Emphasizing of an imperative need for unity of ‘Dil Wale and Dimakh Wale’, meaning the ‘large hearted and intelligentsia’, Bharat Rashtra Samithi (BRS) President and Chief Minister Telangana, K Chandrashekhar Rao said, such individuals should shoulder the responsibility in forming right and dynamic governments, benefiting the people at large. He further underscored need for such persons, who are capable to work for the welfare of people only, but not persons who simply carry with them, the name of their forefathers and ancestors (‘Namdaree Nahee, Kamdaree Hona Chahiye!’) but doing nothing.

KCR was addressing a gathering of prominent personalities, intellectuals, and political leaders etc. from Maharashtra and Madhya Pradesh, after joining in BRS on June 11, 2023 in Hyderabad. KCR had further chosen the occasion to launch a sharp and focused criticism on the functioning of Election Commission of India (ECI) which perennially failed and continue to fail to stop poll irregularities, misdeeds and false promises being made by some parties.

ECI also failed miserably in monitoring, controlling, and stopping some influential political forces in indulging unfair methods, resulting in adversely affecting the democratic fabric of the country, criticized KCR. He said that, some political parties by provoking hatred and making false and irrational promises won elections by hook or crook and stay in power without fulfilling either none or many of the promises they made. KCR was obviously referring to Governments at the centre.

After inaugurating BRS Party Office, in Nagpur, on June 15, 2023, CM KCR reiterated that Indian democratic system had gone astray because of the vicious game winning being played by certain political forces, which were bent upon electoral victory at any cost even if it means undermining basic Electoral Norms. KCR’s criticism of ECI assumes significance with Telangana due for assembly elections later this year followed by Lok Sabha polls in early 2024.

ECI is a Constitutionally Guaranteed Independent Institution, came in to effect from ‘day one’ of adopting Constitution on November 26, 1949. Chief Election Commissioner (CEC) was the sole member of ECI from 1950 to 1993 but later from October 1, 1993 it became a three-member body. Beginning with Sukumar Sen as the first CEC, to the present Rajiv Kumar several luminaries occupied the seat including the all-time great TN Seshan. In spite of Constitutional safeguard that, through a parliamentary impeachment alone CEC can be removed from office, ECI seldom functioned unbiased, barring in couple of instances!

ECI by and large, limits itself to the responsibility of merely administering elections to Lok Sabha, Rajya Sabha, State Legislative Assemblies, MLCs, and the offices of President and Vice-President in the country. This responsibility it shoulders only when it is mandatory or obligatory which takes place either once in five years or as and when elections are caused for various reasons ahead of the mandated term. ECI rarely functions with authority and responsiveness when there is no election and literally sleeps throughout between election and election and does not bother about ingenuine approaches of some political parties.

In the absence of proper check from ECI, people have no option except to become victim to false promises. ECI should check and view any such false promise seriously and if necessary, warn those who make, of serious consequences, including withdrawing party registration, if they have no basis to substantiate. In India mesmerising the public with false and impracticable promises is taken for granted. Even during the campaign while the lengthy election process is on, ECI maintains stoic silence in preventing political parties indulging in false promises. This may lead to an unfortunate situation, wherein a dishonest and unprincipled party could come to power.

The ECI’s Model Code of Conduct (MCC) that has no statutory basis but only a persuasive effect regarding misuse of official machinery is a big joke and remained as a mere formality or at best to harass parties that are against the government in power at the centre. The Commission sticks to rule book only in the case of candidates’ Model Code, expenses, affidavits, offensive speeches etc, during election process.

After a particular party is voted to power, opposition parties start making false promises as in Telangana, until the next elections, aiming at undermining the government and confusing the public. There is no check on this.   

Many a time, many political parties, in their election manifestoes make tall promises, which are not Specific, not Measurable, not Achievable, not Realistic and no mention of Time frame.

To put it in positive words, the election manifesto shall necessarily be a SMART one. It is unfortunate that, the ECI, is not in a position to impress on such parties, in not resorting to unfulfilled and impracticable promises misleading the electorate.

Supreme Court in a judgement in 2013, directed ECI to frame guidelines to include manifestos (making false promises) as part of MCC. Apex Court observed that false promises shake the root of free and fair elections to a large degree. Consequently, ECI issued guidelines saying that ‘In the interest of transparency, level playing field and credibility of promises, it is expected that manifestos also reflect the rationale for promises and broadly indicate the ways and means to meet the financial requirements for it. Trust of voters should be sought only on those promises which are possible to be fulfilled.’ Apex Court also expressed the view that there is a need for a legislation to be passed by legislature in this regard for governing political parties. Nothing concrete, did happen in spite of all this.

If the election manifestos broadly indicate policies and programs of the political party, no one shall have any objection. This seems to be not happening.

In this context, answering a question in the Press Meet in Nagpur, after BRS party office inauguration, KCR said that, his Government not only fulfilled each and every promise his party made in 2014 and 2018 Assembly Elections’ manifestos, but also had gone beyond, in conceiving and implementing many more welfare measures that were not promised. This is an example consciously worth emulating by other political parties. KCR also said that, India needs qualitative change with Electoral Reforms forming part of it and BRS will be the Change Agent.

Against this background, findings of the path-breaking research monograph ‘Poll Expenditure, the 2019 Elections’ of Centre for Media Studies (CMS), an independent research-based think-tank, headed by Dr N Bhaskar Rao, were alarming. SY Quraishi, a former CEC In his introduction to this, said that, the election signalled threats to representative form of government. The report made specific mention of violation of MCC and ECI, despite its having elaborate system of surveillance and tracking, maintained silence. And hence, CM KCR’s precisely finding fault with ECI for its failure to stop irrational promises by parties to come to power, and thereby, affecting the democratic fabric of the country, is hundred percent correct.

