REBELS ALWAYS FIND THEIR WAY FOR A GHAR WAPSI

Invoking the trivial allegation of ‘Party indiscipline,’ Kalvakuntla Kavitha, daughter of K Chandrashekhar Rao (KCR), was suspended. Yet, as Indian politics repeatedly shows, suspensions seldom mean permanent exile. Even for this comic scene, the script may still end with a return, a ritual of reconciliation, a justification that the suspension was only a misunderstanding, and a reunion presented as being for the people’s good. Today she is out, tomorrow she may be back; today she is portrayed as a symbol of indiscipline, tomorrow she may be paraded as a symbol of unity. Political quarrels, especially within families, are never final. They are instruments of bargaining, of drawing lines only to erase them later.

Embarrassing a leader in the name of discipline, and then in a dramatic reversal bringing the very same leader back garlanded, praised, and projected as indispensable, is a typical Indian political scenario. ‘Suspension and to that matter Expulsion’ are seldom taken seriously; they are understood as pauses, cooling periods, tactical moves, but rarely final acts of severance.

Examples of Sharad Pawar, Nitish Kumar, Akhilesh Yadav, and Uddhav Thackeray testify to this. The cadre may wonder and the public may speculate, but those at the top know that time heals not through emotion but through political or personal compulsions and the hunger for survival.

Indian political system has institutionalized disloyalty as a mode of loyalty. Suspension is not discarding, but to put on notice until conditions allow return. Likewise, to be expelled is not to be exiled; it is to be kept in waiting, because, every individual may matter tomorrow. Party leaders denounce rebellion, but they rarely close the door, because the same rebel may tomorrow bring the magic numbers needed to keep power.

Leaders justify shifts as sacrifices for the people, but people know that the sacrifice is only of consistency, not ambition. The rebel strategically be able to decide either to make ‘Homecoming’ or ‘Climb the Ladder’ in appropriate direction. For instance, YS Sharmila rebelled against INC, sailed with her brother, formed YSRTP, disbanded for homecoming to become APCCI President.

Neelam Sanjiva Reddy, Morarji Desai, Jagjivan Ram, VP Singh, Chandra Shekhar, IK Gujral, Charan Singh, Sharad Pawar, Mamata Banerjee, K Karunakaran and many others would have been remembered as ‘Trustworthy Loyalists’ to Nehru-Gandhi Family’s Indian National Congress (INC), and perhaps rewarded with insignificant positions, had they not rebelled and left the party that sidelined them.

Some, who defied and continued, went on to occupy highest constitutional offices, like President, Prime Minister, Deputy Prime Minister, Chief Minister, Union Ministers. If history is proof, beginning with Motilal Nehru, his family members at one time or another rebelled against Congress Leadership or policies not liked by them, to regain grip.

Everyone who opposed Jawaharlal, like Sardar Patel, Subhash Chandra Bose, Purushottam Das Tandon, Pattabhi Sitaramayya etc. were calculatedly and eventually sidelined.

Nehru, despite Mahatma Gandhi’s support, could not prevent sparks of defiance from JB Kripalani, Acharya Narendra Dev, BR Ambedkar, and Syama Prasad Mukherjee, who resigned when convictions clashed with the party line. Mukherjee laid the foundations of the Jana Sangh, which decades later became the BJP, an early example of dissent creating a new ideological stream in Indian politics. In the Nehru–Gandhi style, Jawaharlal opposed Motilal’s preference for Dominion Status, though Motilal stayed within the party, but helped found the Swaraj Party. Such skirmishes were refined by Nehru’s successor Indira Gandhi to suit her political expediency.

Indira orchestrated splits and engineered dissidence to silence stalwarts like Kamaraj Nadar, Nijalingappa, Morarji Desai, Sanjiva Reddy, SK Patil, and Atulya Ghosh, triumphing over all hurdles. Her successor Rajiv Gandhi, a novice, survived turbulent times not by his own authority but backed by Nehru-Gandhi Legacy, and through a ‘Strong Coterie Protecting their Interests.

