The Telangana Government may move towards declaring training as an identified priority area for focus in the Government by launching a unique State Training Initiative (STI). This would systematically build training capabilities and demonstrate training to be a tool in performance enhancement at individual, group and organizational level. Training should also be made as an important responsibility area of District Collectors by designating them as the Training-Commissioners of their respective districts as well as that of Heads of Departments, to oversee the entire training activity at the state level. Each district and department should also have one Training Coordinator to implement the training.

The broad structure and framework for capacity building as well as implementation of training should envisage among others that each employee should have an opportunity to attend at least one training program in a year exposing them to government welfare and development programs and schemes. Systematic Identification of training needs at task, job, group and organizational level has to be carried out.

Management of Training
To begin with, a three-day Workshop on Orientation to Management of Training (O-MOT) may be organized to All India Service Officers who head departments at secretariat, department and district level. This would be basically to provide opportunities for discussion on the proposed State Training Initiative and understanding their role as well as to seek their commitment to training function. Every training coordinator must be exposed to Management of Training (MOT).

The training methodology envisaged, should focus not only on the building up of the knowledge-skill base of the employees, but, more importantly, develop the right attitude in them to make them capable of serving the public, who constitute government’s client, more efficiently and effectively. The entire training activity in the State Government may be watched over, guided and reviewed by some sort of a State Training Council to be chaired if necessary, by the Chief Minister himself and to include leading experts drawn from the fields of training and training management.

Types of Categorization
Assessment of training requirements should be initiated based on the individual employee's perception of his/her own training requirements to which the perception of the HOD/ Government (in other words organization requirement) could be added. Heads of Departments are to be made responsible for preparation and implementation of Annual Training Action Plans for their respective departments, including projecting their budget requirements. 

The Dr MCR HRD Institute may be the coordinating body. Other state training institutes and ASCI may be involved. Four types of categorization of public functionaries depending on their job responsibilities needs to be made, namely, Policy level, Administrative level, Implementation level and Support level functionaries.

The Policy level may consist of Ministers, Legislators, Senior All India Service Officers of the rank of secretaries and above and are to be trained in Organizational Behavior packages. Administrative level may comprise of HoDs and other All India Service Officers below the rank of secretaries. Executive level may consist of field level staff holding crucial and key positions up to the Mandal level. Support level may consist of remaining employees like clerks, office superintendents, other subordinate staff etc. It may also be made mandatory to identify about 5000 to 10000 key and strategically placed state government and public functionaries throughout the state for specific coverage of their training needs by developing special packages for improving their commitment and performance.

  In this context it may be appropriate to utilize the services of Dr MCR HRD Institute of Telangana the apex training institute of state government. The Institute originally called as Institute of Administration (IOA) was set-up to serve the general training needs of the civil servants of the State in March 1976 consequent to the recommendation from Government of India. It is supposed to be one of the topmost training institutions in the world. The MCR HRD Institute is an Institute of Excellence for public management.    

The premier administrative training Institute of Telangana has well-qualified, experienced, hardworking and dedicated team which include senior All India Service Officers and State officials and also eminent faculty drawn from various Institutes of higher learning. Institute has recently completed forty years of its existence. About 15,000 officers, including from All India Services and Central Civil Services from across the country, attend the training programs in the Institute every year. 

The mandate given to HRD Institute when established, was to conduct Foundational Training Programs for direct recruits to various categories of civil services, including the Indian Administrative Service; to conduct Refresher Courses on State policies, programmes and initiatives for all categories of in-service personnel; to conduct Specialized Training Programmes and to conduct Department Specific Training Programmes etc. It continues to discharge these functions even now.  

Training Coordinators
Following discussions with all Secretaries to State Government and Heads of Departments as well as Heads of other State Training Institutions, Training Coordinators were nominated in all departments and districts and were made responsible for exclusively handling the work relating to the Training Initiative in the concerned department, organization and office. They still continue to be there and their services may be utilized.   

Assessment of the training needs of the department, determination of the volume of the training requirement, preparation of department or district training plan, projection of budget to meet the training needs of the staff and coordinating all training related activities with the Apex Body formed part of Training Coordinator’s responsibilities.

Against this background in 1996, Government of India released the National Training Policy (NTP) document (which was later updated in 2012) with an indication to all states that action be initiated for formulation of a State Training Policies on the lines of the National Policy. Towards this as a first step the HRD Institute during 1997 organized series of three-day workshops for assessing training needs of various categories of government employees. In the Mission Statement of HRD Institute it was envisaged that the Institute committed to providing up-to-date relevant training for all categories of state government employees, providing training to improve efficiency and effectiveness of government functionaries, and developing itself as a quality training institution.

The erstwhile AP government issued orders nominating the District Collectors as the Training Commissioners (Hope they still continue so) of their respective districts to oversee the entire training activity and to keep a watch on the progress made in each department. It was also made obligatory that they send their progress reports to the Commissioner of Dr MCR HRD Institute. The Institute as a nodal agency also set-up revised goals and objectives making it mandatory for cent percent coverage of training for all government employees.

Against this rich background of Dr MCR HRD Institute, it may be meaningful to make use of its services once again to impart systematic training for all public functionaries.

