unique three-day ‘Orientation to Management of Training’ (OMOT) Module was designed, developed, and implemented by me and Sethy. Since it was driven by CM Chandrababu Naidu himself, and DG PVRK Prasad, about 200 IAS, IPS and non-cadre Officers attended. This paved way in realizing ‘Training for All (TFA)’ concept. Interestingly, after 1999 Assembly Elections, guided by Chandrababu Naidu, entire State Cabinet including CM, undergone a three-day training program at HRD Institute on various aspects of Governance, the ‘First of its Kind.’ It was designed, developed, and coordinated by DG PVRK, ADG Urmila, and assisted by me.

Management Expert and Padma Bhushan Awardee, Coimbatore Krishna Rao Prahalad (CK Prahalad) when visited Dr MCR HRD Institute, commended Chandrababu Naidu's IT initiatives, innovative use of technology in governance, enhancing public services, economic development, positioning Erstwhile AP as leader in e-governance and digital transformation.

Better, if the Speed, Velocity and Acceleration of CM Chandrababu Naidu is sustained, and the 25 years’ Ago Reform Initiatives are looked afresh.

సిద్ధుడి సహాయంతో పాదలేపనం పొంది, దాని మహాత్మ్యం వల్ల మంచుకొండ హిమాలయ పర్వతం మీదికి చేరుకున్న ప్రవరాఖ్యుడు ఆకాశాన్ని తాకుతున్న హిమవత్పర్వతాన్ని చూశాడు. సెలయేళ్ల చప్పుళ్లను, పింఛాలను విచ్చుకొని నృత్యం చేస్తున్న నెమిళ్ల సమూహాన్ని, ఏనుగులు కదిలిస్తున్న చెట్లను, ఇవన్నీ కూడి వున్న హిమవత్పర్వతాన్ని చూశాడు ప్రవరుడు. ఆ తరువాత నరనారాయణులనే మహర్షులు తపస్సు చేసిన బదరీవనాన్ని చూసి, దాని మధ్యనుండి పోసాగాడు. అలాగే భగీరథుడు తపస్సు చేసిన చోటును, ఆకాశగంగ భూమ్మీద అవతరించిన ప్రదేశాన్ని, పార్వతి శివుడికి శుశ్రూష చేసిన ప్రదేశాన్ని, మన్మథుడు శివుడి కంటి మంటకు నీరైన ప్రదేశాన్ని, అగ్నిదేవుడు సప్తర్షుల కాంతల మీద మోహం చెందిన ప్రదేశాన్ని, కుమారస్వామి జన్మించిన రెల్లు దుబ్బలను చూసి సంతోషించాడు ప్రవరుడు.

ఆహ్లాదకరంగా వున్న ఇంకా-ఇంకా ఎన్నో ప్రదేశాలను తనివితీరా చూసిన ప్రవరుడు, ఆ పర్వతం మహాత్మ్యాన్ని గణుతింప బ్రహ్మకైన తరం కాదని, సూర్యకిరణాలు తాకి, ఆవేడికి మంచు కరిగిపోవడం గమనించి, మధ్యాహ్న సమయం అయిందని అర్థం చేసుకున్నాడు. ఇక ఇంటికి పోదామని, తిరిగి మర్నాడు వచ్చి చూడవచ్చని అనుకున్నాడు. అలా అనుకుంటూ మరలి పోవడానికి ఎగిరే ప్రయత్నం చేశాడు. అయితే అతడి పాదాలకు పూయబడిన పాదలేపనం మంచుకు కరిగిపోయింది. ఆ విషయాన్ని ప్రవరుడు గమనించి ఏంచేయాల్నా అని విచారించసాగాడు. దైవకృతానికి అసాధ్యం లేదని నిశ్చయించుకున్నాడు. తాను ఆ ఘోర ప్రదేశంలో చిక్కుపడిపోవడానికి సిద్ధుడు కేవలం నిమిత్తమాత్రుడని, దైవం ఆపద కలిగించాలనుకుంటే అలా ఒక నిమిత్తమాత్రుడిని కలిపిస్తాడని అనుకున్నాడు. ఏం చేయాలా అని దుఃఖించాడు ప్రవరుడు.         