ఆలోచించాల్సిన విషయమైన ‘వధువును ఎన్నుకొనే పద్ధతిని’ తెలియచెప్పమని పితామహుడు భీష్ముడిని అడిగాడు ధర్మరాజు. జవాబుగా భీష్ముడు, కులం, శీలం, విద్య కలవాడిని పిలిచి ప్రీతితో కన్యనివ్వటం బ్రాహ్మవివాహమని, కన్యా వరుడూ పరస్పరం కోరుకొని వివాహమాడటం క్షాత్రమని, కన్నె తాను కోరుకొన్నవాడితో వివాహమాడటం గాంధర్వమని, కట్నంతో చేసికొనేది ఆసురమని, బంధువులను చంపి కన్నెను బలవంతంగా ఎత్తుకొనిపోయి వివాహమాడటం రాక్షసమని చెప్పాడు భీష్ముడు. ఈ అయిదు రకాలలో మొదటి మూడూ ధర్మవివాహాలని, మిగిలినవి రెండూ ధర్మానికి దూరంగా వుండే పద్దతితో కూడుకున్నందున అవి కలుషితాలని అన్నాడు.

ధర్మపత్నియందు ధర్మబద్ధంగా పుట్టిన కొడుకు ఔరసుడని, కూతురి కొడుకును దత్తత తీసికొంటే వాడు దౌహిత్రుడని, ధర్మమార్గంలో తన భార్యను ఇతరుల కర్పించగా అతడివలన కలిగినవాడు క్షేత్రజుడని ధర్మరాజు అడిగిన మరో ప్రశ్నకు సమాధానంగా చెప్పాడు. ఇంకా ఇలా అన్నాడు.

‘తల్లిదండ్రులు జలధార పూర్వకంగా దానం చేయగా దక్కినవాడు దత్రిముడు. అనాథ బాలుడిని కొడుకుగా గ్రహిస్తే అతడు కృత్రిముడు. అజ్ఞాతంగా ఎవరివలన కలిగినా, పరభార్యకు పుట్టినా, భార్య కలవాడికి అతడు గూఢజుడు. తల్లిదండ్రులు వదలివేసిన వాడిని కొడుకుగా స్వీకరిస్తే అతడు అపవిద్ధుడు. కన్యగా స్త్రీ కన్నకొడుకు కానీనుడు. పెండ్లికాకముందే గర్భవతియై వివాహానంతరం స్త్రీ కన్నకొడుకు సహోఢుడు. భర్తను విడిచిన భార్య, భార్యను విడిచిన భర్త, విధవ ఎవడి వలన కొడుకును కంటారో ఆ కొడుకు కన్నవాడికే కొడుకు. అతడి పేరు పౌనర్భవుడు. తనను తాను ఇతరులకు దానం చేసికొన్నవాడు స్వయందత్తుడు. తల్లిదండ్రులు అమ్మగా కొనబడినవాడు క్రీతుడు. ఈ పన్నెండుమంది పుత్రులలో ఔరసుడు శ్రేష్ఠుడు. వైదిక కర్మలకు తగినవాడు. ఔరసుడితో కూతురుకొడుకు (దౌహిత్రుడు) సమానుడని పండితుల అభిప్రాయం. వేదకర్మలను, శాస్త్ర విధులను పాటించి ఉభయ కులాలను ఉద్ధరిస్తే ద్వాదశపుత్రులూ యోగ్యులే’ అని అన్నాడు భీష్ముడు.  

‘కలిసి ఉండటం (సహవాసం) వలన, దర్శనం (చూడటం) వలన పుట్టే స్నేహాలు ఎట్లాంటివి? గోవుల మాహాత్మ్యం ఎటువంటిది’ అని అడిగాడు ధర్మరాజు భీష్ముడిని. ధర్మరాజు సందేహాన్ని చ్యవన నహుష సంవాదం తీరుస్తుందని దాని సారాంశాన్ని ఇలా చెప్పాడు.

‘చ్యవనమహర్షి గంగాయమునల సంగమ తీర్థంలో మునిగి తపస్సు చేస్తూ ఉండగా అతడి శరీరాన్ని చేపలు తాకుతూ ఉండేవి. వాటిమీద స్నేహంతో (సహవాసంతో) పన్నెండేళ్ళు తపస్సు చేశాడు. ఒకసారి జాలరులు చేపలు పట్టుతూ, చేపలతో పాటు ఆ మునిని కూడా వలలో బంధించి ఒడ్డుకు లాగారు. ఋషిని చూచి జాలరులు భయపడి క్షమాపణ వేడి, చేసిన పనికి ప్రాయశ్చిత్తం చెప్పుమని కోరారు. చ్యవనుడు చేపల మీద ప్రేమతో, వాటితోపాటు తనను కూడా తగిన వెలకు అమ్ముకోవాలని సూచించాడు. ఆ మాట విని బోయలు భయపడి నహుషుడనే రాజు వద్దకు వెళ్లి చ్యవనుడి వృత్తాంతం  చెప్పారు. అతడు తొట్రుపాటుతో ఋషివద్దకు వచ్చి క్షమాపణ కోరుకొన్నాడు.  బోయలు తమ కులధర్మం పాటించడంలో తప్పులేదని, వారు చాలా కష్టపడ్డారని అంటూ చ్యవనుడు తన శరీరం ధర నిర్ణయించి బోయల కిమ్మని చెప్పాడు’.

‘రాజు సంతోషించి చ్యవనుడి ధరను వేయి మాడల నుండి సర్వరాజ్యం వరకు నిర్ణయించి బోయలకు ఇవ్వచూపాడు. చ్యవనుడు అన్ని పర్యాయాలూ, దానికి అంగీకరించకుండా, “న్యాయం తెలిసి వెల నిర్ణయించ” మనేవాడు. చివరకు ఆ రాజును తన మంత్రులతో ఆలోచన చేసి తగిన మూల్యం నిర్ణయించుమని సూచించాడు. రాజు అట్లాగే చేశాడు. అప్పుడక్కడికి గవిజాతుడనే ముని వచ్చి, రాజును దుఃఖించవద్దని చెప్పి, తాను చ్యవనుడి వెల నిర్నయిస్తానని అన్నాడు. గోవూ, బ్రాహ్మణుడూ ఒకటే కులమని, కాకపోతే బ్రహ్మ రెండుగా సృష్టించాడని, గోవు హవిస్సుకూ బ్రాహ్మణుడు మంత్రాలకూ ఆధారమని, సర్వవేదాలకూ మూలమైన బ్రాహ్మణుడి వెలను శివుడు కూడా నిర్ణయించలేదని, గోవుకు కూడా అంతేనని, కాబట్టి చ్యవనుడికి వెలగా గోవును ఇవ్వడం న్యాయమని తన అభిప్రాయం తెలియచేశాడు. ఆ ప్రతిపాదనకు చ్యవనుడు సంతోషించి అంగీకరించాడు. గోవు పూజ్యమే అని ప్రశంసించి గోవును తనకు వెలగా ఇమ్మన్నాడు చ్యవనుడు’.