          సీతాదేవిని అపహరించిన కారణాన కలిగిన దుఃఖంవల్ల బాధపడే రాముడిని, శోకం వల్ల తపించే రాముడిని, ప్రళయకాలాగ్నిలాగా లోకాలను సమూలంగా కాల్చివేద్దామన్న పరుషగుణం వహించిన రాముడిని, ఎక్కుపెట్టిన విల్లు నీడ చూస్తున్న రాముడిని, వేడి నిట్టూర్పులు విడుస్తున్న రాముడిని, సర్వప్రాణి సంహారం చేయడానికి విజృంభించి ప్రళయకాల రుద్రుడిలాగా వెలుగుతున్న రాముడిని, శత్రుసంహారం కొరకు తప్ప ఎప్పుడూ కోపం తెచ్చుకొని రాముడిని చూసి లక్ష్మణుడు పెదవులు ఎండిపోతుంటే, ముఖం వెల-వెలపోతుంటే, ఆయనతో ఇలా అన్నాడు.

“అన్నా! నువ్వు సర్వదా జగాలకు మేలుచేయడానికి ఇష్టపడే వాడివే. కోపం లేనివాడివే. మృదుస్వభావుడివే. ఇలాంటి నువ్వు ఇప్పుడు కోపం తెచ్చుకుని నీ సహజగుణం వదలవచ్చా? ఇది నీకు ధర్మమా?  చంద్రుడిలో లక్ష్మి, సూర్యుడిలో విశేషప్రభ, భూమిలో అమితమైన ఓర్పు, వాయువులోని గమనించే గుణం, స్థలనం లేకుండా స్థిరంగా వుండే నైజం....ఇవన్నీ వాటిలో ఒక్కొక్కటిగానే వుంటాయి. నీలో ఇవన్నీ మరింత కీర్తితో శాశ్వతంగా కాపురం చేస్తున్నాయి. ఇలాంటి నువ్వు లోకాలను బాధించడం న్యాయమా? శాంతించమనీ, ఒర్చుకోమనీ అంటున్నానని ప్రశ్నిస్తావేమో? ఇంతసేపు ఓర్చుకుంటే ఎవరైనా నీ స్థితి ఏమిటి అని కానీ, ఎందుకు ఏడుస్తున్నావని కానీ, సీత ఇక్కడ వున్నదని అన్నవాడు కానీ లేరు.....ఎంతకాలం ఓర్చుకున్నా ఫలితం ఇదేకదా అని అంటావేమో?”

“అన్నయ్యా! అలాకాదు. ఉరు-పేరు తెలియనివాడు ఎవడో ఒక్కడు చేసిన నేరాన్ని కనిపెట్టే శక్తిలేక లోకాన్నంతా నాశనం చేయడం న్యాయమా? ఇలాంటి పని చేయకూడదని నువ్వే నాకు ఒకసారి చెప్పావు కదా? విరిగిన ఈ రథం ఎవరిదో, ఎందుకు ఎవరివల్ల విరిగిందో అనే విషయం మనం విచారించి తెలుసుకోవాలి. విరిగిన గుర్రపు గిట్టలను, దొరలిన చక్రాల కమ్మలను, నేలబడ్డ నెత్తురు బొట్లను, పరిశీలించి చూస్తే ఇవన్నీ ఒకడివే అనిపిస్తున్నది కాని యుద్ధంలో రెండవవాడు వున్నట్లు లేదు. సైన్యం పోరాడినట్లు కనిపించడంలేదు. అలా అయితే, ఒక్కడే తన రథాన్ని తానే విరగగొట్టుకుని, తన సారథిని, గుర్రాలను తానే చంపుకుంటాడా? కాబట్టి, ఇవన్నీ నువ్వు ఆలోచించకుండా ఎవడో ఒకడి కోసమని లోకమంతా నాశనం చేయడం మంచిదా? రాజైన వాడు మృదుత్వం, శాంతి కలిగి ఎప్పుడు-ఎవరిని-ఎలా దండించాలో అలాగే చేయాలికాని ఇష్టం వచ్చినట్లు ఎవరిని పడితే వారిని కఠినంగా దండించతగునా?”


“ఎవడో ఒకడు అపరాధం చేస్తే దాన్ని లోకమంతా ఒప్పుకున్నాడని భావించి, ఆ లోకమంతా వధ్యమని నువ్వు అనుకోవడం పొరపాటు. ఎందుకంటే, తమ రక్షణ కోరే సర్వభూతాలను రక్షించగలవాడివి నువ్వు ఒక్కడివే కాని వేరొకడు లేడు. అలాంటివారు పొందదగిన, శ్రేష్టమైన, కీర్తించతగిన పరమగతి కూడా నువ్వు తప్ప వేరొకరు కారు. ఇలాంటి నీకు ఆపదవస్తే ఎవరైనా సంతోషిస్తారా? సహాయం చేసే సామర్థ్యం లేక కొందరు, తెలియక కొందరు వున్నారేమో కాని నీకు అపరాధం చేయతలచిన వారెవరూ వుండరు. యజ్ఞంలో ఋత్విక్కులు దీక్ష తీసుకుని, యజ్ఞం చేసేవాడి కీడు కోరితే అది వాళ్ళకే నష్టం కాబట్టి అలా చేయరు. మేలే కోరుతారు. అలాగే దేవతలు, గంధర్వులు, దానవులు, కొండలు, నదులు నీకు దుఃఖం కలిగించరు. నిబ్బరిమ్చుకుని ఆలోచించు”.