‘అరుణాస్పుద పురం ఎక్కడ? మంచు కొండ ఎక్కడ? పొగరుతో ఇక్కడకు నేను రావచ్చా? ఇక్కడికి వచ్చిన మార్గం తెలియదు కదా? ఇంక ఇక్కడి నుండి పోవడం ఎలాగా?’ అని ఆలోచించ సాగాడు. “బుద్ధిజాడ్య జనితోన్మాదుల్ గదా శ్రోత్రియుల్” అని అనుకున్నాడు. సిద్ధుడు తనకు ఇచ్చిన పాదలేపనాన్ని ఉపయోగించుకోవడానికి మాయకో, ద్వారకకో, అవంతికో, కురుక్షేత్రానికో, గయ-ప్రయాగాలకో, లేక మరేదైనా పుణ్యక్షేత్రాలకో పోకుండా ఈ మంచు కొండకు ఎందుకు రావాల్సి వచ్చింది అనుకున్నాడు. ఆ విధంగా ఆ నిర్మానుష్య ప్రదేశంలో వచ్చి దారి తెలియక చింతాసాగరంలో మునిగాడు ప్రవరుడు. ఆ సమయంలో సంగీతంతో ఒప్పారుతున్న ఒక ప్రదేశాన్ని చూశాడాయన.

ద్రాక్షతీగలతో వ్యాపించివున్న గరుడ పచ్చలు పొదగబడిన ఒక ఇల్లు చూశాడక్కడ. అక్కడి నుండి కస్తూరి, పచ్చకప్పూరం మొదలైన పరిమళ ద్రవ్యాలు కలిసిన సువాసన వచ్చింది. దాన్ని బట్టి అక్కడ ఒక జవరాలు వుండవచ్చన్న భావన కలిగింది ప్రవరుడికి. ప్రవరాఖ్యుడు ఆ సువాసన గాలిని పట్టుకొని ముందుకు సాగగా ఆ ప్రదేశంలో మెరుపుతీగలాంటి శరీరం, కమలాల లాంటి కన్నులు, తుమ్మెదల లాంటి కురులు, చంద్రుడి లాంటి ముఖం కల ఒక జవరాలిని కనుగొన్నాడు. ఆమె ఆ సమయంలో వీణ వాయిస్తూ వున్నది. తన సమీపానికి వచ్చిన నలకూబరుడిని పోలిన ప్రవరాఖ్యుడిని చూసింది వీణ వాయిస్తున్న ఆ సుందరి. ఆ దేవతా స్త్రీ ప్రవరుడిని చూసి తన అందెలు గల్లుగల్లుమని మోగుతుంటే దగ్గరిలో వున్న ఒక పోకచెట్టు చాటుకు పోయి అతడినే గమనించసాగింది. అతడిని చూస్తున్నంతసేపు సంతోషంతో ఉప్పొంగిపోయింది.

ఇంత చక్కటి అందగాడు (ప్రవరుడు) తనను ప్రేమించినట్లయితే మన్మథ సుఖాలను నిరాటంకంగా అనుభవించ వచ్చని ఆ స్త్రీ భావించింది. ప్రవరుడి అందాన్ని పదే-పదే ఆస్వాదించసాగింది. ఇలా అనుకుంటూ, చింతిస్తూ, ఒక విధంగా మనోవేదనకు గురవుతూ, తత్తరపాటు చెంది, సిగ్గుపడి, ఆ దేవతాస్త్రీ పోక చెట్టున చాటునుండి బయటకు వచ్చి, ప్రవరుడి దారికి అడ్డంగా నిలుచున్నది. అది చూసి ప్రవరుడు విభ్రాంతుడయ్యాడు. ఆమె దగ్గరిపోయి “ఎవ్వతె వీవు భీతహరిణేక్షణ యొంటి జరించె దోట లే కివ్వనభూమి...” అని ప్రశ్నిస్తూ ఆమె ఎవరని అడుగుతూ, ఎందుకు అలా ఒంటరిగా అడవిలో తిరుగుతున్నదని అంటూ, తాను బ్రాహ్మణుడినని, పేరు ప్రవరుడు అని, కొవ్వెక్కి ఆ మంచు కొండకు వచ్చి దారి తప్పానని, ఎలా తాను తన పురం చేరగలనని తెలపమన్నాడు.

జవాబుగా ఆమెకూడా తిరిగి ప్రశ్నించింది ఇలా: “ఇంతలు కన్నులుండ దెరు వెవ్వరివేడెదు భూసురేంద్ర...” అని అంటూ, ‘ఓ బ్రాహ్మణుడా! చేరెడేసి కన్నులు పెట్టుకొని ఇతరులను దారి అడుగుతున్నావేమిటి?’ అని ప్రశ్నించింది. ఒంటరిగా వున్న వయసుగత్తెలను పలకరించే విధం కాకపోతే, వచ్చిన తోవ ఆయనకు తెలియదా? అలా భయం లేకుండా దారి అడగడానికి తాను ఆయనకు చులకనగా కనబడుతున్నానా? అని అన్నది. ఆ తరువాత తానెవరో వివరించింది. లక్ష్మి తన తోబుట్టువని, వీణాగానం చేస్తానని, సంగీతం తనకు వచ్చిన విద్య అని, కామశాస్త్ర సిద్ధాంతాలను చిన్నతనం నుండే చదువుతున్నానని, బ్రహ్మ, విష్ణు, మహేశ్వరుల సభలు తమకు నాట్యశాలలని, తానున్న ప్రదేశం తన ఉద్యానవనమని అన్నది. తన పేరు వరూధిని అని చెప్పింది. ప్రవరుడు తమ అతిథి అని తన ఇంటికి వచ్చి విశ్రమించి అతిథి సత్కారాలను పొందమని కోరింది.