Vishwanath Pratap Singh rebelled, and founded the Janata Dal, which later formed part of the National Front, and became Prime Minister with the odd support of both Left and BJP. Chandra Shekhar, breaking away from Janata Dal, too became Prime Minister with Congress support that lasted only months.

After Rajiv’s assassination, PV Narasimha Rao, then AICC President and an ‘Implicit Rebel from Within’ silently challenged the supremacy of the Nehru–Gandhi Family represented by Sonia Gandhi. He became Prime Minister but paid the price for suspected disloyalty to her. Since 1998 Sonia has been either ‘De Jure or De Facto Crown on the Congress Throne’ no matter who served as President.

She too faced rebellion before the 2004 polls, when Sharad Pawar who was Leader of Opposition in 12th Lok Sabha and PA Sangma revolted over her nationality and formed the Nationalist Congress Party (NCP). Undeterred, she chose Dr Manmohan Singh as Prime Minister.

Pranab Mukherjee, who had once left Congress and formed the Rashtriya Samajwadi Congress after being sidelined by Rajiv, later merged his party back, thanks to PV Narasimha Rao’s revival of his career. Eventually, with Sonia’s clearance, he rose to become Rashtrapati during Manmohan’s premiership. Sharad Pawar, despite forming NCP, too had no choice but to ally with Sonia’s Congress in the UPA.

Thus, Indian politics have become a ‘Theatre of Rebels, Suspensions, Expulsions, Betrayals, Shifting Loyalties, Reconciliations, and Home Comings.’ Loyalty has been reduced to convenience. Leaders like Ram Vilas Paswan allied with every major party. Nitish Kumar perfected the art of somersaults. Mulayam Singh Yadav faced constant inner battles, including with his son Akhilesh. Ajit Pawar shifted loyalties repeatedly for personal benefit. Eknath Shinde’s rebellion against Uddhav Thackeray destroyed the Shiv Sena.

NT Rama Rao of TDP was outwitted by his son-in-law Chandrababu Naidu in the name of protecting the party. K Chandrashekhar Rao, whose daughter Kavitha rebelled and was suspended, walked out of Naidu’s TDP, led the agitation for Telangana, founded TRS, and became Chief Minister in 2014. YS Jagan Mohan Reddy rebelled against Sonia’s Congress, founded YSR Congress, and became Chief Minister.

The cycle continues with mechanical certainty. Indian politics has reduced loyalty to a matter of time. Whether Kavitha continues to rebel or makes a homecoming depends on the script and screenplay. The question is when and under what banner this will be staged, which is the larger irony of our democracy. A system meant to be built on ideals and collective vision has adjusted itself to shifting alliances and negotiated comebacks.

Suspensions like Kavitha’s hardly evoke shock; they are seen as temporary interludes in a larger game where loyalty is measured not in principle but in relevance. The very idea of homecoming and rebellion for personal benefit has acquired sanctity in Indian politics. ‘Suspensions, Expulsions, and Homecomings’ have become routine. History has conditioned us to expect Kavitha’s homecoming, sooner or later, because no door in Indian politics is ever fully shut.

The revolving door may pause, but it never locks. Every suspension is a negotiation for revival, every exit a preparation for return by another route into the same house. The only uncertainty is time-days, months, years, or a single election cycle. Kavitha’s suspension and possible homecoming are not confined to one state or party but are a ‘Microcosm of a National Malaise.’

The constant churn prevents stagnation, ensures that no leader is permanently silenced, and keeps political competition alive, even if not always noble. In this sense, every rebel and every homecoming reflect the adaptability of a system that continues to survive, despite its many contradictions.

Yet, if viewed with some optimism, such episodes also reveal the dynamism of Indian democracy, where dialogue rarely ceases and reconciliation remains possible.

Meanwhile, Kavitha has chosen to quit as MLC and resign from BRS Membership. Chief Minister Revanth Reddy described the entire affair as ‘Internal Squabbles in the BRS and disputes in the family, because of a disagreement over distribution of ill-gotten money!!!’