“చేతిలో విల్లు పట్టుకుని, నేను నీకు తోడురాగా తపస్వుల సహాయంతో సీతను అన్నిచోట్లా వెతుకుదాం. పర్వతాలలో, అడవుల్లో, గుహలలో, నదీతీరాలలో, కలువల కొలనుల్లో, దేవతలుండే స్థలాలలో, ఓర్పుగా, హెచ్చరికగా వెతుకుదాం. మనం చేయాల్సినదంతా చేసిన తరువాత. అప్పటికీ దేవతలు మంచితనంగా సీతను సమర్పించకపోతే, అప్పుడు ఏది ఉచితమో ఆ పని చేద్దాం. అప్పుడది చేస్తే న్యాయంగా వుంటుంది. నీమీద నింద పడదు. మంచి మాటలవల్ల, మంచి నడవడి వల్ల, వినయం వల్ల సీతాదేవి లభించకపోతే, సాదుమనస్సుకల ఓ రాజనందనా, అప్పుడు నీ ఇష్టం వచ్చినట్లు చేయి. వజ్రాలలాంటి కఠోరమైన బంగారు పింజల బాణాలతో నీ ఇష్ట ప్రకారం లోకాన్ని భస్మం చేయి”, అని అంటాడు లక్ష్మణుడు రాముడితో.

            The meticulously drafted RTI Act should continue functioning the way it was conceived without any amendment enabling it to serve its purpose with complete integrity.

The recent controversial amendment to certain provisions of Right to Information Act 2005 was a threat to the very existence of the institution. Several opposition parties as well as activists feel that squeezing of RTI means that the Government may threaten or lure the Chief Information Commissioner and Information Commissioners to suit its political exigencies. The amendments made changes in the terms and conditions of appointment of the Chief Information Commissioner (CIC) at the Centre and the Information Commissioners in states. The fixed tenure of five years for the CIC and the ICs was done away. Their salaries too have been altered. Both will now be separately notified by the government of the day. The original RTI Act was passed after it was discussed and cleared by the Parliamentary Committee on Personnel, Public Grievances, Law and Justice. It recommended the level of the Chief Election Commissioner for the CIC and that of Election Commissioners for the ICs respectively.

To recall the genesis, need, concept and evolution of the RTI Act it may be appropriate to trace the roots since the days of earlier NDA government or to that matter the days when Inder Kumar Gujral was Prime Minister. When the then NDA government though enacted the Freedom of Information Act it did not frame the rules and regulations and as a result the Manmohan Singh UPA government brought the RTI Act on June 21, 2005. Though the then President APJ Abdul Kalam gave his assent on June 15, 2005 he went on record that confidentiality of communication between the Head of State and Head of Government should be maintained. He further emphasized that notings by bureaucrats on files should also be privileged as otherwise it could adversely affect the decision-making process. He however expressed the view that the legislation is an empowering tool and added that, "the Right to Information can provide immense relief to people who feel they have been wronged”. It is rarely seen an Act of this sort anywhere in the world which was framed with meticulous care.

The strong driving force behind RTI Act was undoubtedly the nine-point Action Plan adopted in the Chief Ministers’ conference chaired by the then PM IK Gujral held in May 1997 on the eve of 50 years of independence. The conference observed that even after (by then) 50 years of independence people have growing doubts on state and central governments and to justify the trust of the people an action plan containing the components of Accountability, Transparency and Citizen friendly government was necessary. In the process the Chief Ministers and the Prime Minister irrespective of party affiliations agreed upon enacting Freedom of Information Act and to make it a success every government department should draft citizen charters and establish public facilitation and information centres. Unfortunately, in majority of states either all these three or one or more remained only on paper and for namesake. The RTI Act provisions generated lots of hopes in citizens.  The main reason for enacting such a law was that the democracy requires an informed citizenry and transparency of information is vital to its functioning.

The question was what constitutes an information? The answer is simple…information means any material in any form including records, documents, memos, e-mails, opinions, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material etc. held by any public authority. Any authority or body or institution of the government including non-government organizations substantially financed by government is a public authority and they are expected to maintain all its records. All this information shall be widely disseminated in public domain and in an easily accessible format. Each public authority shall appoint Public Information Officers (PIO) who are responsible to provide information when a citizen seeks. In case if the citizen does not get a response from the PIO within the prescribed time, he or she has a right to approach the Information Commission for redressal and the concerned Commissioner (s) initiate appropriate action against the PIO who fails to give information.

Couple of doubts still haunt the citizen in the implementation of the Act despite formation of commissions in some states and centre. Is it possible for the government to commit to “provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities” as stated in the Act? Each and every government department unless otherwise committed to the Act this is not possible. Every Public Authority shall, as per the Act, maintain all its records duly Catalogued, Indexed, Computerized and Connected through a network all over the country as well as publish within four months from the enactment of this Act, the particulars of its Organization, functions, powers and duties of its officers and employees besides the procedure followed in the decision-making process. How many have done this? In addition, they should publish within four months from the enactment of this Act the budget allocated, proposed expenditures, reports on disbursements, manner of execution of subsidy programmes, facilities available to citizens for obtaining information, working hours of a library or reading room and names, designations and other Particulars of the Public Information Officers as Single Point of Contact. It is debatable as to how many adhered to this as of now either in the country or in the states.


Act did not define the phrase “substantially financed” and as a result Non-Government organizations (NGO) ignored their obligations under the Act. The second Administrative Reforms Commission’s recommendation that organizations which perform functions of a public nature that are ordinarily performed by government or its agencies, and those which enjoy natural monopoly may be brought within the purview of the Act is yet to be implemented.

Any Organization (Government or Non-Government) may take shelter under clauses…” There shall be no obligation to give any citizen such information which is classified as “disclosure of which would prejudicially affect”. Does this provision not amount to limitations?