‘ఓ చిన్నదానా! నువ్వు చేయదలచుకున్న మర్యాదలన్నీ చేసినట్లే అనుకో. నేను ఇక్కడ వుండడానికి వీలులేదు. శీఘ్రంగా మా ఇంటికి పోవాలి. దయచేసి దారి చూపి నన్ను పంపు’ అని అన్నాడు ప్రవరుడు. తానింక నిజం దాచుకోదలచుకోలేదని, తన మనసు ప్రవరుడి మీద వున్నదని, తనను మన్మథ బాధలకు గురిచేయవద్దని, తనతో కొంతకాలం గడపమని వరూధిని అన్నది. అగ్నికార్యం, దేవతార్చన మిగిలి వున్నదని, భోజనకాలం అతిక్రమించిందని, తన తల్లిదండ్రులు ముసలివారని, తనకొరకై ఎదురు చూస్తుంటారని, తాను ఆహితాగ్నినని, ఇల్లు చేరకపోతే స్వర్వధర్మాలు చెడిపోతాయని వేడుకున్నాడు ప్రవరుడు.

వరూధిని ముఖం చిన్న బుచ్చుకోన్నది. భోగాలను అనుభవిస్తూ తనతో కూడి అక్కడ ప్రతిదినం సంభోగిస్తూ వుండమని ప్రాదేయపడ్డది. ప్రవరుడికి స్వర్గసుఖాలు చూపిస్తానని చెప్పింది. ఆమె అంటున్న విషయాలు తనకేమీ పట్టవని, అలాంటి మాటలు తనతో అనవద్దని, ఇంటికి దారి చూపమని మళ్లీ అడిగాడు. ప్రవరుడు తన మీద అయిష్టాన్ని మళ్లీ-మళ్లీ వెళ్ళబుచ్చుతుంటే, ఎవరికైనా స్త్రీ తనంతట తానే వలచి వస్తే చులకనై పోవాల్సిందే కదా అని అంటుంది. ప్రవరాఖ్యుడి తిరస్కారానికి గురైన వరూధిని అవమానంతో సిగ్గుపడి, కోపంగా అతడిని చూసింది. ప్రవరుడిని సమీపించిన వరూధిని అతడు తోసినప్పుడు ఆయన గోరు తనకు తాకిందని మారాం చేసింది. ‘ఓ భూసురోత్తమా! యజ్ఞాలు, తపస్సు చేసానన్నావు. దయా స్వభావం లేనప్పుడు ఎన్ని పుణ్యాలు చేసినా ఏమి ఫలితం? నీ చదువు వ్యర్థం’ అన్నది వరూధిని ప్రవరుడితో.

ఆ తరువాత ప్రవరుడు అగ్నిని స్తుతించగా అగ్నిదేవుడు ప్రవరుడి దేహంలో ఆవేశించి అమితమైన తేజోబలాన్ని కలిగించాడు. అప్పుడు ప్రవరుడు వరూధినిని వదిలించుకొని వాయువేగంతో ఇంటికి చేరుకున్నాడు. చేరుకొని యధాప్రకారం నిత్య కర్మలను సక్రమంగా నిర్వర్తించుకున్నాడు.

{Narendra Modi continued liberalization and introduced new economic policies to boost manufacturing (Make in India), digitalization (Digital India), and financial inclusion (Jan Dhan Yojana). MGNREGA, initiated by the Congress-led government, was continued despite political differences. In contrast, Chief Minister A Revanth Reddy is perceived as abandoning policies, changing names of the schemes and programs implemented during KCR’s regime. New governments must adopt a rational approach to deviation and continuity of schemes, programs, and policies of previous regimes, which reflect public interest.} – Hans India Editor Synoptic Note

A few policy deviations, and nonconformities in first and second terms, by Prime Minister Narendra Modi, might have caused reduced mandate to BJP and NDA. ‘Demonetization’ resulting in disruption in economy, affecting small businesses and daily wage workers who relied on cash transactions, and ‘GST’ leading to compliance burdens, impacting small and medium enterprises, ‘Agnipath’ that is supposed to have exposed risk of undercutting stability and professional expertise of Armed Forces, ‘One Nation One Poll’ felt to be undermining Cooperative Federalism etc. were among them. These policies, depicted with hallucination as accruing long-term benefits, turned out to be economic hardship, and creating doubts among people. They not only reduced BJP seats but also elevated Congress and INDIA, in the 2024 elections!!!