ఈ సందర్భంగా తిక్కన గారు రాసిన పద్యం (చ్యవనుడి మాటల్లో) ఇలా సాగింది.

క:       గో వగ్ని మయ మమృతమయ, మో వసిధాధీశ వినుము హోమ విధాన

           శ్రీ వాహిని నిచ్చెన త్రిద శానాసంబునాకు బూజ్య మమరుల కైనన్

(తాత్పర్యం: “రాజా! గోవు అంటే ఏమనుకుంటున్నావు? జాగ్రత్తగా వినుము. గోవు అగ్నిమయం. అమృతమయం. యజ్ఞవిధానానికి పవిత్రమైన నది-మార్గం. దేవతలకు నివాసమైన స్వర్గానికి వేసిన నిచ్చెన దేవతల కైనా పూజ్యమే”. ఈ సందర్భాన్ని విశ్లేషిస్తూ డాక్టర్ తుమ్మపూడి కోటీశ్వరరావు ఇలా రాశారు. ‘నన్నయగారి శైలి మధురమైతే కవిబ్రహ్మ తిక్కన శైలి విచిత్రమైనది. మొదటిది స్త్రీ సౌందర్యం లాంటిది. ఇది పురుష గాంభీర్యం. క్షాత్ర శైలి. ఇది భావిస్తేనే తెలుస్తుంది. అది వినగానే తెలిసేది. పద్య రచనలో శైలిని సృష్టించడం తిక్కన మార్గం. తిక్కనగారి పద్యం ఎలిఫెంటా గుహలోని త్రిమూర్తి శివ విగ్రహం. ఇది బరువుతో భూమిలోకి దిగిపోయింది. ప్రాచీన వైదిక సంప్రదాయం తెలసిన తిక్కన అద్భుతంగా రాశాడు ఈ పద్యాన్ని’).

‘బోయలు ఆ గోవును స్వీకరించి, చ్యవనుడిని దానం చేశారు. బోయల అభ్యర్ధన మేరకు చ్యవనుడు ఆ గోవును తానే తీసికొన్నాడు. సహవాసం వలన చేపలమీదా, దర్శనంవలన బోయలమీదా స్నేహం ఏర్పడటంవలన చ్యవనుడు వారిరువురికీ బొందితో స్వర్గాన్ని ప్రసాదించాడు. గవిజాతుడు, చ్యవనుడు కలిసి రాజుకు ధర్మ పరాయణత్వాన్ని, ఇంద్రైశ్వర్యాన్నీ వరాలుగా ఇచ్చారు’ అని చెప్పాడు భీష్ముడు ధర్మరాజుకు.

ధర్మరాజు తన తరువాత ప్రశ్నగా ఇలా అడిగాడు పితామహుడిని. ‘మహత్తరమైన బ్రాహ్మణశక్తి గల భృగువంశంలో విచిత్రమైన క్షత్రియ శీలం గల పరశురాము డెట్లా జన్మించాడు? మహోత్తమమైన క్షాత్రశక్తితో ప్రకాశించే కుశికవంశంలో బ్రాహ్మణ తేజస్సుగల విశ్వామిత్రు డెట్లా పుట్టాడు?’

చ్యవన కుశిక సంవాదం దీనికి తగిన సమాధానమని, అది వింటే ఆయన సందేహం తీరుతుందని అంటూ ఇలా జవాబిచ్చాడు భీష్ముడు. ‘కుశికుడివలన తనవంశం సంకరమౌతుందని తెలిసికొని చ్యవనుడు. కుశిక వంశానికి ఆపద కలిగించాలని భావించి కుశికుడి ఇంటికి అతిథిగా పోయాడు. కుశికుడు సతీసమేతంగా చ్యవనుడికి అతిథిపూజలు చేశాడు. రాజ్యాన్నిచ్చి దాస్యం చేయటానికి పూనుకొన్నాడు. చ్యవనుడు తనకు రాజ్యకాంక్ష లేదనీ, ఒక వ్రతాన్ని పూర్తిచేసికొనాలని ఉన్నదనీ, కుశికుడి ఇంట్లో నివసించి తన వ్రతాన్ని పూర్తి చేసికొంటానని పేర్కొన్నాడు. కుశికుడు దాని కంగీకరించి ఒక దివ్య భవనాన్ని చ్యవనుడికి విడిదిగా ఇచ్చాడు. చ్యవనుడు ఒక శయ్యపై పవళించి కుశిక దంపతులను తాను నిద్ర లేచేంతవరకు పాదాలను ఒత్తుతుండమని కోరాడు. వారట్లాగే చేస్తూ ఉండగా ఇరవై ఒక్క రోజులు ఒక ప్రక్క పడుకొని నిద్రపోయి, ఆ మరునాడు లేచి నగరం దాటిపోయి మాయమయ్యాడు’.