Some Pro-Active Initiatives may perhaps help in better implementation of the Act. They are: Identification and analysis of citizens information needs; Developing Active Public Information Tools and Techniques like briefings, central information contact, information hot line, technical assistance, simulation games, information centers and field offices, expert panels, field trip, open houses, community fairs etc.

Finally, in a country like ours where nothing is practicable without political influence and interference, identification and appointment of persons of eminence in public life with wide knowledge and experience in different fields, as required in the Act, for the positions of Information Commissioners is a Herculean task.

While this has been the scenario the Government’s decision to amend the act to suit its requirements is unhealthy and further diminishes the strength of the Act. Let the Indian Right to Information Act remain as the best in the world as was originally conceived and passed by Manmohan Government. 

What Citizens are saying is treat us with courtesy and respect, make things easy for us, provide reliable and timely help, give us choice and voice and shift from rules driven procedures to citizen service driven procedures. Any direct or indirect control on the Act amounts to infringement of citizen’s right.

తెలంగాణ రాష్ట్రం నూతన సచివాలాయాన్ని నిర్మించాలని తలపెట్టి, ప్రస్తుతమున్న పురాతన భవనాలను కూల్చే ప్రయత్నంలో వుంది. ఇది పురాతన కట్టడమనీ, వారసత్వ భవనాల లెక్కలోకి వస్తుందనీ కొందరు అభ్యంతరాలు పెట్టడం కూడా జరిగింది. ఇదంతా ఒక ఎత్తైతే, సచివాలయ భవనం పునాదుల్లో గుప్తనిధులున్నాయన్న వార్తలు ప్రచారంలోకి వచ్చాయి. నిజాం నవాబులు సచివాలయ నేలమాళిగలలో అంతులేని నిధులు భద్రపరిచారానీ, సచివాలయం కూల్చి వేస్తే అవన్నీ బయటపడతాయనీ కొందరంటున్నారు. నిజానిజాలు కూల్చిన తరువాత కానీ బయటపడవు. కనీసం నిధుల అన్వేషణ కొరకైనా పురాతన భవనాలను కూల్చి వేస్తే మంచిదేమో! 
  
ఇదిలా వుండగా, హైదరాబాద్ నగరం నడి బొడ్డులో, రాష్ట్ర సచివాలయానికి కూత వేటు దూరంలో, విద్యారణ్య పాఠశాల ఆవరణకు ఆనుకుని వున్న నిజాం (నేటి ప్రభుత్వ) భూమిగానే రికార్డులలో వుందని భావించిన ఒకానొక స్థలంలోని ఒక సొరంగంలో నిధి-నిక్షేపాలున్నాయన్న నమ్మకంతో తవ్వకాలు సాగాయి కొంతకాలం క్రితం. ఎప్పుడో, ఎవరో నిర్మాణ కూలీకి, అక్కడ సొరంగ మార్గం కనిపించడంతో, ఆసక్తి చంపుకోలేని ఆ వ్యక్తి ద్వారా ఆ నోటా-ఆ నోటా బడి ఆ సమాచారం బయటకు పొక్కడంతో, చివరకు పురావస్తు శాఖ అధికారులు, అధికారికంగా, తవ్వకాలు చేసే వరకూ పోయింది అప్పట్లో ఆ వ్యవహారం. ఈ నేపధ్యంలో అప్పుడు వినిపించిన కథ కూడా ఆసక్తికరంగానే వుంది. ఆ కథ నిజమైనా కావచ్చు లేదా అల్లికా కావచ్చు.

ఆ నిర్మాణ కూలీ తాను కనిపెట్టిన సొరంగ మార్గం గుండా వెళ్లినప్పుడు అతనికి ఇనుప తలుపొకటి కనిపించిందనీ, దాని రంధ్రంలోంచి చూస్తే బంగారు-వెండి నిక్షేపాలు, నగలూ-నాణాలూ కనిపించాయని, దాంతో కళ్లు చెదిరిపోయిన ఆ వ్యక్తి వాటిని తవ్వి తీసే మార్గం తెలియక సహచరులను సంప్రదించాడని, అంతా కలిసి కోల్ ఇండియాలో పనిచేసే ఓ అధికారికి విషయం చెప్పారని, ఆయన, వాళ్లు కలిసి పురావస్తు శాఖ అధికారులకు తెలియచేశారని, దరిమిలా తవ్వకాలు ఆరంభమైనాయనీ పత్రికలలో కథనాలు వచ్చాయి అప్పట్లో. వీటిలో నిజానిజాలెంతవరకున్నా, తవ్వకాలు జరిగింది మాత్రం వాస్తవం. ఏదో ఒకటి బయట పడ్డట్లు సమాచారం. అవి నిధులో కాదో నిర్ధారణ మాత్రం కాలేదు. ఇక ఇప్పుడు సచివాలయ తవ్వకాలలో నిధినిక్షేపాలుంటాయా? వుండవా? అనేది మిలియన్ డాలర్ల ప్రశ్న! ఒకవేళ వుంటే అవి ఎవరికి చెందాలనేది మరో యక్షప్రశ్న.