Indifference to prioritize ‘Public Welfare and Domestic Problems,’ and overemphasis on global matters, also caused discontent among voters. Campaign Mode ‘Eccentric Hindutva Political Ideology’ of Modi was another adversary. Compared to 2019 elections, BJP seats in 2024 are reduced from 303 to 240 and that of NDA from 353 to 292. Congress Party tally impressively doubled from 52 to 99 and that of INDIA (UPA) from 91 to 234. Voters gave an ‘Electric Shock’ to Modi, BJP, and NDA, and cautioned Modi to initiate Immediate Corrective Measures in Policy Decisions and Schemes Formulation in his third term. The message is clear: ‘Modiji you aren’t Invincible, but your Leadership is Essential.’

Speaking after his election as Leader of the NDA Parliamentary Party, Modi acknowledged the reduced poll mandate with humility, emphasized need for self-introspection and echoed electors’ constructive caution. In this context, apprehensions of BRS Leaders that Telangana Chief Minister Revanth Reddy slated to abandon policies, changing names of schemes and programs implemented during ten years of ‘Good Governance’ of former CM K Chandrashekhar Rao, sound judicious. Schemes, it is alleged, may have ‘Congress Party Mark’ by suffix or prefix of Indira Gandhi, Rajiv Gandhi names, and the Party Symbol of hand.

Political Parties in democracies do make promises during polls, to cast aside, remodel or rename, add additional benefit to existing Schemes or Programs and to formulate fresh schemes (Freebies), to suit to the changing needs of people. Fair Enough.

Likewise, in the 2023 Assembly Elections in Telangana, A Revanth Reddy led Congress Party tactfully, strategically, and intelligently placed before voters the largely publicized and campaigned ‘Six Guarantees’ namely, ‘Mahalakshmi, Rythu Bharosa, Indiramma, Yuva Vikasam, Gruha Jyothi, Cheyutha’ and positively established credibility with voters. It defeated BRS, may be narrowly. But people do watch cautiously to what extent these schemes will be dovetailed with earlier ones of KCR regime.

Globally, democratic practices, conventions, deviations, and conformities by succeeding governments, regarding policies, schemes, and programs of predecessor, vary significantly rather erratically too, by and large influenced by political, economic, and social considerations. Nevertheless, policy continuity to ensure stability and predictability has always been preferred. ‘Long-Term Infrastructure Projects’ and ‘Social Welfare Measures’ benefiting vulnerable sections beyond cheap political considerations, were generally continued irrespective of party preferences and differences. ‘Policy Review and Modification’ with suitable adjustments may be made to align with ‘Priorities of New Government’ but abandoning ‘Lock Stock and Barrel’ proved to be undesirable and unpleasant.

Decision making on these aspects in democracies is a ‘Complex Interplay of Ideology, Public Opinion, and Economic Conditions,’ coupled with personal considerations of leader. Continuity though preferred for constancy, deviations too necessarily occur, with change in government, to fulfill electoral mandates or requirement to respond to changing needs. Analysts’ feel that, ‘Deviations and or Conformities,’ by and large have been ‘One of Degree and not of Kind,’ and are to be viewed in different dimensions. Examples regarding these, from Democracies, Parliamentary (UK), Presidential (USA), and Oligarchic Systems (Erstwhile Soviet Union), as well as from India, the largest democracy, are fascinating.

For instance, UK’s Prime Minister for a record term of 11 years, ‘Iron Lady,’ Margaret Thatcher of Conservative Party, pioneered globally acclaimed Economic Policies (Thatcherism) and ‘Reforms on Public Sector Undertakings in UK.’ These were followed up by her successor Labor Party Prime Minister Tony Blair, with slight modernizations (Third Way Approach) balancing market efficiency with social justice. Conservative PM David Cameron initiated the ‘Brexit Referendum,’ which was carried out by his successor, Theresa May, and Boris Johnson, showcasing policy continuity despite leadership changes.

Similarly, the ‘Food Coupon Program’ or the present ‘Supplemental Nutrition Assistance Program’ in the USA, originated eight and half decades ago, when Franklin D Roosevelt was President, despite subtle criticisms, is being continued, irrespective of which party is in power, and remains as a cornerstone of the social safety net in USA, adapting to changing economic conditions and policy priorities. ‘Affordable Health Care of Obama,’ in spite of momentous opposition, Trump Administration continued by making necessary modifications. But a noteworthy deviation of Trump from previous administration was withdrawing USA from Paris Agreement. Biden however, reversed this decision.

In erstwhile Communist (Oligarchy) USSR, Stalin not only denounced Lenin, despite he being the Leader of Bolshevik Revolution responsible for establishing Soviet Union, but also shifted away from his ‘New Economic Policy,’ which itself was a noteworthy shift in Soviet Economic Strategy which relaxed state control over economy, and allowed some private enterprise. Stalin preferred centralized, planned economy, rapid industrialization, collectivization, and authoritarian regime. Khrushchev’s ‘De-Stalinization,’ condemned Stalin's personality cult, and stressed on slight liberalization of Soviet Policies.