‘రాజ దంపతులు తిరిగివచ్చి భవనంలో చూస్తే శయ్యమీదనే మరొకవైపు పడుకొన్నాడు చ్యవనుడు. వారు ఆశ్చర్యపోయి అతడి పాదాలు ఒత్తుతూ ఉండగా మరొక 21 రోజులు అట్లాగే పరుండి నిద్రలేచి తలంటి నీరు పోయుమన్నాడు. వారు సుగంధ తైలంతో తలంటుతుండగా వారిని తెగ తిట్టి మాయమయ్యాడు. రాజదంపతులు అన్నపానీయాలు లేకపోయినా, అలసటతో నీరసించినా కోపతాపాలకు గురికానందుకు సంతోషించి వారిచేత స్నానం చేయించుకొన్నాడు. భోజనానికి  వస్తానని రాక ఎక్కడికో వెళ్ళాడు. రాజదంపతులు భోజనాలు మాని అట్లాగే ఉండిపోయారు. చ్యవనుడు తెల్లవారిన తరువాత వచ్చి ఒక రథం మీద తనను కూర్చుండబెట్టి రాజూ రాణీ దానిని లాగుతూ తీసికొని వెళ్లాలని కోరాడు. అలసటతో ఉన్న ఆ రాజదంపతులు అలజడి పడక రథాన్ని లాగుతూ ఉండగా వారిని ముల్లుగర్రలతో పొడిచి బాధించాడు. అయినా వారు భక్తి శ్రద్ధలతో రథాన్ని లాగటం చ్యవనుడు సంతోషించి రథం దిగి వారిని కరుణించి వారి శరీరాలకు శ్రమలేకుండా చేసి, నవయౌవనాన్ని ప్రసాదించి, తాను తపోవనానికి వెళ్ళాడు’.

‘మరునాడు ఉదయం రాజదంపతులు ఆ తపోవనానికి పోగా అక్కడ స్వర్గలోక భోగాలు కానవచ్చాయి. ఆ తరువాత చ్యవనుడు తపోవనంలో మునివృత్తిలో గోచరించాడు. చ్యవనుడు ఆ దంపతుల ఇంద్రియ నిగ్రహానికి ఆశ్చర్యపడి ప్రశంసించాడు. భృగు, కుశిక వంశాలకు ఏర్పడే బాంధవ్యం వల్ల వంశసాంకర్యం ఏర్పడుతుందని బ్రహ్మలోకంలో విని, కుశిక వంశాన్ని నాశనం చేద్దామని వచ్చానని, కాని ఆ దంపతుల నిష్ఠా ప్రపత్తులను చూచి సంతోషించి, రాచరికం మీదకంటే బ్రాహ్మణత్వం మీద ఉన్న మక్కువను గమనించి హర్షించాననీ పేర్కొన్నాడు’.

‘కుశికుడి మనుమడు బ్రహ్మతేజోమయు డౌతాడని వరమిచ్చాడు. దానిని వివరిస్తూ చ్యవనుడు తన వంశంలో ఋచీకుడు జన్మించి కుశిక వంశంలోని గాధి కూతురును పెళ్ళాడతాడనీ, వారిరువురికి జమదగ్ని జన్మిస్తే అతడు విలువిద్యను పొందేటట్లు చేస్తాడనీ, ఆ ధనుర్విద్య అతడికొడుకు పరశురాముడిలో ఫలిస్తుందనీ పేర్కొన్నాడు. పరశురాముడు సకల క్షత్రియ కులనాశనం చేస్తాడనీ తెలిపాడు. దైవఘటనవలన ఋచీక, గాధి వధువుల అనుష్ఠానాలు మార్పు చెంది జమదగ్నికి క్రూరభావంకల క్షత్ర ధర్మంతో పరశురాముడు జన్మిస్తాడు. గాధికి బ్రాహ్మణ తేజోనిధి అయిన విశ్వామిత్రుడు జన్మిస్తాడు అని వివరించి చ్యవనుడు తీర్థయాత్రలకు పోయాడు. రాజదంపతులు రాచనగరుకు తిరిగి వచ్చారు’.

అలా చ్యవన కుశిక సంవాద సారాంశాన్ని వివరించిన భీష్ముడు ధర్మరాజు సందేహాన్ని తీర్చే విధంగా పరశురాముడి, విశ్వామిత్రుడి జన్మల నేపధ్యాలను తెలియచేశాడు.

BRS President and Chief Minister Telangana K Chandrashekhar Rao has meaningfully revealed his mind of ‘out of the box thinking big’ with an exceptional, novel, and unique proposition, the first of its kind, which no politician ever thought, that, imparting systematic training to political persons in ‘Effective Leadership’ is an imperative ingredient for sustenance of vibrant democracy. For this purpose, the institution which he named as ‘Bharat Bhavan’, would ultimately develop political leadership that helps to offer ‘Good Governance with a Difference’ to the people.

KCR’s thought process appears to be, that, training in political, social, economic, cultural, and ideological fields is essential to create ‘Effective Leadership’ for a better understanding of people’s aspirations. He emphasizes that, political parties are pillars of elected democratic governments.  

KCR was laying foundation for the international standard study, research and HRD center, ‘Bharat Bhavan’ at Kokapet in Hyderabad on June 5, 2023. In a precise, concise but comprehensive golden words he captured the minds of audience about the need of such center for a democratic polity, particularly in the context of Parliamentary Secular Democratic Indian Republic. It will shape as a ‘Capacity and Capability Building Centre in Leadership’ of its kind.  

KCR’s concept and pragmatic style of creating ‘Effective Leadership’ among politicians speaks volumes. Usage of the very word ‘Effective’ precisely and not ‘Efficient’ alternately, though both are referred inadvertently as synonyms often, also shows KCR’s extraordinary knowledge of training and development terminology.

Experts make a subtle distinction between being ‘efficient’ and being ‘effective’ correspondingly referring to ‘management’ or ‘leadership’. The word effective presupposes one who is adequate to accomplish purpose and produces the intended or expected result. The term efficient implies performing or functioning in the best possible manner with the least waste of time and effort, unmindful of effectiveness.

According to management legend Peter Drucker, ‘efficiency’ is doing things right, whereas, ‘effectiveness’ is doing the right things. Effective leaders differ widely in their personalities, strengths, weaknesses, values, and beliefs and they get the right things done. No matter the style of the leader, the effective ones also treat people with respect. An effective leader is a person with a passion for a cause.  He or she has a dream and a vision for bettering society in their own sphere of influence.

For Drucker success in anything began with effectiveness. Jim Collins author of book on leadership, ‘Good to Great’ deals extensively with the qualities and success of level five leadership comparing with other levels who at the best are competent managers, also makes a subtle distinction between effective and efficient and gives explicit edge to former over latter.