ఈ కథలో అంతర్లీనంగా వున్న మరో కథ, పోనీ, వాస్తవం: నిజాం నవాబు, ఆయన ఇచ్చిన భూమిలో పాఠశాల నిర్మించిన మహబూబ్‌నగర్ జిల్లా వాసి  రాజా రామేశ్వర రావు గత స్మృతిగా నిలిచిపోయిన అలనాటి (నేటి విద్యారణ్య) పాఠశాల భవనం. నిజాం సంపదగా చెప్పుకుంటున్న నిధులున్నది ఇక్కడే! ఇంతకీ తవ్వకాలు జరుగుతున్న భూమి రాజా రామేశ్వర రావుకి చెందుతుందా? లేక నిజాం ఫర్మానాల ఆధారంగా అదింకా నిజాందేనా? ప్రస్తుతానికి నిజాం లేడు కాబట్టి అది రాష్ట్ర ప్రభుత్వానిదా? భూమి ఎవరిదైనా నిధి నిక్షేపాలను, బంగారం లాంటి లోహాలను పకడ్బందీగా పసిగట్టే టెర్రెస్ట్రియల్ స్కానర్లు, ఇతర పరికరాలతో సర్వే చేసి మరీ నిధిని బయటకు తీసే ప్రయత్నం చేసింది అలనాటి ప్రభుత్వం. నిజాం నగలు అక్కడుండడానికి కొన్ని కారణాలనూ బయటపెట్టారు కొందరు పురావస్తు శాఖ అధికారులు. వారి దగ్గర వున్న ఆధారాల ప్రకారం విద్యారణ్య పాఠశాల సమీపంలో బయటపడింది  రెండో స్ట్రాంగ్ రూమ్ అనీ, మొదటిది హోం సైన్స్ కాలేజీలో ఉందనీ, దాన్ని ఏడాది క్రితం తవ్వి తీశామనీ, ఈ రెండూ కాకుండా మరో రెండు కూడా ఉన్నాయనీ, రికార్డుల ఆధారంగా చూస్తే కొన్ని వేల కోట్ల రూపాయల విలువైన ఆభరణాలు వీటిలో ఉంటాయనీ ఒకరిద్దరు పురా శాస్త్ర అధికారులు పేర్కొన్నారు. ఇంతకీ అంతుచిక్కని ప్రశ్న "హోం సైన్స్ కాలేజీ" లో బయటపడ్డ స్ట్రాంగ్ రూమ్‌లో దొరికిన నిధుల విలువ ఎంత? ఆ నిధులేమయ్యాయి? ఎవరూ మాట్లాడలేదు. ఒకవేళ బయటపడితే ఎవరి అధీనంలోకి పోయాయో తెలియదు.

ఈ నేపధ్యంలో, అప్పుడు హైదరాబాద్‌లో తవ్వకాలు జరిగిన విద్యారణ్య పాఠశాల ఆవరణ యజమాని రాజా రామేశ్వర రావు స్వస్థలం మహబూబ్‌నగర్ జిల్లాలోనే ఎదురైన ఒక స్వానుభవం గురించి చెప్పాలి. అచ్చు ఇలానే, నిధులున్న సంగతి ఒక కూలీ ద్వారా బయటకు పొక్కడం, ఆ విషయం మా దాకా చేరడం, అవేంటో కనుక్కుందామని వెళ్ళిన మాకు అవి (నిధులో-కావో కాని అలానే బంగారపు పోతను పోలి వున్న పోత విగ్రహం) కనిపించడం, ఏం చేయాలో తోచని మేము మీడియా ద్వారా ప్రభుత్వ దృష్టికి తెచ్చే ప్రయత్నం చేయడం, అవేవీ ఫలించక పోవడం, ఇంకా అ మిస్టరీ అలానే వుండడం (మాకు తెలిసినంతవరకు), ఈ విషయాలన్నీ పాఠకులతో పంచుకోవాలనేదే ఈ ప్రయత్నం.

ఎవరికైనా " స్వానుభవం" అనేది ఒక రకమైన "కిక్కు లాంటిదే"! అది పొందిన వారికి మాత్రమే అర్థం అవుతుంది. చంద్రమండలం మీద కాలు మోపే అనుభవం-అవకాశం అందరికీ కలగక పోవచ్చు! అందరూ ఎవరెస్టు శిఖరం అధిరోహించక పోవచ్చు! కాకపోతే, వారి-వారి పరిధుల్లో అంతో-ఇంతో కొన్ని స్వీయ అనుభవాలు కలగవచ్చు. అలాంటిదే సరిగ్గా సుమారు నలబై ఏళ్ల క్రితం, అక్టోబర్ 1980 లో మాకు కలిగింది. ఫలానా చోట నిధి నిక్షేపాలున్నాయని మా దాకా వచ్చిన వార్తలో నిజా-నిజాలు అవగాహన చేసుకోవడానికి ఔత్సాహిక బృందంగా బయలుదేరి, దట్టమైన కొల్లాపూర్ (మహబూబ్‌నగర్ జిల్లా) అడవిలో ఒక మినీ సాహసయాత్ర చేశాం. ప్రకృతి సహజంగా ఏర్పడిందో, లేక, మానవ నిర్మితమైందో అర్థం కాని రీతిలో వున్న ఒక సొరంగ మార్గంలోకి ప్రవేశించ గలిగాం. ముందుకు మాత్రం సాగే ధైర్యం చేయలేకపోయాం.
 