India’s first Prime Minister Jawaharlal Nehru, initiated Five-Year Plans, Industrialization, Non-Aligned Movement etc. Lal Bahadur Shastri building on these policies of Nehru, initiated Green Revolution to increase food production. Indira Gandhi intensified efforts to enhance Agricultural Productivity and Public Sector Expansion. In a policy shift from her predecessors, she ‘Nationalized Major Banks.’ Janata Party PM Morarji Desai, continued Indira Gandhi’s ‘Basic Economic Framework.’ Indira Gandhi in her second term, reemphasized, and reinforced earlier policies on industrialization and public sector dominance. Rajiv Gandhi Laid foundation for IT and Telecom Revolution and initiated early economic liberalization measures. VP Singh implemented Mandal Commission Recommendations.  

PV Narasimha Rao introduced ‘Economic Reforms,’ shifting from ‘Socialist Framework to Liberalization, Privatization, and Globalization.’ His New Industrial Policy reduced substantially the role of Public Sector by promoting private enterprise. Atal Bihari Vajpayee continued liberalization policies, introduced significant reforms in infrastructure, telecom, and insurance. Manmohan Singh while continuing economic liberalization reforms, introduced significant social welfare schemes like MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) and Right to Information.

Narendra Modi continued liberalization and introduced new economic policies to boost manufacturing (Make in India), digitalization (Digital India), and financial inclusion (Jan Dhan Yojana). Two significant welfare measures implemented by Modi include the Pradhan Mantri Jan Dhan Yojana and the Ayushman Bharat scheme. MGNREGA, initiated by the Congress-led government was continued despite political differences. Thus, Modi’s Vote Bank was intact.

 Liberalization and Market-Driven Growth, forming part of Economic Reforms zealously emphasized by PV, are continued by NDA and UPA. In India, the interplay between continuity and deviation in policy is influenced by political ideologies, economic imperatives, and social needs keeping public interest on top. While ‘Economic Liberalization and Demonetization’ represent Landmark Deviations, ‘Social Welfare and Infrastructure Initiative,’ exhibited Outstanding Continuity irrespective of political ideologies, reflecting uniqueness of Indian Democracy.

Continuation or deviation suiting to evolving socio-economic challenges, in erstwhile AP and Tealnagana reflected a blend of both in addressing core issues like agriculture, welfare, and infrastructure, alongside introducing innovations by addressing emerging needs. People-Centric, and Highly Popular Programs like 108 Ambulance Services and Arogyasri have never been stopped either in AP or in Telangana!!!

Better, if CM Telangana A Revanth Reddy, and AP CM Designate N Chandrababu Naidu who are known for their ‘Shrewd and Teamwork Approach’ to decision making, adhere to ‘Best Practices’ and ‘Well-Established Conventions’ towards a ‘Rational Approach to Deviation and Continuity of Schemes, Programs, and Policies’ of previous regimes, which reflect Public Interest.

ఆర్యావర్త దేశంలో, వరణానది ఒడ్డున, (వరుణాద్వీపవతీ తటాంచలమునన్, వప్రస్థలీ చుంబితాం....) అరుణాస్పదం అనే అద్భుతమైన పురం వున్నది. అక్కడ పుట్టిన చిగురు కొమ్మ కూడా చేవ (గట్టిదనం) కలదిగా వుంటుంది. అక్కడి బ్రాహ్మణులు సమస్త విద్యలు నేర్చినవారు. అక్కడి క్షత్రియులు సామర్థ్యం కలవారు. వైశ్యులు కుబేరుడికి కూడా పెట్టుబడి పెట్టగల ధనవంతులు. శూద్రులు పంటలు పండించి, భాగ్యం గడించి, సత్పాత్రదానం చేయడంలో సుప్రసిద్ధులు. వెలయాండ్రు రంభాదులైన అప్సరసలను కూడా అందంలో ఎదుర్కొనే సమర్థులు.