The intention of CM KCR is to make ‘Bharat Bhavan’ on its completion, a world class Centre for Excellence, a Knowledge Tower, a Center for Research and Human Resource Development for imparting Systematic Training to persons in politics. The spacious fifteen storied building with state-of-the-art technology is spread across eleven acres of area. It would likely to accommodate adequate training classrooms, mini halls with projectors, meeting halls, advanced technology digital library, books, and other printed materials authored by world class intellectuals, newspapers, magazines, and journals from India and abroad, rooms for participants’ and visiting faculty to stay during training, center to disseminate information to local, domestic, and international media channels etc.

Renowned political scientists, economists, sociologists, writers, professors, bureaucrats, former civil servants, former Presidents, former Prime Ministers and Union Ministers, former RBI Governors etc. who are known for their contribution for the society and development of India in different fields are likely to be invited as visiting faculty emeritus, to share their expertise and knowledge with the participant trainees. Cream of intellectuals, noble laureates, eminent Apex Court and High Courts’ former Judges and Legal luminaries are also likely to be in the list of visiting faculty emeritus, to impart training to the participants in the context of ever changing political, social, and economic concerns. In addition to this galaxy of intelligentsia, the ‘Bharat Bhavan’ would probably be equipped with inhouse faculty expertise.    

Though the ‘Bharat Bhavan’ is being built and developed under the auspices of Bharat Rashtra Samithi with its Chief CM KCR’s intellect, vision, and statesmanship behind it, and totally funded by donations of BRS, nowhere it is mentioned that it would cater to only BRS. And hence it goes without saying that, the scope and scaling of ‘Bharat Bhavan’ facility is dynamic for those preparedness to learn. A platform to study development taking place around the world, in the social, economic, political and cultural fields is also likely to be created there.  

Having been in active and successful electoral politics for over five decades, having led a first of its kind movement for separate Telangana State, having achieved its formation after 14 years of peaceful struggle, having developed Telangana as a Growth and Role Model state and marching ahead to form a farmers’ government (‘Ab ki bar Kisan Sarkar’) at the center with the latest coined slogan ’Chand Sitare Chodo Paani Aur Bijili Jodo’, CM KCR perhaps thought that, it is time to develop a world class study and research center of excellence. The idea is to produce leaders and to create space in politics for as many as possible towards effective continuance, sustenance and strengthening of democracy in the country for which a strong foundation was laid by yesteryear leaders. Their democratic spirit enabled in launch and survival of several political parties, both at regional and national level, often assuming power.

BRS President and CM KCR’s initiative towards declaring training in ‘Effective Leadership’ as an identified priority area for focus in politics, through ‘Bharat Bhavan’ will go a long way in developing many leaders to take care of the nation in future. The Complex would undoubtedly be a place for ‘Capacity’ and ‘Capability’ building in leadership to large numbers. Against this context, it is suggested that, the broad structure and framework for capacity building as well as implementation of training should envisage among others that each interested individual, to the extent possible, should have an opportunity to attend at least one training program in a year, exposing to social, political, economic, contemporary developments and rapid changes.

The entire ‘Capacity’ and ‘Capability’ building or training methodology envisaged, should focus not only on the building up of the knowledge-skill base of the individuals, but, more importantly, develop the right attitude in them to make them capable of serving the public, efficiently and effectively. Sensitizing the participants to the issues of ethics and values, which are fading away, may perhaps be incorporated in each of the segments of learning units. The entire activity may be watched over, guided, and reviewed by an ‘Expert Body’ drawn from the fields of training management, subjects’ professionals and steered by CM KCR himself.

Training one person effectively is a worthwhile achievement, but not necessarily efficient.  Training a large number may be efficient, but it also has to be effective. Here in the case of training in ‘Effective Leadership’ where the number of people is likely to be very large, appropriate grouping with the ideal size of the group for effectiveness is crucial. A Systematic Trainer Development Program in advance, comprising Trainer Skills, Training Design, and Training Management, adopting to cascading process would be the best scientific approach.

‘కన్యాదానానికి ఎట్లాంటి వరుడు కావాలని’ ధర్మరాజు అడిగిన ప్రశ్నకు సమాధానంగా భీష్ముడు ఒక ఇతిహాసాన్ని చెప్పాడు. ‘వదాన్యుడనే మునికి సుప్రభ అనే కుమార్తె ఉన్నది. అష్టావక్రుడు అనే బ్రహ్మచారి ఆమెను వివాహమాడగోరి తండ్రైన వదాన్యుడిని అడిగాడు. రూపంలో, గుణంలో, ప్రవర్తనలో, వంశంలో, విద్యలో సాటిలేని అష్టావక్రుడు కోరిన విధంగానే అతడికి తన కూతురునిస్తానని మాట ఇచ్చి, అతడిని ఉత్తరదిశగా పయనించి పార్వతి శివుడికొరకు తపస్సు చేసిన ప్రాంతం దాటి కదంబవనంలో ప్రవేశించి, అక్కడ నివసించే ఒక పవిత్ర ప్రౌఢ వనితను దర్శించి తిరిగి రమ్మని కోరాడు. వచ్చిన వెంటనే వివాహం చేస్తానన్నాడు. అష్టావక్రుడు దానికి అంగీకరించి ఆ రాత్రి బాహుదా నదీతీరంలో ఆగి, మరునాడు కుబేర నగరానికి పోయి ఆయన కల్పించిన వినోదాలను వీక్షిస్తూ నిశ్చల మనస్సుతో ఏడాది గడపి, ఈశ్వరుడి క్రీడా క్షేత్రాలను దర్శించి, కడిమి చెట్ల వనం చేరి బంగారు మేడలో నివసించే ప్రౌఢవయస్కురాలైన పవిత్ర వనితను దర్శించాడు’.