ఆ విషయం మాదృష్టికి  రావడానికి కొన్ని రోజుల క్రితం, మహబూబ్‌నగర్ జిల్లా, అచ్చంపేట అటవీశాఖ డివిజన్‌లోని కొల్లాపూర్ రేంజ్‌లో వున్న అడవి ప్రాంతంలో పనిచేస్తున్న ఒక కూలీ, ఒక "అడవి పందిని" వేటాడుతూ, తనకు తెలియకుండానే, ఒక గుట్టలోని చిన్న గుహలోకి జొరబడ్డాడు. ఒక్క క్షణ కాలంపాటు తనకేం జరిగిందో అర్థం కాలేదతనికి. భయభ్రాంతుడైన ఆ కూలీ, తనను ఏవో మానవాతీత శక్తులు అక్కడికి తరుముకొచ్చాయని భ్రమపడ్డాడు. వచ్చిన దారిలోనే తక్షణం వెనుతిరిగాడు. తన అనుభవాన్ని తోటి కూలీలకు వివరించి, తాను ఆ ప్రదేశంలో, రకరకాల బంగారు విగ్రహాలను చూశానని చెప్పాడు. తిరిగి ఆ గుహలోకి పోతే, మానవాతీత శక్తుల వల్ల తమకు, తమ కుటుంబాలకు ఆపద కలుగుతుందని భావించిన ఆ కూలీలు, ఆ విషయాన్ని అంతటితో మర్చిపోదామనుకున్నారు. కాకపోతే, వారిలో ఒకడు, ఆ వార్తను, అప్పట్లో అచ్చంపేట అటవీ రేంజర్‍గా పనిచేస్తున్న (స్వర్గీయ) కె. ఎస్. భార్గవకు చేరవేశాడు.


కొల్లాపూర్ అటవీ ప్రాంతం అచ్చంపేట రేంజ్‌లోకి వస్తుంది. ఏం జరిగిందో పూర్తి వివరాలతో తెలుసుకోవాలనుకున్నాడు మాకు మంచి స్నేహితుదైన భార్గవ. ఆ విషయాన్ని మాకు చెప్పాడు. అందరం కలిసి అక్కడకు వెళ్లి విషయం స్వయంగా పరిశీలించాలని నిర్ణయించుకున్నాం. మా బృందంలో నాతో పాటు, భార్గవ, ఉమ్మడి రాష్ట్ర ప్రభుత్వ ప్రధాన కార్యదర్శిగా పదవీ విరమణ చేసిన ఐఏఎస్ అధికారి జంధ్యాల హరినారాయణ్, విశ్వవిద్యాలయంలో హిస్టరీ-ఆర్కియాలజీ అధ్యాపకురాలిగా పనిచేస్తున్న ఆయన భార్య శ్రీమతి కామేశ్వరి, ప్రముఖ పాత్రికేయులు ఇండియన్ ఎక్స్ ప్రెస్ ప్రత్యేక విలేకరి స్వర్గీయ జి. కృష్ణ, అప్పట్లో ఆకాశవాణి విలేకరిగా పనిచేసి దూరదర్శన్ న్యూస్ ఎడిటర్‌గా పదవీ విరమణ చేసిన పాత్రికేయుడు భండారు శ్రీనివాసరావు, ఇండియన్ రెడ్‌క్రాస్ ఆంధ్ర ప్రదేశ్ శాఖ కార్యదర్శిగా పనిచేసిన స్వర్గీయ డాక్టర్ ఏ. పి. రంగారావు వున్నారు. మేమంతా కలిసి అక్కడకు అక్టోబర్ 1980 లో వెళ్లాం.

హైదరాబాద్ నగరానికి 160 కిలోమీటర్ల దూరంలో, నాగర్ కర్నూల్‌కు 40 కిలోమీటర్ల దూరంలో, కొల్లాపూర్‌కు 25 కిలోమీటర్ల దూరంలో, దట్టమైన అడవిలో, ఆ కూలీ చూసిన గుహలున్న ప్రాంతం వుంది. కొల్లాపూర్ నుంచి తూర్పుగా, చింతపల్లి గ్రామం దాటి, దట్టమైన అడవిలో సుమారు రెండున్నర గంటలు ప్రయాణం చేస్తే వస్తుందా ప్రాంతం. మా వెంట ఒకే ఒక్క జీపు వుండడంతో, రెండు బృందాలుగా విడిపోయి, ఒక రోజు ముందరే అక్కడకు చేరుకుని ఆ రాత్రి గడిపాం అక్కడ.