ఆ పురంలో మన్మథుడిలాంటి సౌందర్యం కలవాడు, బ్రాహ్మణ కులానికే అలంకారప్రాయం లాంటివాడు, వేదాధ్యయనంలో ఆసక్తి వున్నవాడు, ప్రవరాఖ్యుడు అనే పేరున్నవాడు నివసిస్తున్నాడు. ఆయన తల్లితండ్రులు పార్వతీపరమేశ్వరుల లాగా ఈడూ-జోడుగా, మిక్కిలి వృద్ధాప్యంలో వున్నారు. ప్రవరాఖ్యుడు చిన్నతనం నుండే యజ్ఞయాగాదులు చేస్తూ, మిక్కిలి ధనవంతుడిగా వుంటూ, తల్లితండ్రుల సేవ చేస్తూ, తన ప్రియభార్య సోమిదమ్మను సుఖపెట్టుతూ సౌఖ్యంగా కాపురం చేస్తుండేవాడు. ప్రవరుడి యోగ్యతను చూసి రాజులు నానారకాలైన దానాలను ఇవ్వడానికి ఆసక్తి కనపర్చినప్పటికీ ఆయన సాలగ్రామ దానం కూడా తీసుకొనేవాడు కాదు. ఆయనకున్న మాన్యపు భూములే మంచిగా పండడం వల్ల అతడి ఇంట్లో పాడి పంటలకు కొరత లేకుండా వుండేది. ప్రవరుడి భార్య సోమిదమ్మ అతిథులకు పెట్టి పోయడంలో అన్నపూర్ణాదేవికి సమానురాలు. అర్థరాత్రి అతిథులు వచ్చినప్పటికీ వారికి ఇష్టమైన పదార్థాలను వండి పెట్టేది.

ప్రవరాఖ్యుడికి వున్న కోరికలలో ఒకటి పుణ్యక్షేత్రాలను సందర్శించడం. ఎలాగైనా అసాధ్యమైన క్షేత్ర సందర్శనం చేసుకొని కృతార్థుడిని కావాలని అనుకునేవాడు. ఇలా వుండగా ఒకనాడు మధ్యాహ్న సమయంలో కమండలం చేతబట్టుకొని, జింకతోలు కప్పుకొని, విభూతి పెట్టుకొని ఒక సిద్ధ పురుషుడు ప్రవరుడి ఇంటికి వచ్చాడు. ఆ సిద్ధుడికి నమస్కారం చేసి అర్ఘ్యం, పాద్యం మొదలైనవాటితో పూజ చేసాడు ప్రవరుడు. అతడికి ఇష్టమైన మృష్టాన్నము పెట్టి సంతోషపరిచాడు. ఆ తరువాత “మీరు ఎందుండి ఎందు పోవుచు ఇందుల కేతెంచినారు” అని ప్రశ్నించాడు ప్రవరుడు ఆ సిద్దుడిని. ఆయన తన ఇంటికి రావడం వల్ల తన జీవితం సార్థకం అయిందని, ఆయన పాద ధూళి సోకినందున సంసార బంధం వీడిపోయిందని అన్నాడు. జవాబుగా సిద్ధుడు, ప్రవరుడి లాంటి గృహస్థులు సుఖంగా వున్నప్పుడే తనలాంటి వారు తీర్థయాత్రలు చేయగలరని అన్నాడు. తనలాంటి వారికే కాకుండా దిక్కుమాలినవారికి అందరికీ రక్షకుడు గృహస్థుడే అనీ, గృహస్థాశ్రమాన్ని మించిన ఆశ్రమం లేదని కూడా చెప్పాడు.

సిద్ధుడు తిరిగిన పుణ్యక్షేత్రాల వివరాలను అడిగాడు ప్రవరుడు. ఆయన వున్న దేశాలను, ఆడిన తీర్థాలను, చూసిన కొండలను, చొచ్చిన దీవులను, విహరించిన పుణ్యారణ్యములను, సముద్రాలను, వాటిలోని వింతలను విశదంగా చెప్పమని కోరాడు ప్రవరుడు సిద్దుడిని. తాను నాలుగు దిక్కులనూ చుట్టి వచ్చానని, ప్రపంచంలోని వింతలన్నీ దర్శించానని జవాబిచ్చాడు సిద్ధుడు. “కేదారేశు భజించితిన్, శిరమునన్ గీలించితిన్...” అని వివరించాడు. ఆయన మాటలకు ఆశ్చర్యపోయిన ప్రవరుడు అన్ని ప్రదేశాలు రెక్కలు కట్టుకొని పోయినా తిరగడం కష్టం కదా! ఎన్నో సంవత్సరాలు పట్తాయి కదా! ఆయన ఎలా పోగలిగాడని అడిగాడు. సిద్ధుడి మహాత్మ్యాన్ని పొగిడాడు. తాము సిద్దులం కాబట్టి ముసలితనం తమకు రాదని, దైవానుగ్రహం వల్ల తనకు ‘పాదలేపం’ అనే ఒక దివ్యఔషధం లభ్యమయిందని, దాని సామర్థ్యం వల్ల వాయువేగంతో, మనోవేగాన్ని మించిన వేగంతో తాను తిరుగుతున్నానని చెప్పాడు. ఆకాశాన సూర్యాశ్వాలు ఎంత వేగంగా, సునాయాసంగా తిరుగుతాయో, తామూ అంతే వేగంగా భూమ్మీద చకచకా నడకతో తిరగగలమని అన్నాడు.