Genesis and Evolution of Business Chains

As I drive in the streets of 434-year-old Hyderabad City, where I have been living for over six decades (Since 1962), I am awe struck and amazed at the scale of development with high rise glass towers, traffic ridden flyovers crisscrossing city’s skyline, gigantic malls, multiplexes dazzling with global luster, huge structured Hotels and Hospitals, dazzling beauty parlors, bars etc. emanating invisible, constant, unsettling radiation everywhere. This undeniable and impressive development often leaves me dumbfounded, while also making me reminisce the ‘Hyderabad Special Evening Showers’ that once brought relief and fragrance to the soil, the gentle breezes that caressed, the compulsion requiring to cover with thick bedsheets in the nights to protect against cold weather etc.

The streets echo not simplicity of life but ugly consumerism, where absence of modest provision stores, cart hotels, vegetable shops etc. are strikingly visible. An affordable tailor or barber, shoe repairer, duplicate key maker etc. is impossible to find. A small vegetable shop run by a family with seasonal produce disappeared. It is replaced by a sprawling chain of retail outlets, including so called farmer-friendly Rythu bazaars. An ordinary eatery was metamorphosed into global network of luxury hotel. This paradox dazzles, devastates, and forces to rethink on development.

The shopping world revolves around Grandeur Malls such as, Sarath City Capital, GVK One, Forum Sujana, Inorbit, City Centre, Hyderabad Central etc. housing multiplexes like PVR, INOX, AMB etc. They represent the culmination of chains, a single roof under which countless outlets of global and national brands operate. Touring talkies and single-screen theater that united neighborhoods, are replaced by multiplex chains. Thus, an organized chain silences small livelihoods, commodifies human needs, causes slow death of smaller, independent shops, roadside markets, and family businesses.

In Healthcare the growth of hospital chains has converted care into commerce. Packages, corporate tie-ups, insurance-linked billing etc. are normal. Clinics, dispensaries, and nursing homes disappeared. Specialty, Super Specialty, and Multi-Super Specialty Medicare such as Apollo, CARE, Yashoda, Gleneagles Global, Continental, Star, AIG etc. dominate the city with chain of multiple branches and extend reach into other states and abroad. A pharmacist-run medical shop, once guiding the community for simple health needs, is now non-existent. Chains often run without qualified pharmacists and offer unscientific discounts.

As part of Education Industry, Coaching Centers like Narayana, Sri Chaitanya, Aakash Institute, Allen Career Institute, FIITJEE, Vibrant Academy, TIME etc. stretching across cities and states, have multiplied into hundreds of outlets. Construction of a house, once handled by an individual mason or small builder, has morphed into a colossus, with builders and developers calculating common area almost equal to actual living spaces. Corporate Entities such as, My Home, Prestige, Lodha, Vasavi, Aditya, Ramky etc. with their high-rise towers that follow the same template in every city, are awesome.

In Hospitality Sector, Business Chains like Taj Group of Hotels, Marriott, Courtyard, Fairfield, IHG, Wyndham, Accor, Oberoi Group form part of a worldwide network. Catering has become branded chains too. UTSAV, an award-winning vegetarian catering service, is one among the many that have brought scale, organization, and branding. MERAGI offers event design and wedding planning across cities, Hyderabad being one of its significant markets. Communication networks like Airtel, Jio and Vodafone bind Hyderabad seamlessly into nationwide and global systems.

Banking too is led by chains of public and private banks with uniform practices. Customers enjoy speed, reach, and global access, notwithstanding the fact that, decisions are driven by algorithms rather than understanding. Fuel stations of Indian Oil, Bharat Petroleum and HPCL mark every stretch of highway and city corner. Liquor, once sold by a maximum of half-a-dozen small shops, now sees sprawling outlets such as Tonique (recently closed), Espirito in Inorbit Mall, JNV Liquors Malls, SS Liquor Mall etc. offer the widest possible range.