‘అష్టావక్రుడు దర్శించిన ఆ వనిత అతడికి ఎన్నో అతిథి సత్కారాలను చేసింది. రాత్రి శయ్యపై అతడితో శయనించి భోగించమని కోరింది. ఆమె తన శరీరాన్ని అతడి దగ్గరకు చేర్చి, గట్టిగా కౌగలించుకున్నా అతడిలో చలనం లేదు. తనను అనుభవించకుందా వుండడం అతడికి తగదని చెప్పింది. అష్టావక్రుడు ఆమె తనను తాకకుండా ఉంటే ఉంటానని, లేకపోతే వెంటనే వెళ్ళిపోతానని, ధర్మంగా ప్రవర్తించమని అంటాడు. ఆ రోజు మిన్నకుండి మరునాడు రాత్రి ఆమె మరల అతడిని కోరింది. తనను వివాహం చేసుకొమ్మని అడిగింది. అష్టావక్రుడు, “స్త్రీని పసితనంలో తండ్రి, వివాహమైన తరువాత భర్త, ముసలితనంలో కొడుకు రక్షిస్తారు తప్ప ఆమె స్వతంత్రంగా ఏమీ చేయతగదు కాబట్టి ఆమెను తాను స్వీకరించను” అన్నాడు. ఆమె ఎన్ని విలాసాలు ప్రదర్శించినా చలించలేదు. అప్పుడామె సంతోషించి, తాను ఉత్తర దిక్కాంతనని, వదాన్యుడి ఆనతితో అతడిని పరీక్షించానని చెప్పి అభినందించి పంపింది. అష్టావక్రుడు తిరిగి వచ్చి వదాన్యుడి అభినందనలతో పాటు, సుప్రభను భార్యగా పొంది సుఖించాడు. కాబట్టి కన్యాదానానికి అర్హుడు ఉత్తమ బ్రహ్మచారి’.

‘పితామహా! పుణ్యతీర్థాల విశేషాలు చెప్పమని’ అడిగాడు ధర్మరాజు భీష్ముడిని. పూర్వం గౌతముడు అడిగిన ప్రశ్నకు సమాధానంగా అంగిరసుడు చెప్పిన విశేషాలను ధర్మరాజుకు వివరించాడు భీష్ముడు. కామక్రోధ విరహితమైన మనస్సుతో తీర్థాలను సేవించాలని, దూరదూర తీర్థాలను భక్తితో స్మరిస్తే చాలని, అలా చేస్తే పాపాలు తొలగిపోతాయని భీష్ముడు చెప్పాడు. ‘ఏ ఊళ్ళు, కొండలు, ఏరులు మాహాత్మ్యం కలవో చెప్పమని’ అడిగాడు ఆ తరువాత. జవాబుగా గంగామాహాత్మ్యాన్ని భీష్ముడు వివరించాడు. గంగ ఏ దేశంలో ప్రవహిస్తుందో ఆ దేశంలో ఉన్న ప్రతి వస్తువు పవిత్రమైనదేనని, గంగలో మునిగితే పాపాలన్నీ పోతాయని,  దేవతలకు అమృతం ఎట్లాగో నరులకు నదులలో గంగనీరు అట్లాంటిదని, గంగను చూడనివాడు గొడ్డుతో సమానుడని, సాగరులను స్వర్గానికి పంపిన గంగమాహాత్మ్యం స్మరణీయమని, గంగ దివ్య గుణాలను లెక్కించటం సముద్రంలో నీటి బొట్లను లెక్కించటం వంటిదని అన్నాడు భీష్ముడు.

‘లోకంలో ఎవ్వరు సర్వజన పూజ్యులని’ ధర్మరాజు భీష్ముడిని ప్రశ్నించగా, సమాధానంగా ఆయన వాసుదేవ-నారద సంవాదం అనే పురాణ గాథను చెప్పాడు.  దాని తాత్పర్యమిది: ‘వరుణాది దేవతలు, వేదవేత్తలు, తపోధనులు, ధనధాన్య భూములను గోవులను దానం చేసేవారు, అతిథి పూజాపరులు, పితృదేవతలను పూజించేవారు, భిక్షాన్నంతో తృప్తిపడే శాంతస్వభావులు, సత్యవ్రతులు, ధర్మార్థకామ సేవనులు, అహంకార మమకార రహితులు, వ్యామోహ రహితులు, సత్ప్రవర్తనులు, జ్ఞానులు పూజించ-నమస్కరించదగినవారు’.

‘రాజులకు కర్తవ్యాలు ఎన్నో ఉంటాయని, వాటిలో ప్రధాన కృత్యం ఏమిటని’ ప్రశ్నించాడు ధర్మరాజు పితామహుడిని. రాజ్యాభిషిక్తుడైన రాజు చేయదగిన ముఖ్య కర్తవ్యం బ్రాహ్మణ పూజని, బ్రాహ్మణులు సమాధాన పడితే (రాజులు వారితో స్నేహంగా వుంటే) లోకానికి మేలని, వారు గౌరవించదగినవారని, వారికి మన్నన లోపిస్తే లోకాలకు మేలు లేదని భీష్ముడు చెప్పాడు. బ్రాహ్మణులు దైవాన్ని అదైవంగా, అదైవాన్ని దైవంగా చేయగల సమర్థులని, వారెవరిమీద ప్రేమకలిగి వుంటారో వారే రాజ్యానికి అధిపతులు కాగలరని, వారు ఇంద్రుడికైనా ఆపదలు కలిగించగలరని, సంపదను సృష్టించగలరని, శాపానుగ్రహ సమర్థులని అన్నాడు భీష్ముడు. ఒకసారి నారాయణుడికి, భూదేవికి జరిగిన సంభాషణలో, పూజ పాపాలను తొలగిస్తుందని భూదేవి వాసుదేవుడికి చెప్పింది. ఆత్మోపాసనం, ధర్మబుద్ధితో పరబ్రహ్మను ఉపాసించటం బ్రాహ్మణధర్మమని బ్రహ్మదేవుడు పేర్కొన్న సంగతి చెప్పి, విప్రసేవ కల్పవృక్ష సేవ వంటిదని, శంబరాది రాక్షసులు బ్రాహ్మణ సేవవలన అధిక సంపదలు పొందారని చెప్పాడు భీష్ముడు.