సిద్ధుడి మహాత్మ్యాన్ని గురించి వివరంగా విన్న ప్రవరుడు ఆయన శిష్యుడినైన తనను కరుణించి, తీర్థయాత్రలు చేయించమని ప్రార్థించాడు. అలా చేసి తనను కృతార్థుడిని చేయమని కోరాడు. వెంటనే సిద్ధుడు తన దగ్గరున్న బుట్టలో నుండి ఒక పచ్చటి ద్రవాన్ని (పసరు) తీసుకొని ప్రవరుడి పాదాలకు పూసాడు. ప్రవరుడు పరమ రహస్యమైన ఆ పసరు పేరు అడగలేదు, సిద్ధుడు చెప్పలేదు. ఆ పాదలేపనం పూసుకున్న ప్రవరుడు హిమాలయా పర్వతం మీదికి పోవాలని కోరుకున్నాడు. అనుకున్నదే తడవుగా ఆ మంచుకొండకు చేరుకున్నాడు.

మంచుకొండకు పోయిన తరువాత ఏం జరిగిందో ముందు ముందు తెలుసుకుందాం.

{No matter which party government is in power, KCR’s Statesman-like Leadership can be emulated in strengthening rural economy and creating enormous wealth. ‘Making a Difference’ is the ‘Distinctiveness of KCR.’ Despite KCR’s conscious, pious, and meaningful sincere efforts, BRS was narrowly voted out from power. Alexandre Dumas’ saying that 'Nothing succeeds like success' may not hold good always. ‘Failures are the Pillars of Success’ and ‘Failure is only a Suspended Success’ will prove most appropriate in KCR’s case} – Hans Editor Synoptic Sentences.

In continuation of 21-day State Formation ‘Dashabdi Utsavalu’ organized during K Chandrashekhar Rao’s regime last year, Telangana State Cabinet has drawn daylong grand scale ‘Ten Years Completion’ State Formation Day Celebrations, on June 2, with Sonia Gandhi as Chief Guest. CM Revanth Reddy extended personal invitation to former CM KCR. Independent of this, KCR chaired BRS too is organizing a 3-day ‘Dashabdi Utsavalu Concluding Celebrations.’

The ‘Incessant Relentless Struggle’ since 1956, by not just one individual, one group, one party, one or two intellectuals, one or two poets, one or two TV analysts, but countless ‘Unsung Heroes’ resulted in formation of Telangana State. They deserve inclusion in the contemporary history of Telangana, whenever scripted objectively. But, importantly, the ‘Extraordinary Leadership’ of Kalvakuntla Chandrashekhar Rao in the ‘Final Leg’ of 13 years ‘Peaceful Gandhian Model Movement’ deserves exclusive chapters in that. His strategic approach in convincing 33 Political Parties, to support formation of Telangana, left Congress in Power, and BJP in Opposition then, with no option except to concede state formation. On June 12, 2014 KCR as CM in the true spirit of ‘Statesmanlike Leader’ expressing his gratitude, placed on record Sonia Gandhi’s support for formation of Telangana in the Legislative Assembly. KCR also thanked Rajnath Singh and 33 parties.

 KCR as the First Chief Minister, exhibited embodiment of George Bernard Shaw’s saying, that, ‘Ordinary people adapt themselves to the world, extra-ordinary person (like KCR) tries to adapt the world to him, and the progress and development of the world is through extraordinary people.’ With his ‘Out of Box Thinking,’ novel ideas, solutions to problems, and creativity, throughout his ten years in office, KCR made huge ‘Difference in Governance.’ In ten years, KCR exceptionally placed before the nation ‘Telangana Development and Welfare Model’ which left an indelible mark. He demonstrated qualities of personification of Gandhian Values, Winston Churchill Strategy, Jawaharlal Nehru Ideology, Lee Kuan Yew Commitment, PV Narasimha Rao Progressive Reforms, and Dr M Channa Reddy Soul.

When KCR visited Singapore, he was impressed astoundingly with the remarkable growth story there. Envisioning to develop Telangana State the way Singapore first Prime Minister Lee Kuan Yew did, KCR focused on ‘Inclusive Development of Telangana and Welfare of People.’ If Lee Kuan Yew is referred as the ‘Founding Father of Singapore’ turning it into a highly developed country in the world, with a high-income economy, KCR too is referred as the ‘Father of Telangana’ who turned Telangana with phenomenal increase in per capita income and growth in GSDP.  KCR has always been fond of Lee Kwan Yew’s book, 'Singapore: From Third World to First.’