అటవీశాఖలో పనిచేస్తున్న కింది స్థాయి ఉద్యోగుల సహాయ సహకారాల వల్ల, అక్కడ పనిచేస్తున్న కూలీల సహాయం వల్ల, గుహలోకి వెళ్లడానికి, మాకు మార్గం సులభతరమైంది. మధ్యాహ్నానికల్లా బాచ్‍ల వారీగా లోపలికి వెళ్లడం ఆరంభించాం. చిన్న గుట్టలాగా వున్న ఆ ప్రాంతంలో వున్న గుహలోకి ప్రవేశించడం అంత సులువైందే మీ కాదని అర్థం ఐంది. ఒకటిన్నర అడుగుల వ్యాసం మాత్రమే వున్న చిన్న మార్గం గుండా పది-పదిహేను అడుగుల దూరం పాకుకుంటూ పోయి, ఆ తరువాత కొద్ది దూరం, కూర్చున్న భంగిమలో ముందుకు సాగి, కొంచెం తలఎత్తి-దించి వంగుకుంటూ పోతే అసలైన గుహలోకి ప్రవేశించగలిగాం. థ్రిల్లింగ్‍గా వున్నప్పటికీ, అంత చిన్న ఇరుకైన మార్గంలో ప్రయాణం చేయడం కాస్తంత ఇబ్బందిగానే వుంది. లోపలికి చేరుకోగానే, సుమారు ఆరేడు అడుగుల వెడల్పు, ఎనిమిది-తొమ్మిది అడుగుల ఎత్తు వున్న గుహ మార్గం కనిపించింది. ఇంకొంచెం ముందుకు సాగితే, అన్ని వైపుల మరికొంత వెడల్పుతో-ఎత్తుతో గుహల మార్గాలు కనిపించాయి. అలా 50-60 గజాల దూరం ప్రయాణం చేయగలిగాం. ఉక్క పోయ సాగింది. ముందుకు సాగడం కష్టమైంది. మేం ప్రవేశించిన ప్రదేశంలో, కొంచెం దూరంలో, మరికొంత దూరంలో, గదుల లాంటి నిర్మాణాలు కనిపించాయి. ప్లాట్ ఫాం లాగా, వేదిక లాగా కొంత ఎత్తైన ప్రదేశాలు కూడా కనిపించాయి. ఒక ప్రదేశంలో, ఎత్తైన వేదిక వెనుక భాగంలో, విగ్రహాన్ని పోలిన సున్నపు పోత ఆకారం కనిపించింది. చీకటిలో అక్కడ బాటరీ ఫోకస్ వేసి చూచినప్పుడు, అదంతా బంగారం లాగా కళ్లకు కనిపించింది. బహుశా అది "లైమ్ స్టోన్ ఫార్మేషన్" కావచ్చు. ఉక్క పోత తీవ్ర తరం కావడంతో ఎక్కువ సమయం అక్కడ వుండలేకపోయాం. లోపల కొన్ని విరిగిపోయిన మట్టి కుండ ముక్కలు కూడా కనిపించాయి.

అక్కడ మాతో కూలీలు చెప్పినట్లు నిధి-నిక్షేపాలున్న దాఖలాలు లేవు. పెద్దగా ఆర్కియలాజికల్ ప్రాముఖ్యత వున్నా లేకపోయినా, జియలాజికల్ ప్రాముఖ్యత తప్పకుండా వుంది. గుహలు-గుహ మార్గాలు అనేకం వుండి వుండాలి. భూగర్భ శాస్త్రజ్ఞులు అధ్యయనం చేయాల్సిందే. సహజ సిద్ధమైన గుహలుగా ఏర్పడడానికి ఎలా వీలవుతుందో తెల్సుకోవడానికి అక్కడ అధ్యయనం చేయవచ్చు. ఎలాంటి రకమైన రాతి కొండలలో గుహలు సహజంగా ఏర్పడే అవకాశం వుందో కూడా అధ్యయనం చేయవచ్చు. అలానే లైమ్ స్టోన్ ఫార్మేషన్ విషయంలోనూ అధ్యయనం చేయవచ్చు. ఆ ప్రదేశం మొత్తం పర్యాటక కేంద్రంగా కూడా ఏర్పాటు చేయవచ్చు. అక్కడకు "జటప్రోలు జంక్షన్" కొల్లాపూర్ కు పడమటి దిక్కుగా కేవలం పదమూడు కిలోమీటర్ల దూరంలోనే వుంది. ఆ ప్రదేశంలో ఎన్నో దేవాలయాలు శ్రీశైలం కృష్ణా జలాలలో ముంపుకు గురైనందున పునర్నిర్మిస్తున్నారప్పట్లో. అంటే, జటప్రోలు జంక్షన్ కు ఈ గుహలున్న ప్రదేశానికి మధ్య దూరం 35 కిలోమీటర్ల లోపే.

అప్పట్లో ఈ విషయాలను ప్రభుత్వ దృష్టికి తెస్తూ ఒక లేఖ కూడా రాశాను. ఒక పత్రికలో కూడా ఈ విషయాలను గురించి రాశాను. ఇప్పుడా ప్రదేశం ఎలా వుందో ఏమిటో తెలియదు. అందుకే, నిధులున్నాయని ఎవరైనా చెపితే, అవి దొరికినా-దొరకకపోయినా, ఏదైనా ఆసక్తికరమైన విషయం వెలుగులోకి రావచ్చు. విద్యారణ్య పాఠశాల ఆవరణలో నిధులు దొరికాయో లేదో అనేది మిలియన్ డాలర్ల ప్రశ్న! అదే విధంగా సచివాలయం కూలిస్తే నిధులు బయటపడతాయో లేదో తెలియదు.

ఏదేమైనా, మేమెళ్లిన రోజు రాత్రి "పెదవోట" అటవీ గ్రామస్థులు ఆ వూరి వాగు ఒడ్డున మాకు పెట్టిన విందు భోజనం జీవితాంతం మరువలేం!

In a country like India, where Brahmins nurtured a culture that the world look up with great reverence and awe from time immemorial, ironically, things do not seem to be all hunky dory for the very initiators of this magnificent mores. At a time when they are not getting their due share of respect and material support from the governments, Telangana State seems to be an exception.   

The first ever Brahman Welfare meeting anywhere in the country chaired by a Chief Minister of the state and attended by more than 80 from a cross section of the community was held on Sunday the 26th of October 2016 in Hyderabad. Chief Minister K Chandrasekhar Rao spoke eloquently on various hardships, issues and problems faced by Brahman Community. KCR then suggested that a well-conceived strategy and comprehensive plan of action should be evolved for the overall wellbeing of Brahmins in Telangana State.