The impulse to create chains of businesses, springs from a need that is both practical and aspirational. At its core, the desire to multiply success, to ensure continuity of standards, and to meet a growing market across geographies transforms a lone establishment into chain. Even centuries ago, there were multiple business outlets. Families that traded in spices established several shops, strategically placed along key ports, caravansaries, or market towns. These families became anchors of community life, shaping norms of trust, lending, hospitality, and dispute settlement. From such an honest genesis of chains, their speedy evolution has been like Alwin Toffler’s ‘Future Shock,’ a condition where individuals struggle to adapt to the overwhelming pace of life.

Managerial hierarchies, investor backing, and aggressive strategies transformed the chain as an impersonal, system-driven engine of growth. Chains which confined within national boundaries were compelled to adapt to cross-border demands. Customer reviews, social media conversations, rise of start-up culture have become challenges of Chains. Despite Chains reshaping economies and social relations by bringing scale, efficiency, uniformity, and aspiration, they may weaken personal bonds, erase local diversity, and foster a culture where value is measured more in transactions than in relationships. Eventually, few chains consciously began to adapt to local cultures, introducing local flavor menus in international restaurants.

The idea of a chain is not confined to markets and businesses alone; it quietly seeps into the very structure of governance and politics. What once began as the humble panchayat meeting under a tree or the small gathering of townsfolk to resolve disputes has, over time, transformed into chains of institutions. Governance itself today is a complex chain, each link bound to another, local bodies to state governments, state governments to the center, and the center to global commitments. Politics, too, is not immune. In bureaucracy, the chain is most visible in the hierarchy itself. At the global level, nations are no longer islands but links in an intricate global chain. The logic of the chain reflects both necessity and vulnerability.

Hyderabad, founded 434 years ago, on the banks of the Musi, began as a compact city of a few dozen square kilometers with its population limited to a few lakhs, bustling around Charminar, Chow Mahalla, and the bazaars of the walled town. When I first stepped in, sixty-three years ago, it had already grown into a modest capital where the old city was joined by Secunderabad, the cantonment, and new residential colonies, together forming the ‘Twin Cities’ spread over roughly 175 square kilometers with a population nearing a million.

Broad roads, familiar faces, and a leisurely pace still defined life. Over time, Cyberabad rose with HITEC City and Gachibowli, turning the capital into a ‘Tri-City’ of over 650 Square Kilometers under GHMC limits, hosting nearly one crore people. HMDA covering more than 7000 Square Kilometers, encompassing the metropolitan region, including mandals, and villages surrounding the city, Hyderabad is preparing itself as a ‘Future City’ that includes HYDRA limits, and a specific development Project envisioned as an ultramodern, sustainable, and net-zero carbon city. The Secretariat as an emblem of this transformation, reflects the mega-metropolis of industry, education, health, IT, and culture.

This gradual expansion of geography and population has been both rational and inevitable. A city that once managed small neighborhoods now governs global aspirations. From a medieval capital of minarets to a national hub of IT corridors and aerospace parks, Hyderabad’s journey reflects the continuity of vision carried forward by successive governments, each adding layers of growth. Despite the visible excesses of malls, multiplexes, and towers, I cannot deny that this development was indispensable.

Without it, Hyderabad would not have sustained its exploding population, nor could it have emerged as one of India’s foremost global cities. What was once a city of evening showers and quiet bazaars is today a ‘Tri-City’ aspiring to be a ‘Future City’ - resilient, expansive, and inclusive, a place where my amazement and my silent tears coexist.