‘అపూర్వులు, చిరకాలం నుండి ఆశ్రయించుకొన్నవారు, దూరం నుండి వచ్చినవారు, వీరిలో ఎవరు ఉత్తములని’ ధర్మరాజు ప్రశ్నించాడు అ ఆతరువాత. ఈర్ష్యాసూయాదులు లేని స్నేహితులు, చుట్టాలు, ఋత్విజులు, పురోహితులు యోగ్యులు. విద్యావంతులు ఆచారవంతులైతే దూరం నుండి వచ్చినవారుకూడా పూజార్హులే అని సమాధానం ఇచ్చాడు భీష్ముడు.

‘పాపాలన్నింటికి మూలం స్త్రీలంటారు నిజమేనా? వారిని ఎట్లా కాపాడుకొనాలి?’ అని అడిగాడు ధర్మరాజు. సమాధానంగా భీష్ముడు పూర్వం స్త్రీలు సాధువులై పవిత్రమై ఉండేవారని, వారి మనస్సులు పవిత్రంగా ఉండేవని, మాయామర్మాలు లేని ఆ రోజులలో పురుషులంతా కావలసినప్పుడు దైవత్వాన్ని పొందేవారని అంటూ స్త్రీ రక్షణను గురించిన ఒక కథ చెప్పుతాను వినుమన్నాడు.

‘దేవశర్మ అనే మునికి రుచి అనే పేరుగల భార్య ఉండేది. ఆమె అపూర్వ సౌందర్యవతి. ఇంద్రుడు ఆమెను పొందాలని ఉవ్విళ్ళూరుతుండేవాడు. దేవశర్మ రుచిని కాపాడుకొంటూ ఉండేవాడు. ఒకసారి దేవశర్మ యజ్ఞాన్ని నిర్వహించటానికి పోతూ తన భార్యను ఇంద్రుడి దృష్టినుండి రక్షించే బాధ్యత తన శిష్యుడైన విపులుడికి ఒప్పజెప్పాడు. విపులుడు తన యోగశక్తితో రుచిని ఆవహించాడు. విపులుడి ఆత్మ రుచిలో ప్రవేశించింది. ఆమె చైతన్యం జడంగా మారింది. అప్పుడు ఇంద్రుడు సుందరరూపంతో ఆమెను సమీపించి ఆమెను వలపుమాటలతో వశం చేసికొనటానికి యత్నించాడు’.

‘అప్పుడు రుచి శరీరంలో ఉన్న విపులుడు ఇంద్రుడిని “నీవు ఇక్కడికి రావలసిన పని ఏమిటి?” అని ప్రశ్నించి, రుచిని సొమ్మసిల్లచేసి, తన ఆత్మను తన శరీరంలో ఉంచుకొని ఇంద్రుడిని ముఖాముఖి మందలించాడు. ఇంద్రుడు సిగ్గుపడి అదృశ్యుడయ్యాడు. తరువాత విపులుడు రుచిని మేల్కొల్పి, గురువు వచ్చిన తరువాత జరిగిన సంగతి తెలియచెప్పి, అతడివలన వరం పొంది తపస్సుకు వెళ్ళాడు. రుచి దేవశర్మలు సుఖంగా జీవించారు’.

స్త్రీలలో పలువురు యథేఛ్చగా తిరిగేవారున్నప్పటికీ, వారిలో చాలామంది చాలా మంచివారని, అలాంటి కులసతుల వల్లే ఈ లోకం పచ్చగా వున్నదని, పతివ్రతకూ దైవానికి భేదం లేదని, సద్భార్యవలననే పురుషుడికి పురుషార్థసిద్ధి కలుగుతుందని, ధర్మం, అర్థం, సుఖం, కీర్తి ఇవన్నీ పురుషుడికి స్త్రీవల్లే లభిస్తాయని భీష్ముడు ధర్మరాజుకు చెప్పాడు ముగింపుగా.

(ఈ అంశాన్ని విశ్లేషిస్తూ డాక్టర్ తుమ్మపూడి కోటీశ్వరరావు గారు ఇలా రాశారు: “ఇది స్త్రీ ప్రశంస. భారతం ఒక చిత్రమైన ఇతిహాసం. లోకంలో ఏవిధంగా మంచి-చెడులు మనిషిని ఆశ్రయించుకుని వుంటాయో, అదే విధంగా స్త్రీలలో ఈ రెండు పార్శ్వాలు వుంటాయి. అలాగే పురుషుల్లోనూ వుంటాయని చూపించడమే వైచిత్రి. రాత్రి-పగలు లాగా స్త్రీలలో (మగవారిలో కూడా) చెడువారిలాగా మంచివారు కూడా వున్నారు. ఆ తల్లుల ఉనికి వల్లే ఈ భూమి పచ్చగా వున్నది అని భీష్ముడు ముగింపు చేయడం అద్భుతం”).

Ever since KCR expressed his intention to enter into national politics, he beyond doubt, was aiming at something very high, mighty, and big. He is laying a strong foundation for future generations’ prosperity, peace, harmony, progressive and forward-looking changes in several sectors and development as well as making all sections of people to become economically and socially self-reliant-Hans India Editor’s Note)

Elections were held in Telangana on December 7, 2018 to constitute the Legislative Assembly second time, consequent to the resignation of Chief Minister K Chandrashekhar Rao on September 6, 2018, after 51 months in office, since the formation of the state on June 2, 2014 and recommending for dissolution of Assembly. With the landslide victory of BRS in the elections, and having been elected as Legislature Party Leader unanimously, KCR sworn-in as Chief Minister of state for a second term. Thus, KCR completed nine years in office at a stretch, which is a record, since no other CM in the erstwhile AP could achieve this.

CM formally launched the 21-day long decennial celebrations of the state formation in an impressive gathering at Dr BR Ambedkar State Secretariat on Friday, the June 2, 2023. He humbly presented the progress card of state’s outstanding development, the message of which reached people of Telangana and also other states. KCR recalled his promise made on the state formation day meeting held at Parade Grounds on June 2, 2014 assuring people that he would shape Telangana in such a way, that, the nation learns from it and that it would be a benchmark for India. Accordingly, within a span of nine years, Telangana has become a Growth Model and a Role Model. KCR with equal humbleness said that Telangana needs to cross many more milestones and conquer many pinnacles in the direction of comprehensive development of state.