The meeting observed that Brahmins primarily are engaged in the service to humanity, from helping the individuals to get over their day-to-day obstacles through offering Vedic remedies and performing rituals and ceremonies from birth to death. They have been also rendering help to spread the ancient wisdom, spiritual teachings and imparting Vedic knowledge.

CM KCR’s that day’s initiative ultimately led to constituting Telangana Brahmin Samkshema Parishad in January 2017 under the Chairmanship of former IAS officer and Advisor to Government, KV Ramana Chary with 17 members for taking care of Brahmins’ all-round development. It was registered as Society under Societies Registration Act for helping Brahmin Community through financial assistance in the fields of Education, Enterprise and Culture etc. The Government since 2016-17 budget so far allocated Rs 300 crores and released Rs 56.48 crores as per the requirement so far.   

Besides construction of Brahmin Sadan at Gopanapally in Hyderabad, for which the foundation was laid by the then IT Minister KT Rama Rao, the Parishad took up schemes like Sri Ramanuja, Vivekananda Oversees Education, grants to Vedapathashala, Sampradaya Vidyalaya, Honorarium to Vedic Scholars and students, Brahmin Entrepreneurial Scheme of Telangana etc.  

Keeping in view the needs of Brahmin Community in the State, Government have decided to construct a magnificent Brahmin Sadan at State Head Quarters, Hyderabad. Government sanctioned an amount of Rs.20.025 crores for this purpose. The construction work is in progress and out of 12 structures planned 3 structures namely, Information Centre Block, Seers Accommodation Block and Toilet Block are almost completed. Brahmin Sadans are also coming-up in couple of districts with voluntary donation of lands.  

Under Ramanuja Scheme, Parishad is reimbursing the tuition fee paid by the Brahmin students pursuing Post Metric courses who belong to BPL category. This scheme is being implemented on par with similar scheme being implemented by State Government for other Community students. So far, 144 students have been given financial assistance to a tune of Rs.38,53,248.


In order to help and encourage the Brahmin students who strongly aspire to pursue P.G. courses in the Foreign Universities, Parishad introduced Vivekananda Overseas Education Scheme which is similar and on par with Ambedkar Overseas Vidya Nidhi Scheme being implemented for SC and ST students. Applications for this scheme are received through online and beneficiaries are being selected through Selection Committee chaired by a committee consisting of Principal Secretary Endowments. Under this scheme so far, 228 students were given financial assistance from Parishad to a tune of Rs.19,03,31,636. Financial assistance will be to a tune of maximum Rs 20 lakhs. Students pursue their studies in countries like UK, USA, Canada, Australia, Singapore, Japan, Germany, France etc.

The Vedapathashala Scheme is in the form of one-time grant of maximum of Rupees Two lakhs which will be extended to each of the Vedapathashala. To implement this scheme in a transparent manner, Parishad has constituted an internal committee with Parishad as members to which the applications received will be referred and upon their recommendation assistance will be provided. Under this scheme so far, grant is extended to as many as 25 Vedapathashala that included Vargal (Siddipet), Achalapuram (Adilabad), Mattapalli (Nalgonda) etc. to a tune of Rs.45,50,000.

Financial assistance to a tune of Rs.3.00 lakhs per annum would be given in the form of grant for running a school by Kanchi Kamakoti Peetham, imparting Sampradaya vidya besides regular education to the Brahmin girl students of BPL category studying from 7th to 10th class. So far 30 of girl-students are enrolled in this school, and Parishad extended financial assistance to a tune of Rs.6,00,000.

Under Honorarium to Vedic Scholars Scheme, Rs 2500 is given to Pandits of more than 75 years old. So far 34 pandits who are learned, qualified with scholastic ability in the Vedas and Shastras have been honored with a monthly honorarium of Rs.8,90,000. These Pandits are selected by an internal committee. Under Honorarium to Vedic students’ scheme stipend Rs.250 per month and sustenance grant of Rs.3,00,000 to Rs.5,00,000 after completion of course is being given to Vedic students. So far, 126 students have availed this stipend benefit to a tune of Rs.5,71,250.

Brahmin Entrepreneurial Scheme of Telangana (BEST) is meant for Brahmin Entrepreneurs who belong to BPL category having an annual income below Rs 2 lakhs in urban areas and   Rs 1.5 lakhs in rural areas. The unit cost under this scheme is fixed as Rs.1.00 lakhs to Rs.12.00 lakhs in three slabs ranging from 80% subsidy to 60%. Government directed that this scheme should be implemented on the pattern of other welfare departments. So far, 700 beneficiaries were selected for financial assistance to a tune of Rs.21,56,34,127 under this scheme. This like the rest of the schemes is an ongoing one.

As on date a total of 2762 were benefited through various schemes of Brahmin Parishad and the amount spent totals to about Rs 50 Crores. 

The imitative taken by CM KCR had brought to light the true essence of Brahmans existence and the need of the society to preserve and protect them for the larger interest of the society in general, country in particular. The meeting chaired by him in October 2016 paved way for their welfare and for drawing a strategy for it. It also led to encouragement to Vedic studies, financial assistance to spiritual thinkers, provision for education, skill development, encouragement to entrepreneurs etc. The Complex that is being planned in Hyderabad will be a platform for development of Brahman community and provides for a traditional accommodation to Peetaadhipathis and scholars coming from outside. This is in way an all-round development plan of the Brahman community.

Telangana Brahmin Welfare is now a role model to other states. Welfare of this nature of Brahmans will be bliss to the Supreme Being.