The Way Forward for Telangana New Education Policy : Vanam Jwala Narasimha Rao

 The Way Forward for

Telangana’s New Education Policy

Vanam Jwala Narasimha Rao

The Hans India (15-09-2025)

{I feel such an exemplary initiative by Revanth Reddy, instead of a total revisit, can be a thoughtful continuum, drawing from these proven frameworks, but tuned to the aspirations of today’s learners, teachers, and society at large, which he himself has suggested} – Synoptic Note by Editor, Hans India

Telangana Chief Minister A Revanth Reddy speaking at the 2025-Teachers’ Day Celebration, has announced that, ‘Telangana New Education Policy (TNEP)’ to bring significant reforms for providing quality education to all sections would be introduced soon. Earlier, TG Government formed a committee, with Dr K Keshava Rao, as the Chairperson, for formulation of this policy to serve as a guiding document for ‘Telangana Rising 2047’ keeping in view the ‘National Education Policy (NEP)-2020’ guidelines, the specific education needs, aspirations of the State, and then submit its report by October 30.

The History of National and State Educational Polices has been a complex combination of achievements and failures, often associated with whims and fancies of Political Leadership. Yet, the system has come to stay as a Challenge meeting the earlier and ever-changing needs. Dr DS Kothari, Indira Gandhi, Rajiv Gandhi, PV Narasimha Rao, and the recent initiative of Prime Minister Narendra Modi through Kasturirangan, Union Governments brought many policies.

The 1966 Kothari Commission, formally the Education Commission, under the leadership of Dr DS Kothari, in its ‘Education and National Development’ report, recommended the common school system, the 10+2+3 structure, a focus on equity and scientific temper.

Based on the Kothari Commission’s Recommendations, Indira Gandhi’s National Policy on Education (NPE) framed in 1968, emphasized compulsory education for children up to 14 years, three-language formula, and focus on science and mathematics. Rajiv Gandhi’s ‘Challenge of Education: A Policy Perspective’ (1985) with inputs from K C Pant set the tone for yet another policy.

It was PV Narasimha Rao, as the then HRD Minister, who piloted the 1986 National Policy on Education (NPE)’ focusing on universal access, adult literacy, Navodaya Schools, teacher training, and women’s empowerment. PV as Prime Minister, updated in 1992 with the support from the then HRD Minister Arjun Singh. The framework was reinforcing decentralization, curriculum renewal, and vocationalization, the process of integrating practical skills, technical knowledge, and career-focused subjects into a general education curriculum.

It is worth noting that this 1992 policy, crafted with foresight and political sensitivity, stood the test of time for nearly twenty-eight years without being replaced. Few Education Policies in the world have enjoyed such longevity. Its balanced approach, rooted in equity, relevance, and pragmatism, meant that successive governments across the political spectrum continued to adopt and implement it without questioning its fundamentals. This silent durability itself is an extraordinary tribute to the Congress Leadership of that era and to the craftsmanship of Telanganite PV Narasimha Rao as both thinker and statesman. Since then, there was no new policy as such.

However, initiatives like Professor Yash Pal’s National Curriculum Framework, the Sarva Shiksha Abhiyan, the Right of Children to Free and Compulsory Education Act, Sam Pitroda’s National Knowledge Commission, and reform committees such as those chaired by Yashpal and TSR Subramanian steadily prepared the ground from time to time.

Dr Krishnaswamy Kasturirangan, former Indian Space Research Organization (ISRO) Chief, gave shape to the National Education Policy, NEP-2020 with Prime Minister Narendra Modi’s touch, replacing 10+2 education system with 5+3+3+4 structure. The idea has been to promote Flexible, Multidisciplinary, and Learner-Centric Education with a focus on foundational literacy, vocational integration, multilingualism, and digital learning. Parallelly, the DoPT, with support from ‘Professional Master Trainers’ like MP Sethy, who anchored successive National Training Policies (1996 and 2012), strengthened the training ecosystem to enable civil services move towards a competency-based model from mere capacity-building one.

Against this rich bank of policies, Chief Minister Revanth Reddy desires to have New Telangana Education Policy. Having served as Librarian for 15 years in a State Government Junior College and in BHEL Higher Secondary School (Kendriya Vidyalaya Model), and later as Senior Faculty for 9 years at the State Government’s Apex Training Center Dr MCR HRD Institute, I feel such an exemplary initiative by the TG CM instead of a total revisit, can be a thoughtful continuum, drawing from these proven frameworks, but tuned to the aspirations of today’s learners, teachers, and society at large, which CM himself has suggested.