Visionary KCR, during the last nine years, successfully implemented a plethora of out of the Box welfare and development schemes many of which are unique to Telangana and nowhere in the country. These include among others, Kalyana Laxmi, Shaadi Mubarak, Aasara pensions, Rythu Bandhu, Rythu Bhima, Dalit Bandhu, Sheep distribution, Fish breeding, Weavers Welfare , Toddy Tappers welfare, Kanti Velugu, round the clock power supply, Mission Bhagiratha, Mission Kakatiya, Lift irrigation projects, Double bedroom houses, Telangana ku Haritha Haram, Residential education, Wellness centers, diagnostic centers, better Medicare, KCR Kits, Nutrition kits, various Acts like TS I-Pass, Panchayati Raj, Municipal, SC, ST, BC and Brahmin Welfare, employees’ welfare, SHE Teams, IT and Industrial development etc.

These schemes that enhance the living standards of people and create livelihood in some form or other whereby people are able to stand on their own legs with an assured income are the real employment or job creation. When wealth is created it automatically creates employment, the term often erratically used for jobs. The crux of the Telangana statehood movement is based on the trinity tagline of water for irrigation, funds for development and employment opportunities. Despite the three years severe economic crisis due to demonetization and corona pandemic, there is a commendable growth in the per capita income and GSDP since 2014. The per capita income has gone up from Rs 1,24,104 to Rs 3,17,115.  Similarly, GSDP value of the state registered an increase from Rs. 5,05,849 crores to Rs. 12,93,469 crores. The state has recorded a growth rate of 155 percent in nine years.

Rural economy has been consistently and progressively getting strengthened day by day. KCR pulled the power sector out of severe crisis that was prevailing at the time of formation, and ensured continuous 24X7 hour free quality power supply to the farm sector. The installed power generation capacity is increased from 7,778 MW in 2014 to 18,453 MW.  The state is leading in solar power generation also in the country. The per capita power consumption stands at a record 2,126 units. This paid rich dividends to agriculture. Irrigation projects were taken-up and are completed on priority basis. Lakhs of acres of land has already been brought under cultivation with a record yield year after year. In what construed to be a land mark and unprecedented path-breaking role model initiative in the annals of agriculture history in the independent India was to construct 2601 Farmers’ Platforms or the Rythu Vedikas which are now a hub for all the farmer related activities like Agriculture Knowledge Sharing and Dissemination Centers at cluster level.

 With reorganization of districts, creating new Revenue Divisions and Mandals, formation of new Municipalities, Panchayats, Telangana State made a history in administrative reforms and it proved the vision and statesmanship of CM KCR. The new Municipalities Act, replacing the earlier five acts ensures transparency, accountability and minimizes citizen discomfort points. The Urban Policy was a paradigm shift in Urban planning with a citizen friendly futuristic vision to meet the challenges of fast urbanization. The new Panchayati Raj Act aims at qualitative change in village administration converting every village into a progressive, prosperous, and ideal place, ensuring people’s participation.

The new Revenue Act has an historical importance and significance which would once and for all put an end to the land related sorrows of the helpless poor farmers for ages. With this, CM KCR’s name would be etched in the history for such a great reform making him to be remembered forever like Sher Shah Suri, Todar Mal, Captain Reed, Captain Munroe, Salar Jung and PV Narasimha Rao whenever the land reforms subject is referred, read, mentioned, researched, or thought about. The integrated land record management system, Dharani Portal, is the key player in the New Revenue Act and it would make land related matters, like registration, mutation, ownership rights, data on the property more fool-proof and transparent. It makes a beginning of a Land and property disputes free Telangana State and a step towards conclusive title in future. 

KCR’s another brainchild is Dalit Bandhu Scheme, which is bound to change the life and financial status of Dalits in Telangana State forever making them self-reliant economically and live with dignity and self-respect. The uniqueness of the scheme is that it directly grants financial assistance to the Dalit families to start their own economic activity. The scheme heralded a new chapter in the history in Telangana and the concept is spreading like a wild fire in the country.

All this is possible due to the dynamic statesman like leadership of CM KCR, his administrative skills, his visionary leadership, and his innovative thinking. Telangana had reached the pinnacle of development and welfare and stood with a sense of pride in the world in a short span of nine years. KCR’s handling of the coronavirus crisis and as an Economist suggesting to PM Modi on provision of Quantitative Easing (QE) and Helicopter Money, speaks volumes of his statesman like qualities and his possessing both efficient and effective leadership qualities. Had Modi agreed to his suggestion, perhaps, the situation would have been totally different.

The real power of a leader is in the number of minds he can reach, hearts he can touch, emotions he can move and lives he can change. KCR’s two visits during peak of corona pandemic to government hospitals, and interacting with the Covid patients, proved that he is ‘The Leader’ who believes in leading by example.

It is said that eloquence is the power to translate a truth into language perfectly intelligible to the person to whom one speaks and the finest eloquence is that which gets things done. This is exactly KCR does when he addresses people. His oratory skills are the best and his speech is heard with rapt attention by people whatever may be the occasion, platform, audience, and subject. Statistical data is on his fingertips and tip of his tongue. He does not require any teleprompter or bureaucrat's passion chits of information. His words come from his heart and the subject from his brain. No other contemporary leader has the ‘gift of gab’ that KCR has and none can beat him.

Ever since KCR expressed his intention to enter into national politics, he beyond doubt, has been aiming at something very high, mighty, and big. He is laying a strong foundation for future generations’ prosperity, peace, harmony, progressive and forward-looking changes in several sectors and development as well as making all sections of people to become economically and socially self-reliant. KCR’s thought process as a Statesman par excellence, which ordinary people may find it difficult to understand and digest is unique. At a time when there is a big gap for right leadership in the country the leadership of a statesman like politician of KCR caliber is indispensable.