 KCR and Jawaharlal Nehru, India’s First Prime Minister, have common approaches, particularly in strengthening Panchayati Institutions. Many a time KCR recalled Nehru meeting with SK Dey during his visit to USA, at the instance of President Eisenhower, that ultimately terminated in Dey’s leaving his ‘High Profile Advisory Role’ US assignment. He came to India, and pioneered Panchayat Raj, Community Development and Cooperative Institutions in India. KCR also developed Telangana as an ideal platform for Panchayat Raj Institutions. The unwavering will of KCR towards this reflected in the Panchayati Raj Act, with a view to transform every village as progressive, prosperous, and ideal place, brimming with greenery and cleanliness.

KCR was described as the one who pioneered the ‘Second dawn of Land Reforms’ comparing him with PV Narasimha Rao. Spirit of Dr M Channa Reddy enthused KCR to lead second phase of Statehood Movement successfully resulting in Telangana formation. Like Nehru inviting SK Dey an expert in Rural Development to India, KCR invited Eminent Telanganites occupying pivotal positions outside the state, to provide their valuable services in Telangana. Dr GR Reddy, a former World Bank Consultant, was appointed as Finance Advisor, and S Narsing Rao, a ‘Walking Encyclopedia’ then working as Chairman of High-Profile Coal India, was invited, and appointed as CM KCR’s Principal Secretary.

When Fourteenth Finance Commission Chairman Dr YV Reddy placed on record his deep appreciation about KCR’s competence, integrity, and commitment, and made a special mention of his Vision of ‘Reinventing and Reorienting’ the State and ‘Resource Mobilization’ for the State, KCR was in office hardly for three months. The reason for his observation was KCR’s Statesman’s approach in presenting a ‘Rich Telangana State’ with ‘Ample Resources’ but not indulging in ‘Loud Cries on State’s week Finances.’

Participating in the World Economic Forum Meet in China, and speaking on ‘Emerging Markets at Cross Roads’ as a person versed in ethics and principles of Governance, KCR did not indulge in criticism of centre. Friendship or no friendship with centre or PM Modi, KCR unequivocally defended Indian Economy and its policies. Then that being an international forum, endorsed China’s development. Finally, cleverly projected Telangana. This echoed that KCR possessed qualities of National and Global Leader.

KCR consistently focused on strengthening rural economy and creating enormous wealth. For instance, ‘Sheep Distribution Scheme’ was one in that direction. Dalit Bandhu Scheme is another one. Another one, the Rythu Vedikas, changed the entire contours of farming sector. Survey settlement and rectification of land records, the ‘Heart of Good Governance’ as described by Economist Arvind Subramanian, The Revenue Act and Dharani Web Portal, Rythu Bandhu (Investment Support Scheme for Agriculture) etc. were unique schemes. 

Sir Winston Churchill, a statesman, writer, orator, and leader who was appointed as Prime Minister of UK in May 1940, when Neville Chamberlain resigned during World War II has commonality with KCR. Churchill’s planning, decision making, and his force of personality that often reminds KCR, was instrumental in cementing the 'Big Three' Alliance with Britain's powerful allies, Russia, and the United States. With the end of World War II and defeat of Hitler and Nazi Germany, Winston Churchill became world’s most eminent statesman. Despite this, in 1945 elections, Churchill suffered a humiliating defeat. In 1951 Churchill was victorious and became Prime Minister again. KCR and Churchill are thus have similar qualities either in success or probably in defeat.

KCR always came out with innovative and novel solutions to the problems, as he knows the state and its people like back of his palm. For him ‘Politics is a Task and not a Game.’ KCR has never been like any other ‘Run of the Mill’ Political Leader. He has a clear vision primarily for ‘His State Telangana’ and after that for the Nation. He knows when to toughen his stand, when to be flexible and when to act for the overall welfare of people in the State. He will not mind ‘Walking an Extra Mile’ if required. Thus far and no further!       

         Characteristically KCR with nearly Five Decades of Experience behind in various capacities, and having understood the State’s and People’s Needs, while reviewing on them with officials irrespective of their hierarchy, ‘Simply and Subtly Guided’ them but never dictated his ideas. With due respect to the knowledge of officers and eliciting their valuable ideas, his guidance encompassed many aspects, leaving the implementation part to Experts.

‘Making a Difference’ is the ‘Distinctiveness of KCR.’ Despite KCR’s conscious, pious, and meaningful sincere efforts, BRS was narrowly voted out from power. Statesman Leader like KCR, to whom ‘Politics is a Task and not a Game’ trats ‘Triumph and Disaster’ the same. Alexandre Dumas’ saying that 'Nothing succeeds like success' may not hold good always. ‘Failures are the Pillars of Success’ and ‘Failure is only a Suspended Success’ is most appropriate in KCR’s case.

The ‘Role Model Telangana Agenda’ which dispensed fruits of development and welfare to all sections of people in Telangana, must be continued and implemented in the State, no matter which party government is in power, adjusting to ever changing requirements of people and Government’s committed policies.  KCR’s Statesman-like Leadership is inevitable.