Each of these efforts carried the same spirit, broadening access, enriching quality, and reducing inequity. The real challenge, as experience shows, was never the articulation of vision but its faithful execution on the ground. Telangana now stands at a juncture where it can learn from both the triumphs and shortcomings of these national experiences. The state’s own Education Policy must ensure that every child, regardless of social or economic background, experiences the dignity of quality learning. It should connect school education seamlessly with vocational and higher learning, while simultaneously investing in teacher training.

Chief Minister Revanth Reddy has, therefore, a historic opportunity, an opportunity to take forward the intellectual legacy of Kothari, Indira, Rajiv, KC Pant, PV, Arjun Singh, Modi, Kasturirangan, and many unsung teachers, trainers, professionals, and administrators, but adapt it meaningfully to Telangana’s unique context.

If this policy succeeds in bridging aspiration with delivery, vision with practice, it will not only stand as Telangana’s pride but also as a model for the nation. While shaping this policy, Keshav Rao may thoughtfully embrace the principle of ‘Dynamic Boundaries’ that allow growth and adaptation rather than static frameworks of temporary politics or narrow compulsions. The noble task ahead is to revive and rejuvenate the education sector that was grievously neglected by the BRS regime.

As CM preferred in one of the review meetings, unveiling a ‘Comprehensive Policy Document’ with a practical, results-oriented approach, through quality primary and higher education would be a ‘Laudable Idea Indeed!’ Dr K Keshava Rao, Chairperson of the Committee, revered as an ‘Authority in Education Policy Formulation’ whose ‘Encyclopedic Wisdom, Insightful Scholarship, and Voracious Engagement with Knowledge’ command universal respect, will certainly come out with such a policy, echoing Chief Minister Revanth Reddy’s words,

The four ingredients, for serious consideration before drafting a healthy policy are: Education, Learning, Training and or Appropriate Deschooling (A process for children and parents alike when transitioning from traditional school to homeschooling). Learning as defined by Oxford English Dictionary is Getting Knowledge or Skill or Ability to do, by study, experience or being taught, which seldom takes place in our ‘Educational Systems.’ Who is to be made responsible for identifying learning needs of pupil or student is ambiguous.

If learning takes place without it leading to any worthwhile improvement, despite well meaningful policies on paper, it has no meaning. If only Learning from primary stage itself is clubbed with Contextual Appropriate Training by a Professional Teacher-Cum-Trainer, and later the methodology is shifted from ‘Pedagogy to Andragogy’ when the ‘Pupil Transforms as Student, or Child to Adult’ can the result be better and more complete.

Learning only through teaching especially as the child grows, which is a critical factor for success, may take time to achieve success, or even may be wrongly directed. Andragogical practice treats the learning-teaching transaction as the mutual responsibility of learner and teacher cum trainer who is more of a catalyst than an instructor, more of a guide than a source of all relevant information. Education and Learning integrated with contextual Training, concentrating on skills development, which are indispensable in the everchanging modern society for acquiring ‘Confidence, Competence, and Commitment’ are desirable.

A thought may also be given for a ‘12-Year Comprehensive Education’ covering Vedic Studies, Upanishads, Shastras, Sanskrit, etc. instilling values of compassion, service, modern education including communication, computer skills, and formal academics in tune with Telangana State Open Board Society curriculum, before moving to Degree or professional courses.

If executed with foresight, ‘Telangana’s New Education Policy’ can stand not only as a tribute to its ‘Educational Legacy’ but also as a cornerstone for Telangana Rising 2047.

ఆయన ఎంచుకుని సమర్పించిన సుమారు 400 పేజీలతో కూడిన థీసిస్‌, ‘THE EMERGING TRENDS OF PHILOSOPHY OF NATURE IN TECHNOLOGICAL SOCIETY’ అనే అంశం మీద.
